1. Call to order
The meeting was called to order at 11:37 a.m.
2. Approval of Minutes from the October 2, 2023 meeting
Mr. Rambo motioned to approve. Mr. Santos seconded the motion.
All in favor, the motion was approved.
3. Public Comments
Carol Hallman of 2352 Parsonage Woods Lane spoke regarding
an update on the “state of the arts” in Mount Pleasant and told the
Committee that as a representative of the Mount Pleasant
Community Arts Center Committee, she wants to assist however she
can.
Marie-Louise Moreto of 1133 Liberty Court represented the
Mount Pleasant Community Arts Center Committee and sought to
clarify the purpose and function of the proposed Community Arts
Center.
John Iacofano of 388 Overseer Place stated his hope that the
Town Council will move forward with the Culture, Arts & Pride
Commission’s plan as presented and asked for definitive direction
from Council in the form of an RFP.
Keely Enright presented the Committee with the history of Village
Playhouse, a former arts venue in Mount Pleasant, and outlined the
positive impact it had on the Town. Ms. Enright believes the proposed
Community Arts Center would have a similar positive impact on the
Town.
Perry Rourk thanked the CAP Commission and the Committee
for their pursuit of the proposed Community Arts Center.
4. Continued discussion and possible action regarding the
implementation of the Culture, Arts & Pride Commission’s
recommendation for a Town Community Arts Center
Mr. Gergick reviewed the CAP Commission’s recommendations
to Council for a Community Arts Center. Mr. Gergick stated that the
timeline for the RFP process would be roughly 90 days.
Ms. Hyatt questioned the order of next steps and asked whether
finding a location or the RFP should come first. Discussion followed.
Mr. Rambo made a motion to send this to the full Council for
discussion. Mr. Santos seconded the motion.
Bren Romano-Monteiro and Kathryn Whitaker of the CAP
Commission clarified that their recommendation is to find a partner
through the RFP process first and then find a location. It may be
possible to work on these items concurrently.
Mr. Gergick noted the importance of adopting a mission
statement as a guide.
Ms. Hyatt suggested adding the idea of a mission statement to
the motion for Council, and Mr. Rambo stated that the CAP
recommendations encompass the mission statement. All in favor of
the motion to send to Council.
5. Program/projects update
Mr. Gergick provided an update on sports programs.
Mr. Gergick provided an update on recent and upcoming events,
including the Children’s Day Festival, Trunk or Treat, the Old Village
5k, and the Holiday Market and Christmas Parade.
Mr. Gergick provided an update on the Tennis Center expansion
and noted that an RFQ for design is expected to go out this month.
Mr. Gergick stated that the final walk through at Carolina Park is
scheduled for next Tuesday, November 14.
Mr. Gergick noted that bids for special inspection at Park West
Pool are due on November 14. Construction is expected to begin the
first week of December.
Mr. Gergick noted that Waterfront Park is still scheduled to open
in July 2024.
Mr. Gergick stated that the Recreation Department has been
approved for the Silver Sneakers and Prime Program at the Senior
Center. Mr. Gergick explained the program and its benefits.
Mr. Rambo asked for clarification on the opening of the fields at
Carolina Park. Mr. Gergick replied that there are a few things to be
corrected, and then the fields will be ready for use.
Mr. Santos stated that parking at Carolina Park during Trunk or
Treat was dangerous, and asked if there was an update on our
partnership with Oceanside Collegiate Academy and the Town’s
ability to use their parking facilities. Mr. DeMoura replied that the
quote to create a cut-through road was tremendous, but it is still
being considered.
Mr. Santos noted that the 9/11 Memorial is almost complete. Mr.
Gergick stated that once the plaque is received from the foundry, the
installation of the memorial can be completed.

Amend Carolina Park PD, Planned Development District
Ordinance and the Carolina Park Development Agreement.
Proposed is to create a new mixed-use district known as the
Town of Mount Pleasant Tract (TOMP Tract.) The TOMP
Tract District allows for uses that are in accordance with the
Town of Mount Pleasant Economic Strategic Plan and
Economic Development Zoning District, with certain
restrictions on uses as defined in the guidelines, in addition
to 30 Attainable Housing units. Planning Commission
recommended approval.
b. Market at Oakland Impact Assessment and Conceptual Plan.
Review of Impact Assessment and Conceptual Plan for a
commercial development exceeding 40,000 square feet,
proposed on a 6.0-acre parcel within the existing Market at
Oakland development. Subject parcel is located on the
corner of South Morgans Point and Porcher’s Bluff, further
identified by TMS# 600-00-00-055. Planning Commission
recommended approval.
