Present: Scott Hirshorn, Chair, Leigh Rowe, Louisa Montgomery
Absent: Ann Dovre, Heather Wilson.
Staff: Austin Rutherford, Joe Juan, Jane Yager-Baumrind
Mr. Hirshorn called the meeting to order at 5:04pm
I. Approval of Agenda
Ms. Montgomery moved for approval of the agenda. Ms. Rowe second the
motion. All in favor.
II. Approval of Minutes December 10, 2018
Ms. Rowe moved for approval of the Minutes. Ms. Montgomery second the
motion. All in favor.
III. Correspondence
No correspondence was received.
IV. General Public Comment
There being no public comment, Mr. Hirshorn continued with the agenda.
V. Consent Motion
Ms. Rowe moved for consent approval of the following items:
➢ 734 Pitt Street – Historic 5957 – (TMS 532-09-00-071) Applicant is seeking
Final Review for window and door replacement.

➢ 300 Center Street – (TMS 532-09-00-282) Applicant is seeking Final
Review for altering an existing back porch to create a sunroom and rear
stairs.
Ms. Montgomery second the motion.
There being no comment, Mr. Hirshorn called for a vote on the motion. All in favor.
VI. Business- STAFF REPORT
A. 616 Pitt Street – Historic 5947 – (TMS 532-05-00-043) Applicant is seeking
Final Review to replace the garage’s eight-foot wide doors with nine-foot
wide doors.
Mr. Rutherford reviewed staff comments with the Commission
(attachment 1).
Mr. Robert Smith, representative for applicant reviewed the request. He
stated that they would like to change out the existing doors for nine-foot
painted composite door with divided light windows at the top.
There being no comments, Mr. Hirshorn closed public comment.
Ms. Rowe asked about the door material. Mr. Smith stated the doors would
be a white composite door. Ms. Rowe expressed concern with the doors being
changed from wood to a composite.
Mr. Hirshorn stated that the original approval of the garage was conditioned
on having the wood doors. He suggested that the wood doors should remain.
Ms. Montgomery suggested that a wood door could be used and allowed to
be painted white. Ms. Rowe suggested that painting the door would change
the look of the door.
Mr. Rutherford stated that the Commission cannot stipulate a particular paint
color; the paint color must only meet the guidelines of being a historic paint
color.
Mr. Hirshorn suggested that a nine-foot wooden door might be a solution.

Ms. Rowe moved for approval of the request to change the door size to
nine feet, with denial of the request for changing the door to a composite
material; the doors should remain natural wood as originally approved. Ms.
Montgomery seconds the motion. All in favor.
VII. Staff Approvals
Mr. Rutherford reviewed staff approval with the Commission as follows:
➢ 310 Rivers Street – Survey 6209 - (TMS 532-01-00-246) Roof replacement.
VIII. Re-Adoption of Bylaws
Ms. Montgomery moved for approval of the bylaws as presented. Ms. Rowe
seconded the motion. All in favor.
IX. Review and Vote of Design Guideline Modifications for Fences & Walls #5,
Sidewalks, Driveways & Streets #7, and Site Features #1 and the removal
of Sidewalks, Driveways & Streets #10.
Mr. Rutherford reviewed the proposed modifications with the Commission
(attachment 1).
Ms. Rowe moved for approval of the modifications as presented. Ms.
Montgomery seconded the motion. All in favor.
X. Election of Officers
Mr. Hirshorn asked if the Commission would rather defer election of officers to
the next meeting as new members could be appointed. Mr. Rutherford stated that
according to the bylaws, the election should take place at the first meeting of the
year.
The Commission voted by secret ballot to elect Mr. Hirshorn as chair and Ms. Wilson
as vice-chair.

Ms. Rowe stated that she has a question regarding demolition. Mr. Rutherford
suggested that since the item is not on the agenda, Ms. Rowe send an email to
request discussion at the next meeting.
There being no further business, the meeting was adjourned at 5:24pm.
