1. Call to order
Mr. Santos called the meeting to order at 10:52 a.m.
2. Approval of Minutes from the August 4, 2020 meeting
Mr. Rambo made a motion to approve the August 4, 2020 minutes.
Ms. Whitley seconded the motion. All were in favor.
3. Public Comments
None
4. Employee years of service recognition
Mr. Gergick recognized Ms. Nicole Harvey for ten years of service
with the Town. He said Special Events has grown from four event days
in 2010 to 40 plus event days a year. He said Ms. Harvey also oversees
the Culture, Arts and Pride Commission. He said that her efforts in the
Town are widespread and her leadership is felt through many different
areas.
5. Discussion and possible action with regard to implementing
paid parking at Memorial Waterfront Park and other Town owned
parks and facilities
Mr. DeMoura said that Mr. Santos asked that they put this on the
agenda. He said in 2013 they installed several kiosks at Memorial
Waterfront Park with a total cost of $250,000 to install. He said they
netted approximately $50,000 a year. He said it became a controversial
issue and later the kiosks were removed by a decision of Town Council.

He said that technology had advanced, and different things are available
today. He said if this was something that the Committee and the majority
of Town Council wanted them to pursue, they could do it. He said there
are apps such as Passport, but it probably would not remove the need for
a kiosk for those not familiar with that technology. He said there are many
things to consider such as what platforms to use, where they would like
them to do it, and whether to keep it at Memorial Waterfront Park, or
expand to other areas like Shem Creek Park, Alhambra Hall, or Coleman.
He said if it was the will of Council, they could begin the process of
implementing some type of paid parking.
Mr. Santos said with the buildings over at Patriots Point he knows if
the Town has free parking the people working there are going to park
there. He said that it would minimize an opportunity for the Town’s
citizens to have parking. He said as the park has gotten more popular
with people running the bridge and exercising along with Phase III
beginning more people will be coming. He said he was not advocating
the Town’s citizens to pay for parking as he was talking about people
visiting the park from other places. He said that the revenue could help
the Town.
Mr. Rambo said he was worried about the administration and cost of
it and how to identify who was a resident. He said he liked the idea but
worried how to do it.
Ms. Whitley said she also worried about the administration of it
particularly with having it be free for residents and paid for nonresidents.
She said she did see the problem of when Patriots Park is open and there
are many people coming there along with their employees having to pay
for parking, they would take advantage of the free space. She said she
has seen places that just have a sign with no kiosk. She thought there
could be lesser cost of upfront and they may could explore a lesser cost
option to implement this. She said that possibly having decals with an opt
in where the residents would come to pick them up would be better than
mailing a large quantity.
Mr. Santos said he thought they should look into this.
Ms. Whitley said if it was cost prohibitive, they should wait to see if it
was a problem once Patriots Point is open. She said they may could put
up a sign with a time limit of no parking for more than two hours.

Mr. Santos said he spoke with someone over at Patriots Point and
they thought the Town should charge as well because whoever is
operating the garage is going to lose money if they are parking for free in
the Town’s facility. He said he did like the idea of the parking app. He
asked Mr. DeMoura to look into the possibility of this and the decal pick
up for the citizens.
6. Discussion on facility rental fees
Mr. Rambo made a motion to move agenda item 6 to the October
Recreation Committee Meeting. Ms. Whitley seconded the motion. All
were in favor.
7. Report on Fall Special Events
Mr. Gergick said in evaluating Children’s Day event they did not feel they
could have it given the size and scope of the event with the number of
people that attend.
Ms. Harvey said they were looking to have some smaller events. She
said the movie series at the park had been well received. She said
instead of the Children’s Day in October they were talking about a five-
week movie series at Carolina Park. She said they have also discussed
having a small Fall Festival on November 22. She said they are also
discussing an opera or theatre type event possibly on the Town Hall lawn.
8. Program/projects update
Mr. Gergick said some participation numbers are down slightly, but
football, soccer, and volleyball were very strong. He said that facility
rentals were starting to pick up and the Farmers Market was extended
through October.
9. Adjourn
There being no further business, the meeting adjourned at 11:10 a.m.

5. Review of Annexations & Planning Commission recommendations
from the August 19, 2020 meeting
a. Annexation Case: A-13-20, 509 Long Point Road. Request to
annex an approximately 3.93 acre tract of land located at 509
Long Point Road, identified by TMS No. 537-00-00-005 and
depicted on a plat as Lot 5-C recorded by Charleston County
ROD Office in Plat Book BG, Page 178.
b. Rezoning Case: R-30-20, 509 Longpoint Road, TMS No. 537-00-
00-005. This petition is to zone LI, Light Industrial District, an
approximately 3.93-acre tract of land located on the corner of
Long Point Road and Shipping Lane. Proposed is to redevelop
the property with a Speedway fuel and convenience store
facility.
c. Rezoning Case: R-31-20, 904 Old Georgetown Road, TMS No.
532-03-00-106. This petition is to remove an approximately 0.23-
acre tract of land from the Coleman Boulevard Overlay District
(CB-OD) and instead include it in the Chuck Dawley Boulevard
Overlay District (CD-BOD). The underlying AB, Areawide
Business District zoning designation is to remain the same. The
property is improved with a dental office and, if approved,
proposed is to do landscape improvements comparable to the
adjacent medical office use in the County.
d. Rezoning Case: R-32-20, 645 Coleman Boulevard, TMS No. 532-
02-00-030. This petition is to rezone from AB, Areawide
Business District, to PI-1, Public Institutional-1 District, an
approximately 14.26-acre tract of land located on Coleman
Boulevard and known as Moultrie Middle School. Property is to
remain in the BOD, Boulevard Overlay District. The proposed PI-
1 would prohibit a communications tower for the purpose of
commercial use of a private company from locating on site.
e. Proposal to amend Section 156.329 of Chapter 156, Zoning
Code, of the Mount Pleasant Code of Ordinances, pertaining to
Temporary Uses. Proposed is to amend the number of permits
and timeframes for such uses, the zoning districts in which they
are allowed, and to include certain additional uses on a longer
term or semi-permanent basis than currently allowed.

6. Discussion of Comprehensive Plan related to residential uses in
designated “Redevelopment Centers” and other minor wording
changes identified at the August 11 Council meeting
