M. Whitley Staff Present: Eric DeMoura, Steve Gergick Mr. Santos called the meeting to order at 9:00 a.m. 1. Approval of Minutes from the June 4, 2019 meeting Mr. ORourke made a motion to approve the June 4, 2019 minutes. Ms. Whitley seconded the motion. All were in favor. 2. Public Comments Ms. Maureen McGuire spoke about the programs and celebrations at the Thomasena Stokes-Marshall Senior Center. 3. Discussion of field and facility rental fees Fee Changes Proposal Mr. Gergick gave a presentation on a proposal for fee changes for the Recreation Department. He presented Athletic Fee Changes, Facility Rental Fee Changes, Aquatics Fee Changes, and Senior Center Fee Changes. Mr. ORourke asked how they differentiate between residents and non-residents for field rentals and if a Mount Pleasant resident could rent the field but have a lot of non-residents playing on the field. Mr. Gergick said it was difficult to keep up with. He said a resident could sign up for the rental, but 80 percent of the roster had to be Mount Pleasant residents. Mr. ORourke asked if guest fees at the pool was an issue. Mr. Gergick said that guest fee would be under a daily pool visit. Ms. Whitley asked if the additional funds that would be brought in would be used to support and expand the Recreation Department rather than eliminate the subsidy. She said she did not want to take away funds from the Department because of the increase but wanted to keep it all in the Department. Mr. Gergick said funds would not specifically increase the Recreation budget as they would go to the General Fund. He said it would provide him justification to be able to request more in the next budget cycle. Mr. DeMoura said it needed approved first by the Committee and then a decision by Council. He said it was a fee increase and they would have to have the required public hearing, but they could proceed with approval by the Recreation Committee. Mr. ORourke made a motion to approve the fee change proposal submitted by the Recreation Department. Ms. Whitley seconded the motion. All were in favor. Mr. Gergick said the intent was that it would be for it to take effect in January. 4.
