1. Call to order
Mr. Santos called the meeting to order at 8:30 a.m.
2. Approval of Minutes from the March 1, 2021 meeting
Mr. DeMoura said that since they did not have a quorum, they would
bring back the minutes and any other action items at the next meeting.
3. Public Comments

4. Budget Review FY 2022
a. Recreation Department operating expenditures
Mr. DeMoura reviewed the highlights of the Recreation budget.
He said it was a level service type of budget and had satisfactory
resources to keep Recreation offerings going. He said the budget was
down 3.2 percent. He said the compensation package included a two
percent increase to be distributed July 1. He said the second half of a
four percent increase was held in non-departmental in a reserve
account to be distributed once they are sure revenues are coming in.
He said they then would issue the remaining salary increases based
on merit. He said also included in the budget was one percent which
was the mandated retirement contribution. He said there were no new
positions. Mr. DeMoura said that notable expenses were a $10,000
increase in Town events and $15,000 for additional lights at the
Farmers Market Pavilion for the holidays.

b. Recreation Department capital projects and maintenance
expenditures
Mr. DeMoura said on the Recreation side they have Carolina Park
Phase III with $1,000,000 added from the school district to build a
second baseball field. He said they have Memorial Waterfront Park
and the Town Hall Track projects. He said they have $4,500,000 over
the next five years. He said they also have Mount Pleasant Way. He
said there was some of the funding challenges on the capital side for
Recreation. He said they had not been able to proceed with Carolina
Park Phase IV or the Duffy Baseball Complex. He said two items they
feel are critical are renovations to the Jones Center and renovations to
the Park West Pool. He said they do not have money to construct now
but have money to start design. He said that when money to construct
comes in they would be able to make those improvements.
He said on maintenance expenditures they have just under $250,000
going to facility maintenance for Recreation. He said they plan to
replace two vehicles in the Recreation Department.
5. Presentation from staff and review of COVID-19 precautions to
be implemented at the April 25 Blessing of the Fleet & Seafood
Festival
Ms. Nicole Harvey, Special Events Manager, reviewed some of the
precautions they are planning for the Blessing of the Fleet & Seafood
Festival. She said they will have social distancing and mask signage
along with volunteers and event staff encouraging compliance.
6. Program/projects update
Mr. Gergick gave an update on some upcoming events. He said that
flag football had 407 participants register for ages 9-14. He said they had
been going through the process of selecting a contractor to work with
them on completing design and construction at Carolina Park for the
baseball and softball fields and expansion of the parking. He said
$536,000 was brought in for Spring Break and Summer Camps.

b. Request for Deferral Rezoning Case: R-06-21 Dunes West PD
Amendment. Application to amend the Dunes West PD, Planned
Development District ordinance, to incorporate into the PD an
approximately 9.05-acre tract of land comprised of two parcels
located off Bessemer Road in Covington at Park West at the
terminus of Hopkins Road. Proposed is to designate the parcels
similar to Covington Phases 1 and 2, as DW-PD R-3 within the
PD, but to utilize the DW-PD R-1 minimum lot size and lot
coverage.

c. Rezoning Case R-37-20: Request to rezone from R-3, Medium
Density Residential District, to TH, Townhouse District, an
approximately 2.90- acre tract of land comprised of eleven (11)
parcels and improved with 22 duplexes. Also included is a
request to incorporate all parcels into the Coleman Boulevard
Overlay District (CB-OD). Enclave at QC LLC. Queens Court
(Bayview Acres Subdivision). Deferred from January meeting
6. Review of Planning Commission recommendations from the March
24, 2021 meeting
a. Proposal to amend the Town of Mount Pleasant Code of
Ordinances, Chapters 155 and 156, to change department titles
and responsibilities in order to correspond to the recent
restructuring.
b. Proposal to amend Zoning Code Section(s) 156.104 Density, and
156.302, Change of Town Boundaries, Chapter 156, Zoning Code
of the Mount Pleasant Code of Ordinances. Amendments include
updating the Future Land Use Map Designations to align with
the newly adopted 2019 Comprehensive Plan, and to update how
a parcel is automatically classified upon annexation based on
the new Future Land Use Map and any applicable overlays.
c. Proposal to amend Sections 156.318, Boulevard Overlay District,
to amend the density allowed for residential uses in the overlay
district.
d. Proposal to amend Code Section 152.27, Standards for
Subdivision Proposals, of Chapter 152, Flood Damage
Prevention, of the Mount Pleasant Code of Ordinances.
Amendment includes standards for sketch plan approval for
residential lots located within the Old Village Stormwater Study
Area.
