1. Call to order
Ms. Hyatt called the meeting to order at 10:15 a.m.
2. Approval of Minutes from the April 4, 2022 meeting
Mr. Rambo made a motion to approve the minutes of the April 4, 2022
meeting. Mr. Santos seconded the motion. All were in favor.
3. Public Comments
Mr. Howard Chapman, 824 Natchez Circle, Mount Pleasant said
that former council member, Ms. Thomasena Stokes-Marshall,
received a check for $25,000 at a ribbon cutting recently and sent him
an email requesting the check be used to set up a fund to help seniors
with their needs. He said he provided the information to Ms. Cotov
about the idea of setting up the foundation, which would be in Ms.
Stokes-Marshall’s name, to allow contributions to help seniors in the
Town.
Ms. Mary Horres, 3224 Pignatelli Crescent, Mount Pleasant said
she was there on behalf of the senior women’s group that plays tennis
at Whipple Road. She said they support the referendum for additional
tennis courts and would like to have clay courts.
Mr. Perry Rourke, 2004 Brick Kiln Parkway, Mount Pleasant
thanked the Committee for putting the Recreation Advisory
Commission on the agenda. He said the Commission would be a great
way to open another line of communication with the residents and the
Committee. He said he hoped they take this to Council for a vote.

Mr. Tripp Moye, said he wanted to echo what Mr. Rourke said. He
said he was looking for ways that residents and community
stakeholders could collaborate with Town and the Recreation
Department. He said it would be an opportunity to be an advocate to
help the Town leverage money and better educate constituents in the
Town.
Mr. John Iacofano, 388 Overseer Place, Mount Pleasant, thanked
Ms. Hyatt for putting the Recreation Advisory Commission on the
agenda. He said that if there was to be a Commission, it was not to
tell the Recreation Department how to do their job but for members to
offer resources and donate their time to a cause with a mixture of
sports, health, and events.
Ms. April Gift, 1963 Palmetto Isle Drive, Mount Pleasant said she
works for the United States Tennis Association and her passion was
tennis. She said she wanted to reiterate what Mr. Rourke and Mr.
Iacofano in that she supports a Commission as it would be valuable to
have and hoped they approve it.
Mr. Kris Gholson, 2609 Ringstead Lane, Mount Pleasant said he
previously voiced support for the Recreation Advisory Commission and
glad it was on the agenda. He said it was a good way to provide
feedback and be an asset to help.
Ms. Meg Farrelly said she organizes a lot of events with juniors,
professional, and all levels of tennis. She said she believed in cross
over sports for children and that a Commission would be a chance for
those involved to give feedback.
4. Discussion and possible action on a Recreation Capital
Project Referendum
Mr. Gergick said they brought back the referendum as an agenda
item to discuss further. He shared Recreation Referendum
Considerations.
Ms. Hyatt said they need to prioritize and discuss the timing of the
referendum.
Mr. Santos said he was encouraged about trying to have more
fields for a lot of people playing sports. He said the Town needs to
have more recreation opportunities so multipurpose rectangular fields

would help a lot. He said they need to look at tennis as they could for
also pickleball on those courts.
Mr. Rambo said he was torn if the referendum should be done this
November or during the Town’s specific election year. He said that on
projects that Rifle Range Road Park was the largest and encompasses
everything on the list except for the water access. He said he would
like a referendum that focuses on Rifle Range Road. He said he
would like to put it on Council agenda for next week as a discussion
item.
Ms. Hyatt said she was going to suggest the same thing and felt
they need to determine the timing on it as well as their priorities.
5. Discussion and possible action on a Recreation Advisory
Commission
Mr. Santos said the Commission would guide the Recreation
Department and provide information. He said there are people who
want to work with the Town and help to raise money.
Mr. Rambo said he had questions about the logistics of how it
works. He asked if Council forms a commission or task force what the
differences would be.
Mr. David Pagliarini said staff needs to know what type of
committee. He said typically citizen committees are tasked to provide
recommendations as directed by the Committee and by Council
through staff. He said if it was a public committee which was subject
to Freedom of Information Act (FOIA), they must provide public notice.
He said they need to know how many citizens would be on the
committee and how they are appointed. He said for example, our
ordinances provide that the mayor has the authority to staff
committees; however, if Council wished they could place a mechanism
as to how citizens are appointed to the committee whether by a Council
Member or Council as a whole. He said in the past each member had
been appointed by a Council Member. He said they need to know the
number and the term with a sunset provision.
Mr. Rambo asked if it could be written in a way where this
Committee reviews the applicants and appoints them.

Mr. Pagliarini said it was appropriate and Council would vote on
the items that he mentioned in creation of such a committee or task
force and that responsibility can be delegated to Committee.
Mr. Santos asked if they could pick their own board and meet with
the Health, Recreation & Events Committee. He asked if they could
design it where they do not have to go through staff and they would be
advisory to the Committee.
Mr. Pagliarini said that depends on the purpose. He said if the
task force or subcommittee was sponsored by the Town of Mount
Pleasant to provide recommendations, it was therefore a public body,
not elected but appointed and subject to the rules of the Freedom of
Information Act which the Town would need to monitor. He said if it
was a function of a group of citizens creating their own organization to
provide requests, that is no different than any group bringing a petition
or a set of comments to a committee or Town Council. He said they
would not need to do anything in that capacity. He said his
understanding of the request was that it was a more formal request to
provide specific answers to issues as requested by Council or
Committee.
Ms. Hyatt said she was wondering if they could task the
Recreation Director with helping to establish this and it would be
something that the Recreation Department works with. She said they
want their participation and curious if there was a less formal way. She
said with commission’s there was FOIA and public meetings and asked
if there was a way to have a task force that works within the Recreation
Department and helps with recommendations.
Mr. Pagliarini said the must meet FOIA requirements and requests
so everything must be documented and that is the line of demarcation
to where it is a group of citizens acting on their own providing requests
or advice verses a formally appointed group. He said if it was formal,
it needs to be established and manned by our staff. He said if it was
not then he did not believe there was any action that Council needs to
take. He said it was not appropriate that Council take any action to
form a group as that is when the FOIA requirements begin. He said it
must be one or the other and if it was an informal group there was no
action that Council needs to take.

Mr. Santos said since those interested were present, he asked
their opinion on the two options.
Mr. Rourke said that looking at the options, if they are a recognized
commission by Council that gives the ability to have formal meetings
and be able to take on tasks that are facilitated by the Committee or by
Council. He said they could take action. He said they hoped to have
members of Council voting on all of members and not each member of
Council appointing someone. He said one of the goals was to have a
12-member Commission with specific people appointed for different
types of activities. He said they would provide resumes and have
Council vote on those commissioners. He said the reason for 12
members was so they could get feedback from everyone and have an
equal playing field to not have one sport or group overtake things. He
said they need to be able to work with Recreation Department and want
to be formally recognized by Council and by the Committee.
Ms. Hyatt said there was a lot of details they need to figure out
such as a goal and timeline. She said the Recreation Department
covers more than sports and they need to cover all aspects. She said
she was hoping this was something they could direct the Director to
organize.
Mr. Rambo said if the Committee directs Mr. Gergick to put
together a group, then they are going to have FOIA, and it would be
public meetings. He said they could have a commission, give it a
timeline with a set number of members and for the Health, Recreation
& Events Committee meet and review applications and select
members.
Committee discussed that full Council would need to vote on
forming it. They discussed it would take an act of Council to form the
commission and once it is formed and approved, then the Committee
would review, choose members, and manage those seats.
Mr. Santos made a motion to approve a Recreation Advisory
Commission appointed by Town Council with the responsibility of the
Committee and the Recreation Department to oversee.
Mr. Rambo said it would be for members to be appointed by the
Committee.
Mr. Santos amended the motion to include it would be for
members to be appointed by the Committee.

Mr. Rambo seconded the motion. He asked if there needed to be
timeline from the Committee.
Mr. Pagliarini recommended that there absolutely be a duration.
Mr. Rambo asked if this would take two readings of Council.
Mr. Pagliarini answered in the negative.
Mr. Rambo amended the motion to a 24-month time frame with
12 members on the commission or task force.
Mr. Santos seconded the motion. He asked if they wanted 12 or
have an odd number for a vote tie.
Mr. Rambo asked if they would vote.
Mr. Pagliarini said they would vote for a recommendation, but
actual action cannot be taken from a legal standpoint.
Ms. Hyatt said the timeline needs to be assigned with what the
goal was. She said they could task them with helping get the
referendum put together. She asked if the motion was going to be the
timeline or let full Council discuss it.
The Committee discussed the duration of 24 months.
All were in favor.
6. Program/projects update
Mr. Gergick gave program/projects update and highlighted several
events that had taken place and were upcoming.
The Committee and staff discussed Waterfront Park and the 9/11
Memorial.
7. Adjourn
There being no further business, the meeting adjourned at 10:54 a.m.
