1. Call to order
Ms. Hyatt called the meeting to order at 10:01 a.m.
2. Approval of Minutes from the May 2, 2022 meeting
Mr. Rambo made a motion to approve the minutes of the May 2, 2022
meeting. Mr. Santos seconded the motion. All were in favor.
3. Public Comment
Mr. Howard Chapman, 824 Natchez Circle, Mount Pleasant said that
former Council Member Ms. Thomasena Stokes-Marshall would like to
be a part of the Recreation Advisory Committee.
Ms. Brenda Corley, 568 Woodspring Road, Mount Pleasant, said that
on the agenda item for the Capital Project Referendum she wanted to
remind Council to include green space on the referendum.
Mr. Kevin Cunnane, 3032 River Vista Way, Mount Pleasant said there
are multiple parks on the south side of Town but not on the north side
of Town and there were no facilities for the residents on Highway 41.
He asked that the proposed referendum include recreation facilities for
those that live in north Mount Pleasant.
4. Review and recommendations regarding applicants for
Recreation Advisory Commission
Mr. Rambo suggested changing the seats of the Commission from
Youth Sports to Rectangular Fields (football/soccer/lacrosse/rugby),

Adult Sports to Diamond Sports (baseball/softball), and Youth Program
and Camps to Inside Courts (basketball/volleyball).
Mr. Gergick said he had given the Committee a draft of some
guidelines for the Commission showing the 12 different areas to be
represented. He said he was asking for any changes that needed to
be made to it.
The Committee and staff discussed the application and allowing the
Commission, after they elect a chairman and vice chair, to decide the
meeting date and time. They also discussed the number of members
and quorum protocol.
Mr. DeMoura said that Council had approved the creation of the
Commission and that the Committee could set the parameters.
Staff and the Committee agreed to proceed with the application
process and to state the purpose and responsibilities of the
Commission on the application.
5. Discussion and possible action on a Recreation Capital Project
Referendum
Ms. Tammy Harness, Deputy Chief Financial Officer, reviewed the
General Obligation Borrowing with the issuance of $50,000,000 for 15
years at a 2.5 percent interest rate. She said that 1 mill equals $1.1
million in revenue with $4 mill debt service payment and $4.4 mill in
revenue which leaves $400,000 for operational expenses. She said
the impact of 4 mills on a tax bill for $500,000 home would be a
difference of $80.
Ms. Hyatt asked if Rifle Range Road was the main project listed on the
referendum could they use funds on other projects that may fall short.
Mr. DeMoura said they must follow what it is on the referendum. He
said they would put the smaller projects into one statement.
Mr. Rambo made a motion to send to Full Council a 15 year, 4 mill
referendum for the November 2022 ballot with a tax increase to cover
Rifle Range Road, Park West Pool renovation, Mount Pleasant Way
as well as green space/land preservation. Mr. Santos seconded the
motion. All were in favor.
6. Review and possible action with regard to recommendation for
acceptance of recreation grant

Mr. James Aton, Operations Division Chief, said the Town had been
awarded the 2022 Recreation Trails Program Grant for the Hamlin Trail
from the South Carolina Recreational Trails Program. He said there
was a match of 20 percent.
Mr. Rambo made a motion to accept the 2022 Recreation Trails
Program Grant for the Hamlin Trail. Mr. Santos seconded the motion.
All were in favor.
7. Review and possible action with regard to recommendation for
acceptance of recreation contribution
Mr. Gergick said the Mount Pleasant Academy Parent Teachers
Association had offered to donate $12,000 to the Town in support of
resurfacing the sports court adjacent to the school at the Duffy
Baseball Complex.
Mr. Santos made a motion to accept the donation from the Mount
Pleasant Academy Parent Teacher Association. Mr. Rambo seconded
the motion. All were in favor.
8. Program/projects update
Mr. Gergick briefed the Committee on the participation numbers in the
athletic programs along with upcoming events.
The Committee and staff discussed the Waterfront Park project and
Carolina Park. They also discussed the First Responder’s Memorial
and Flag Day on June 14.
9. Adjourn
There being no further business, the meeting adjourned at 10:33 a.m.
