1. Call to order
Mr. Rambo called the meeting to order at 8:45 a.m.
2. Approval of Minutes from the November 30, 2020 meeting
Ms. Whitley made a motion to approve the November 30, 2020
minutes. Mr. Rambo seconded the motion. All were in favor.
3. Public Comments
None
4. Discussion and possible action regarding a bird sanctuary at
Rifle Range Road Park
Discussion on Bird Sanctuary at Rifle Range Road Park
Mr. Gergick said this agenda item was brought back from last month.
He said he received information from Ms. Jennifer Tyrrell with The
Audubon Society. He said a bird sanctuary was area designated by a bill
that must go through the legislature in Columbia that restricts hunting,
trapping, or disturbing birds. Mr. Gergick said they also had discussion
with the Charleston County Park and Recreation Commission (CCPRC)
and could take steps to provide educational signage and a bird watching
area. He said that to make a bird sanctuary prior to construction occurring
at the park could be counterproductive and possibly hinder the
construction process.
Ms. Whitley asked if Rifle Range Road Park was currently accessible
to the public.

Mr. Gergick said people do access the area and they are going to be
encouraging access with a Trails Grant the Town received from the South
Carolina Trails Program. He said the project was being awarded in
January and would be completed in March. He said it would provide a
trail head and there are some existing trails to walk and bike through the
area.
Ms. Whitley asked the cost of putting educational features since there
was no allocated money for Rifle Range Park at this time.
Mr. Gergick said they would have to explore the cost as it would be
on the side intended to be the Town of Mount Pleasant’s property.
Ms. Whitley asked the status of dividing the park with the county.
Mr. Gergick said the Town’s attorneys were in contact with the
county’s attorneys to work on the deeds.
Mr. David Pagliarini said they had prepared the preliminary
documents to separate the property. He said the next issue would be the
road project because the construction and completion of those plans
would define the boundaries. He said it was probably three to four months
out before they have the deeds exchanged.
Ms. Whitley said they need to find out how much it would cost to put
up the educational signage and where the funding would come from.
Mr. Gergick said what was submitted for the Trails Grant was prior to
any discussion about a bird sanctuary but if money was available, they
would need their approval for use on that.
5. Discussion and possible action regarding parking at Memorial
Waterfront Park

Mr. Gergick said they had further conversations with the police
department and a provider of a mobile parking app. He said they did
confirm there was flexibility within the mobile app system. He said there
was also discussion regarding enforcement and the cost of patrol in the
area. He said there would be no direct cost as they would use an officer
on patrol in the area.
There was discussion between Committee members and staff about
a backup plan if someone does not have a telephone, the option of putting

in a kiosk, and the capability to have flexibility in the implementation of the
mobile pay app system.
Ms. Whitley said she did not think they should engage in an expense
prior to knowing if parking would be problem and was comfortable with
waiting to see if it was.
Mr. Rambo said if it was not a problem right now, they should not do
anything. He suggested they should have a quick review at the next
month meeting with Mr. Santos to get his thoughts.
6. Program/projects update
Mr. Gergick gave an update on participation numbers, rental revenue
for various facilities, the Special Events that took place and upcoming
events.
Mr. Rambo asked about Waterfront Park and getting permission from
South Carolina Department of Transportation (SCDOT) to use the land.
Mr. Gergick said the design contractor Johnson, Laschober &
Associates (JLA) was working with the Army Corps of Engineers for the
wetland area and SCDOT for use of the area under the bridge. He said
they are also moving forward with First Responders Monument in late
spring.
Mr. Rambo thanked Ms. Harvey and her team for their work on the
Christmas Parade.

December 16, 2020 meeting
a. Rezoning Case R-36-20: Request to amend the North Point
PD, Planned Development District Ordinance, by creating
permitted uses and zoning standards according to the current
land use and amending the official North Point Zoning Map to
do the same. Development consists of approximately 13.5
acres and is situated on the Northeast side of Ben Sawyer
Boulevard at its intersection with Center Street. The North
Point PD has no adopted ordinance with identified
development standards, such as setbacks, lot coverage, etc.
The proposed amendment would rectify this by providing
specific development standards for each lot within the
development.
b. DEFERRAL TO FEBRUARY MEETING REQUESTED BY
APPLICANT ON 12/21/20 Rezoning Case R-37-20: Request to
rezone from R-3, Medium Density Residential District, to TH,
Townhouse District, an approximately 2.90- acre tract of land
comprised of eleven (11) parcels and improved with 22

duplexes. Also included is a request to incorporate all parcels

c. Zoning Code Text Amendment: Proposal to amend Section
156.325 of Chapter 156, Zoning Code, of the Mount Pleasant
Code of Ordinances, pertaining to the Principal Use Table.
Proposed is to add language under the Utilities category to
permit a lay-down yard, maintenance facility with open lot
storage of materials, vehicles, and equipment in PI-2, Public
Institutional-2, and LI, Light Industrial Districts.
d. Zoning Code Text Amendment: Proposal to amend Sections
156.140 - 156.142 of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances, pertaining to Nonconforming
Lots, Structures and Uses. Proposed is to amend the entire
ordinance to differentiate treatment based on damage or
destruction due to neglect, natural and/or man-made hazards,
and to make special distinctions between utilization of
property and the physical characteristics.
6. Update: Building Permit Allocation System (Ord. No. 18097)
and Multifamily Housing Moratorium (Ord. 19014)
7. Preview: Historic Property Designations within the Old Village
