1. Call to order
Mr. Santos called the meeting to order at 8:32 a.m.
2. Approval of Minutes from the January 4, 2021 meeting
Mr. Rambo made a motion to approve the minutes of the January
4, 2021 meeting. Ms. Whitley seconded the motion. All were in favor.
3. Public Comments
Mr. Will Haynie, 316 Mallard Court, Mount Pleasant said in light of
what was going on in our region and in the statehouse, he asked the
Committee to table agenda item #5 as there may be a better time for
that.
4. Employee years of service recognition
Mr. Gergick recognized Mr. Danny Johnson for five years of service
with the Department. He is now the Sponsorship Coordinator.
5. Discussion and possible action regarding parking at Memorial
Waterfront Park
Mr. Santos said he had no issue delaying this item.
Mr. Rambo said they did discuss it last month but they asked to
put it back on the agenda so Mr. Santos could get the full update as he
was not at the meeting. He said he and Ms. Whitley both felt that action
was not necessary at this time. He said the concern about the
businesses at ferry wharf using the Town’s parking all day was not an
issue right now. He said as of now he was not in favor of it.

Ms. Whitley said she agreed with tabling the discussion as she
thought it may be a problem for the future. She said the public needs
to understand is that the paid parking would be to preserve the parking
and not limit the parking for citizens and the community.
Ms. Whitley made a motion to table the discussion on parking at
Memorial Waterfront Parker until it becomes a problem. Mr. Rambo
seconded the motion. All were in favor.
6. Update regarding the Town’s baseball field on Whipple Road
Mr. DeMoura said they had been in discussion with the Charleston
County School District about a way to try to provide them the use of the
baseball field across the street from Lucy Beckham High School while
maintaining the use of a facility with a full size baseball field for the
Town’s programs. He said the school district is offering to turn over fee
simple a portion of land at Cario Middle School where a full-size
baseball will be built. He said the district prefers the Town build the
ballpark with the district’s money. He said the Town was moving
forward with Carolina Park Phase III with the construction of more fields
and this project could be folded into that project to be bid at the same
time as they share the same designer of Seamon Whiteside and
Associates. He said they were comfortable at the staff level with this
and the Town will get a newer and more functional full-size baseball
field. He said they will continue with this unless the Committee feels
different.
Ms. Whitley thanked staff for moving this as far as it is. She said
the it was a great solution for constituents who attend Lucy Beckham
and the constituents that use the Recreation Programs.
Mr. DeMoura said plans to negotiate a use agreement of that area
in that the Town expects to receive ownership of the property but also
a utilization agreement that allows the citizens and players to use the
restroom facilities in the gym area.
The Committee and staff discussed a timeline for completion of a
field in 12-15 months.

County Park & Recreation Commission

Mr. Gergick said they were working with Charleston County Parks
and Recreation Commission (CCPRC) and planning the division of the
Rifle Range Road property.
Mr. David Pagliarini said the parcel was purchased ten years ago
and CCPRC and the Town took title jointly. He said there were a series
of memorandums about how the title would be taken. He said with the
construction of the roadways in the area it was determined that would
serve as the boundary. He said CCPRC has agreed to waive any rights
to just compensation for acquisition for any property necessary for the
roads. He said that permits were just a few months away.
8. Discussion and possible action with regard to the naming of
a pickleball tournament
Reverend Rob Dewey said the pickleball community in Mount
Pleasant had grown over the last several years due to Mr. Al Bradshaw
who has been a great ambassador. He said he and others were in
attendance to let them know what a great citizen Mr. Bradshaw was in
hopes that they would name a pickleball tournament or some courts
after him. He said he hoped at a Town Council Meeting a proclamation
could be made for his service to the community.
The Committee and staff discussed the renaming the pickleball
tournament to the Al Bradshaw Pickleball Tournament.
Ms. Whitley made a motion to rename the current pickleball
tournament to the Al Bradshaw Pickleball Classic. Mr. Rambo
seconded. All were in favor.
9. Discussion and possible action with regard to the renaming
of Recreation Way
Mr. Santos said he put this on the agenda. He said Mr. Ben Marino
was instrumental in Carolina Park at the very beginning. He was very
nice to the Town in helping with the fire station, the library, and the
recreation facility. He said he was very professional and a pleasure to
work with him. He said Committee and staff had talked about renaming
Recreation Way which goes into the Town’s Carolina Park facility to
Ben Marino Way.
Mr. Chris Marino, Mr. Ben Marino’s son, said his father bought the
property in 1989 which was a tree farm owned by International Paper.
He said he had a vision for what it could be and today that is Carolina

Park. He said on behalf of his family it would be a really nice way to
remember his father and recognize the contributions he made in the
Town. He said his father loved the Town and the community and was
a giver. He said he would appreciate their consideration on this.
Ms. Whitley made a motion that they rename Recreation Way to
Ben Marino Way. Mr. Rambo seconded the motion. All were in favor.
The Committee and staff discussed the process of renaming a
street as it not formalized as a public street and the act of renaming it
rests with the Town.
10. Program/projects update
Mr. Gergick gave a program update and said summer camp
registration begins in one month. He said they are finalizing COVID
protocols that will be sent out.
Mr. Gergick said they have a playground expansion with a climbing
structure at Park West. He said a Park and Recreation Development
(PARD) grant had been submitted for two regulation beach volleyball
courts by the pavilion at Park West. He said it would be $16,000 from
the State and a $15,000 match from the Town.

There being no further business, the meeting adjourned 9:02 a.m.

parcels into the Coleman Boulevard Overlay District (CB-

b. Zoning Code Text Amendment: Proposal to amend
Sections 156.140 - 156.142 of Chapter 156, Zoning Code, of
the Mount Pleasant Code of Ordinances, pertaining to
Nonconforming Lots, Structures and Uses. Proposed is to
amend the entire ordinance to differentiate treatment based
on damage or destruction due to neglect, natural and/or
man-made hazards, and to make special distinctions
between utilization of property and the physical
characteristics.

6. Review of Planning Commission recommendations from the
January 20, 2021 meeting
a. Annexation Case A-03-21 and Rezoning Case R-01-21:
Request to annex and zone R-4, Medium Density
Residential District, an approximately 0.80-acre tract of
land located at 1051 Theodore Road, TMS #614-00-00-259.
Applicant also owns adjacent site at 1065 Theodore Road
and wishes to zone the subject parcel in a similar fashion
and adjust lot lines. Staff Report
b. Rezoning Case R-02-21: Request to rezone from AB,
Areawide Business District, to PI-2, Public Institutional-2
District, an approximately 4.87-acre tract of land located at
1277 Chuck Dawley Boulevard, TMS #560-01-00-002. The
parcel is also located within the Boulevard Overlay District
and there is no request to change this designation.
Proposed rezoning will update the designation to more
closely resemble the use and activities performed on site.

c. Annexation Case A-04-21 and Rezoning Case R-03-21:
Request to annex and zone R-2, Low Density Residential
District, an approximately 11.54-acre tract of land located
at 1240 Six Mile Road, TMS #558-00-00-130, and known as
Watts Mobile Home Park. Parcel is not proposed to be
included in the SB-OD, Sweetgrass Basket Overlay District.
The applicant proposes redevelopment of the site with
approximately 32 single family detached residences
subject to the Town’s R-2 standards (which allows for
