MEMBERS PRESENT: Guang Ming Whitley, Chair, Kevin Cunnane, and Tom
O’Rourke
STAFF PRESENT: Eric DeMoura, Town Administrator; Margaret Rose
Jones, Town Intern
Ms. Whitley called the meeting to order at 9:30 a.m.
1. Approval of Minutes from the July 1, 2019 meeting
Mr. O’Rourke moved for approval; seconded by Mr. Cunnane. All
present voted in favor.
2. Public Comments

3. Presentation on potential structure of a Town of Mount Pleasant Youth
Council
Margaret Rose Jones, Town Intern provided Committee members
with a presentation on the potential structure of a Youth Council and
stated that it was provided in greater detail than last month’s
presentation. She said the vision remains the same.

She stated that research from the National League of Cities, as well as
other Youth Councils in South Carolina, it was suggested to have 20
students to represent the Youth Council with more upper class
representation. She stated that for PR, most Youth Councils have Social
Media and a website and for social media, Instagram and Facebook have
been the most effective. They have designated one or two students on
the Youth Council to run the social media with parameters on postings.

She stated that during the interview, the attendance policy and
commitment expectations will be discussed if selected. She said the
program coordinator will be in charge of the selection process with input
from the Education Committee. It is also recommended that the Program
Coordinator will come from the Office of Community and Government
Affairs.

Ms. Jones indicated that this is a draft of what the first meeting would
look like and follows the guidelines of any other committee. She said it is
recommended for the Youth Council to develop their own by-laws and
procedures. She stated that someone on the Youth Council will be
designated to begin taking minutes for all meetings. She stated that the
calendar shows a compressed timeline if approved for implementation
this year.
Mr. O’Rourke stated that this appears to be the most amazing program
for 20 people and would like it to be the most amazing program for all
the high school students. He would like to see a meeting with 20 Youth
Council members and 20 or more in the audience waiting to be
recognized. He said that the first step needs to be taken.
Mr. Cunnane stated that we need to figure out how to expand this out,
because it needs to reach those that are not being reached. He said
sports captures a large portion of the recreation usage for the youth;
however, there are other students that are not getting reached. He said
this could be a means to reach out to others. He said social media would
be a great way with parameters on what can be posted.

Ms. Whitley asked if this is something staff could be tasked with or
community volunteers.
Mr. DeMoura stated that community volunteers are always welcome. He
stated that Ms. Lauren Sims’ office is ideally suited to take on this role.
He stated that this will be kicked off using staff but will fold in community
volunteers as this program expands.
Mr. Whitley asked about budgetary expenses.
Mr. DeMoura stated that the Town plans to absorb the costs inhouse for
the startup and as it shapes itself and additional expenditures are
necessary, staff will bring it to members of Council as a budget
amendment in the future.
Ms. Whitley agreed to move this forward.
Mr. O’Rourke asked if the Town will be required to apply to the Charter
of the American League of Cities.
Ms. Jones responded in the negative.
Mr. O’Rourke moved for approval to start the Mount Pleasant Youth
Council; seconded by Mr. Cunnane. All present voted in favor.

There being no further business, the meeting adjourned at 9:45 a.m.

5. Review and potential action regarding a proposed Development
Agreement for Patriots Annex

a. An Ordinance to amend Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances by adding a new section entitled Short
Term Rentals. The purpose of this new section is to define and
regulate the use of residential units as short term rentals in order to
protect the integrity and character of the Town’s existing
neighborhood, as well as the health and safety of occupants of Short
Term Rental Units. (Ord. No. 19048)
b. An Ordinance to amend Chapter 156 of the Mount Pleasant Code of
Ordinances by adding language in Section 156.225(E) to allow
payment into the Tree Bank in lieu of planting when the amount
cannot be adequately accommodated on site. (Ord. No. 19051)
c. An Ordinance to amend the Town of Mount Pleasant Comprehensive
Plan 2009-2019 (2014 Update) Future Land Use Map pertaining to an
approximately 1.84 acre tract of land comprised of three parcels,
located at 1729 Halls Pond Road and 1740 and 1724 LaCannon Lane
and depicted on a plat recorded by the Charleston County ROD
Office in Plat Book S19, Page 0029 and Book W, Page 145, by
changing the land use recommendation from Community
