MEMBERS PRESENT: Guang Ming Whitley, Chair, Kevin Cunnane, and Tom
O’Rourke
STAFF PRESENT: Eric DeMoura, Town Administrator
Ms. Whitley called the meeting to order at 10:30 a.m.
1. Approval of Minutes from the February 4, 2019 meeting
Mr. Cunnane moved for approval; seconded by Mr. O’Rourke. All
present voted in favor.
2. Public Comments
John Wright, 145 Rose Lane, stated that he was very excited about
item #3. He said the Town needs youth movement and their voices
heard. He said we need to know where we are going 20 years from now
and to include the youth. He said we want to start here in the Town so
when they leave and return, they will hopefully be the new leaders of the
Town. He said we can groom them to be good leaders. He said he would
have happy to serve on the youth council.
3. Discussion and potential action regarding the formation of a Youth
Council
Ms. Whitley stated that she placed this on the agenda because she
had the opportunity to speak at Palmetto Girls State which was held in
Clinton, South Carolina. She spoke on a panel with Kathy Maness, a
Council Member in Lexington, South Carolina, who is involved in the
National League of Cities. She stated that she cited John Wright, because

during the campaign he discussed a youth council. She thought this was a
great idea and opportunity. She stated that when taking a photograph
with the Mount Pleasant representatives, many of them had ideas and
wanted to discuss better policing after prom, traffic, speeding around the
schools, etc. She thought this would also be perfect for the Education
Committee, because it has been focused on receiving information from
the School Board. However, this Committee also has the opportunity to
provide education to the Town’s youth regarding Town government. She
said the interest level among the youth is high. There are only five
available slots for Girl’s State at Wando High School and there were 117
applicants; therefore there is a great deal of interest.
Margaret Rose Jones, Intern with the Town of Mount Pleasant,
conducted background research and provided the following information.
Miss Jones stated that she grew up here and attends the College of
Charleston. When looking at the National League of Cities approximately
82% of the Youth Councils have been funded through the Municipal
budget. She stated that it is typically staffed by one program coordinator
who is in charge of the students. When recruiting students, the Town
should look at all the private, public, charter, homeschool and co-op
schools to obtain a more diverse group of students. She said the majority

of the other youth councils have accomplished this through an
application process, which was the most accurate way. The National
League of Cities suggests having approximately 30 students from 15 to 17
years of age but will be dependent upon the size of the town or city. She
said what the youth council will do is address tough issues such as
policing after prom, drugs in high school, obesity, and other issues. These
are addressed with youth outreach programs, wellness fairs, and other
events. This will bring awareness of these issues to other students in the
high schools and that they are attempting to remedy these issues. She
stated that they also focus on fundraising for the Youth Outreach events.
The Youth Council will participate in Community Service; however this is
also looked upon favorably when reviewing applications. She stated that
Leadership Development is a huge item for the students 15 through 17
and going through high school. At the end of each term, they hold
resume workshops for the students and advise them on college and other
issues that will help promote them in their future. She indicated other
areas of South Carolina that have implemented a Youth Council ranging
from 11 to 20 students on their Youth Council and they have been very
successful. She stated that they have expanded the age from 14 to 19
years of age, only meeting once a month to discuss all the issues.
Ms. Whitley stated that Councilwoman Maness mentioned that the
National League of Cities has an annual meeting and that there is a
parallel Youth Council Conference.
Ms. Jones stated that she did read about this and will provide Ms.
Whitley with additional information.
Mr. Cunnane stated that it is a good idea to involve the students in Town
government, as there is a big void, particularly regarding bullying. He said
the school district policies are not adequate and he is aware of an
incident where an adult took actions that bullied a child. He said the
recourse is the courts and there should be somewhere to address these
issues prior to that. Having the voices of these youth groups will be
critical. He thanked Councilwoman Whitley for adding this item to the
agenda.

Mr. O’Rourke stated that he would like to see this accomplished and
believes it is positive anytime you are able to include the involvement of
young people in their government. He asked Mr. DeMoura if this could be
done without a full time staff individual.
Mr. DeMoura responded in the affirmative.
Mr. O’Rourke stated that there was previously a Youth Council in the
Town and it may be good to look at things that could have been done
differently, because there is a reason the Youth Council went away.
Ms. Whitley suggested taking a month to have someone from the Town
who is interested, because adults such as John Wright and herself would
be willing to dedicate their volunteer efforts in support of a Youth Council
and participate. She believes they could leverage adult community
volunteers who may wish to help. What is great about the National
League of Cities opportunity is that the youth are provided the
opportunity to attend a leadership camp in Washington, D.C., and to
have this opportunity available to those in our own Town would be great.
She asked Mr. DeMoura if the Town was involved in the National League
of Cities.
Mr. DeMoura responded in the affirmative; however, was not involved in
having a Youth Council.
Ms. Whitley suggested taking a month and attempt to understand how
this may work, the application process and meeting monthly or quarterly,
prior to bringing a proposal to full Council.
Mr. Cunnane suggested involving Mr. John Wright who does not only talk
about it but lives it. He attended the “Wright Walk”, which is made up of
all volunteers who are youth-focused. He stated that this is one of the
weaknesses of the Education Committee, because there is no staff
involvement or budget. He said perhaps this could be considered.
Mr. O’Rourke stated that he is not in favor of assigning a full or part time
staff. He said what makes this work is that the youth are in charge and it
is their Council. He believes that the Youth Council should not have staff

overseeing them but allow them to do it on their own. He said this
Committee should be involved and there are so many positive things that
can come out of this.
Ms. Whitley stated that is great about the Girls and Boys state programs
is that the Counselors are there to provide the rules and guidance, but it
is really up to the students to create their communities, governments and
ordinances. She is happy to work on this with anyone who would like to
be involved, to draft the guidelines and let the students elect their own
Chairperson and decide what issues they would like to tackle and have
adults present to ensure they understand what a state, county or Town
issue or role may be. She said they may also have an opportunity to
present to Town Council their findings once a year. She said as the
Committee works with them, they can also help with their requests for
Letters of Recommendation for college. She said there are a number of
existing resources that the Committee may tie into for the Youth Council.

5. Review of Planning Commission recommendations from the June 12,
2019 Special Meeting and the June 19, 2019 meeting
a. Proposal to amend chapter 156 of the Mount Pleasant Code of
Ordinances by adding a new section entitled Short Term Rentals.
The purpose of this new section is to define and regulate the use of
residential units as short term rentals in order to protect the
integrity and character of the Town’s existing neighborhoods, as well
as the health and safety of occupants of short term rental units.
b. R-16-19, Request to amend the Belle Hall PD, Planned Development
District Ordinance, and Conceptual Plan, pertaining to the Seacoast
Parcel (Ordinance No. 13034 adopted in 2013 and subsequently

amended), to remove the requirement for a 5-foot pervious mulch
trail located within the wooded buffer along I-526, located at Tidal
Walk/Seacoast Parkway.
c. Proposal to amend Chapter 156 of the Mount Pleasant Code of
Ordinances by changing the Coleman Boulevard Overlay District
Development Guidelines Table, as provided in Section 156.318(P)(4),
as it relates to the maximum heights in subarea B2 of the district,
along with any associated provisions in Section 156.318(P) which
might affect the measurement of and allowance of building heights
and stories within the overall overlay district.
d. Proposal to amend Chapter 156 of the Mount Pleasant Code of
Ordinances by amending the requirement of a minimum of 160
caliper inches per acre be retained on site, as provided in Section
156.225(E)(5). Proposed is to reduce this minimum requirement for
certain land uses, such as civic and park uses. Also proposed is to
amend the language in Section 156.225 to clarify that the minimum
caliper inches required is a development standard that must be
provided on site and/or covered by a payment into the tree bank.
6. Proposed Ordinance 51.013 Change – Public Right of Way Planting and
Replacement
