1. Call to order
Mr. Santos called the meeting to order at 8:30 a.m.
2. Approval of Minutes from the October 5, 2020 meeting
Mr. Rambo made a motion to approve the October 5, 2020 minutes.
Ms. Whitley seconded the motion. All were in favor.
3. Public Comments
None
4. Discussion and possible action regarding a bird sanctuary at
Rifle Range Road Park
Discussion on Bird Sanctuary at Rifle Range Road
Mr. Santos said he asked for this item to be on the agenda. He said there
had been discussion about wildlife at the Rifle Range Road Park and he
thought since there was marsh and wetlands that could not be built on,
they could make that area a bird sanctuary.
Mr. Gergick said he reached out to Audubon Society to ask what the
designation of a bird sanctuary entails but had not received the
information yet. He shared the Conceptual Master Plan for Rifle Range
Road Park.
There was discussion between Committee Members and staff on a
bird sanctuary in areas that cannot be developed. They discussed
possible interpretative signs and display for identification of the birds.

They also discussed the division of the property which is jointly owned by
the Town and Charleston County Parks and Recreation.
Mr. DeMoura said if the Committee wanted more information, they
could bring this back the next month. He said if there was a
recommendation to Council, it would be important to show how the
property would be divided. He said they could then add a bird sanctuary
into the conceptual plan so when money was available this would not be
forgotten.
The Committee continued discussion and said they needed more
information but agreed it was a great idea.
5. Discussion and possible action regarding parking at Memorial
Waterfront Park.
Parking Analysis at Mount Pleasant Memorial Waterfront Park
Mr. Gergick said they were asked to gather some additional
information about parking at Mount Pleasant Memorial Waterfront Park.
He shared a parking analysis with comparisons of kiosks, gate/arm,
meters, and mobile pay app along with surrounding municipalities
metered parking rates.
The Committee discussed the flexibility of using the app to allow
Town residents to utilize the parking for free for a few hours. They also
discussed trying to generate revenue or limit the parking due to new
developments in the surrounding area with the ferry wharf.
Mr. Gergick said they could do a more detailed cost analysis. He
said with the mobile app there were very few costs associated with it and
it offered flexibility. He said some places have the mobile pay app system
along with a kiosk for those who do not have a telephone for the pay app.
Mr. DeMoura said to proceed with this, Committee would have to be
willing to match the parking being charged at ferry wharf. He said to not
do so may not discourage the parking at the Waterfront Park because it
would be cheaper. He said people who work there and are local would
utilize the technology being discussed and would park there because
there would be no charge.
The Committee continued discussion on the mobile app and said
they would need more cost analysis on enforcement and maintenance of
this.

Mr. DeMoura said they will put this together with utilization and the
administrative cost.
6. Program/projects update
Mr. Gergick gave an update on registrations and rentals. He updated
the Committee on the recent and upcoming events within the Department.
Mr. Cy Prikazsky thanked the Recreation Committee for providing
pickleball for seniors. He said they appreciate what had been done with
the Miriam Brown courts and suggested having evening or holiday hours
for play.

There being no further business, the meeting adjourned at 9:06 a.m.
