TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HEALTH, RECREATION & EVENTS COMMITTEE Tuesday, July 5, 2022 9:15 a.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Members Present: Laura Hyatt, Chair; Jake Rambo, Gary Santos Staff Present: Eric DeMoura, Steve Gergick 1. Call to order Ms. Hyatt called the meeting to order at 9:15 a.m. 2. Approval of Minutes from the June 6, 2022 meeting Mr. Santos made a motion to approve the minutes of the June 6, 2022 meeting. Mr. Rambo seconded the motion. All were in favor. 3. Public Comments Mr. Howard Chapman said he wanted to encourage the Committee to include the Senior Center North on the referendum as it was needed. He said it was a project that was in the five-year fiscal plan. 4. Discussion and possible action on a Recreation Capital Project Referendum Mr. Rambo said he had asked Mr. Gergick about two projects that were brought up at Council. He said they were a second Senior Center and expansion of the Tennis Complex. Mr. Gergick reviewed the Recreation Referendum Considerations on the Tennis Mugsy Kerr Tennis Complex and the Thomasena Stokes-Marshall Senior Services Center. He shared the program’s utilization and the operational revenue and expenses for each. Committee and staff discussed additional salaries and staff for the six-court expansion at the Tennis Center. They also discussed concern about a second Senior Center in the north end of town and Health, Recreation & Events July 5, 2022 Page 2 of 3 how much revenue would be taken away from the current center and concern for staffing requirements. Mr. Santos asked if they could have pickleball with the Mugsy Kerr Tennis Center new addition. Mr. Gergick said with the expansion of United States Tennis Association (USTA) courts, pickleball could not be on the courts where they have league play. He said that would need to be separate. He said they would build dedicated pickleball courts at Rifle Range Road. Mr. Santos said it was an established facility and would be nice to have pickleball as well. Ms. Hyatt said she felt the Tennis Center would be a better investment for the Town at this time. Mr. Rambo made a motion to make the recommendation to Council, on second reading, to add the Tennis Center expansion as a listed item to the referendum. Mr. Santos seconded the motion. All were in favor. Mr. DeMoura asked if they were correspondingly expanding the debt number. He said they were adding projects that were exceeding the $50 million debt. He said at the staff level they could run the financial models for a number greater than $50 million to present to Council. Mr. Rambo said he still viewed it as under $50 million. Mr. DeMoura said this could be decided at Council. He said that either a number applies to open space and green space and that number will determine the grand total if an item remains. He said they will present different scenarios at the meeting. 5. Executive Session - Review and selection of applicants for Town of Mount Pleasant Recreation Advisory Commission Mr. Rambo made a motion to go into executive session. Mr. Santos seconded the motion. 6. Post Executive Session Committee may take action on any item, including any subsection of any section, listed on an executive session agenda or Health, Recreation & Events July 5, 2022 Page 3 of 3 discussed in an executive session during a properly noticed meeting. All were in favor. The Committee adjourned to Executive Session at 9:27 a.m. Ms. Hyatt reconvened the meeting at 9:51 a.m. She said that no votes or action was taken. Mr. Santos made a motion to move the date back to July 22 so they could receive a few more applications and then could choose members for the Commission. Mr. Rambo seconded the motion. All were in favor. 7. Program/projects update Mr. Gergick gave a program and projects update. He said the Farmers Market would be held that afternoon. He said the Sweetgrass Festival would be on July 23 at Waterfront Park. Mr. Gergick said they have a conceptual plan for a 9/11 Memorial. He said that Councilman Santos secured a 13-inch x 13-inch piece of the World Trade Center that they are going to display at Waterfront Park. He said they estimate approximately $45,000 for the project and said donations had been received. 8.
