1. Call to order
Mr. Santos called the meeting to order at 8:32 a.m.
2. Approval of Minutes from the August 31, 2020 meeting
Ms. Whitley made a motion to approve the August 31, 2020 minutes.
Mr. Rambo seconded the motion. All were in favor.
3. Public Comments
Mr. Julian Hopkins, 1090 Marsh Court Lane, Mount Pleasant said
he would like the Blessing of the Fleet renamed the Wayne Magwood
Memorial Blessing of the Fleet. He said he wanted to make sure that
something was done to honor Mr. Magwood as he was a good
ambassador for the Town.
4. Discussion and possible action regarding the naming of the
boardwalk at Shem Creek
Naming of the Boardwalk at Shem Creek
Mr. Santos read a statement about the Magwood family and the recent
passing of Mr. Wayne Magwood. He said he thought it was fitting and
timely that the Town rename the Shem Creek Boardwalk the Magwood
Boardwalk. He said as Chairman he would accept a motion for this to
happen from Committee members.
Ms. Whitley made a motion to recommend to Council that the Town
rename the Shem Creek Boardwalk to the Magwood Boardwalk. Mr.
Rambo seconded the motion. All were in favor.

Mr. Gergick said Mr. Brad Morrison was present and wanted to talk
about the bike lane at Shem Creek.
Mr. Morrison said this was a Capital Improvement Plan (CIP)
project approved several years ago. He said it was a project between
Pelzer and Mill Street and involves reapportioning the existing cross
section in that area to accommodate four-foot bike lanes. Mr. Morrison
shared some slides and said he expected construction to begin next
June and said that federal grants cover 75 percent of the project.
Ms. Katie Zimmerman, Executive Director of Charleston Moves,
57 Cannon Street, Charleston thanked the Committee for this in honor
of Captain Magwood. She said she was thankful for the planned
marked lanes for everyone’s safety and enjoyment.
5. Approval to create a capital fund account to house donations
for the Maritime Heritage Center
Ms. Whitley said she had been in communication with the
Magwood family and they would like to honor Wayne Magwood’s
memory with a bronze statue representing the shrimping industry at
Shem Creek Park. She said they also want to create a Maritime
Heritage Center. She said the family was setting up a 501(c)(3) and in
needing support to do that, they want to be able to direct the community
to a place where they could make donations. Ms. Whitley said that the
Town could house the donation funds for the Maritime Heritage Center
and the bronze statue and transfer the funds once the 501(c)(3) is set
up.
Ms. Whitley made a motion to approve the creation of a capital
fund account to house donations for the Maritime Heritage Center. Mr.
Rambo seconded the motion. All were in favor.
6. Recognition of National Arts and Humanities Month and of
award recipient
Ms. Nicole Harvey said October was National Arts and Humanities
Month and to honor that, the Culture, Arts & Pride Commission
nominates Ms. Marie-Louise Moreto to receive the Town of Mount
Pleasant Arts and Humanities Award. She was not able to be at the
meeting but had a representative present. Ms. Harvey shared
information on Ms. Moreto.

Ms. Carol Hallman 2352 Parsonage Woods Lane, Mount Pleasant,
said that on behalf of Ms. Marie-Louise Moreto and the Mount Pleasant
Community Arts Center she was honored to accept the award
representing the arts. She thanked the Committee for recognizing the
importance of the arts.
7. Review of Memorial Waterfront Park Phase 3 options and cost
estimates
Mount Pleasant Memorial Waterfront Park Masterplan Concept and
Cost Estimate
Mr. Gergick said Mr. Herb Gilliam with Johnson, Laschober &
Associates was present and had helped develop the master plan with
different options and cost estimates with the existing funding the Town
has for Memorial Waterfront Park Phase 3.
Mr. Gilliam said that the Recreation Committee came up with a list
of items to see what could fit in the area that was to the east northeast
of Harry Hallman Boulevard. He shared slides the layout of the area.
Mr. Gergick said they have a budget of approximately $6.4 million
to be able to utilize for this project. He shared some cost estimates and
highlighted some of the priority items that amount to $5,161,200 which
leaves $1,238,000 remaining which could be used on this project or as
discussed before transferred to a Transportation project.
The Committee discussed the priorities, the funding contingencies
involved, and recurring maintenance cost. They also discussed being
able to obtain use of the area from the South Carolina Department of
Transportation (SCDOT).
Mr. DeMoura said in previous years the SCDOT Regional Office
was supportive of it but there had been a change in that office so they
will need to reaffirm this. He said they cannot build if the Town does
not have ownership or an easement to use it for long term.
Mr. Rambo said his request was by the splash pad area 6, he
thought in area 7 adding an extra little piece of playground equipment
there would complete it. He said he would hate cutting out area 7. He
said if the goal was to give $1 million back, even with the $75,000
maintenance shed he thought they could put in an extra piece of
equipment.

The Committee continued the discussion and asked what the next
step was to get ready for bid for construction.
Mr. Gilliam said they surveyed the wetland line the last time but
did not send it to get jurisdiction and determination because the money
was focused on the other side of the road. He said they need to get
that line reestablished. He said everything can continue concurrently
and be designed and ready to bid toward the end of the first quarter of
next year.
Mr. DeMoura said that a cost estimate would come back, and they
would know if they could fit area seven or not. He said if it does not,
they could bid it as an alternate.
The Committee continued discussion.
Mr. DeMoura said this was an approved project of Council. He did
not see any further action needed by Town Council because Committee
could choose features, they want. He said they need to leave with the
total project costs and work to get all the elements they want and bring
it back one more time prior to letting it out for bid.
The Committee discussed immediate communication about
potential land transfer. They also discussed moving forward with the
responder’s monument and staying under the overall cost.
8. Discussion regarding future funding for Mount Pleasant

Future Funding for MPRD Capital Improvement Projects
Mr. Gergick said they have a list of capital projects in which some
have funding, and many do not. He shared the list with Committee.
The Committee discussed the different projects and the funding
needed and what was available.
Mr. DeMoura said in the capital process, Recreation has difficult
time with receiving funding for projects in how local governments
receive revenue.
9. Discussion of a voter referendum to support public recreation
The Committee discussed the funding and a possible referendum
for Recreation. They discussed for a voter referendum they would need
to prioritize the projects and state what the referendum was for.

Mr. DeMoura said they would be asking for ad valorem taxes. He
said the general rule was one mill of taxes would get between $800,000
and one million. He said to develop Rifle Range Road they were
looking between $20-$30 million so that was a 20-30 year bond. He
said if those chose to recommend this to Council, they were looking at
one, two, or three mills for projects. He said they would need to have
the language to the County Board of Elections by next August for the
November 2021 ballot.
The Committee discussed having the referendum on an even or
odd numbered year. They discussed working on it now in order to get
the language right so people understand what they would be paying for.
They agreed they need to proceed with a discussion of goals and
objectives and future trends in Recreation and then look at projects that
would satisfy that and funding of the projects through a referendum.
10. Program/projects update
Mr. Gergick gave a program update on programs, activities, and
special events. He said there had been some Christmas Parade
discussion on whether to have the parade and control the line up or
take the parade to the neighborhoods in a small format.
The Committee discussed the Christmas Parade and the social
distancing aspects. They also discussed live streaming the event for
those who do not want to attend.
Mr. Rambo made a motion to go to full Council that they have a
Christmas Parade this year. Mr. Santos seconded the motion.
Ms. Whitley asked if staff was comfortable and prepared to do an
event of this magnitude given the circumstances.
Mr. Gergick said they know they are capable of organizing a
parade and doing it very well. He said as to whether it should be done,
was a decision of Council and they would be happy to follow that.
Mr. Santos said there was a motion and a second. All were in
favor.

c. Proposal to amend Sections 156.140 - 156.142 of Chapter 156,

man-made hazards.
7. Consideration of Amendments to the Flood Damage Prevention
