TOWN OF MOUNT PLEASANT, SOUTH CAROLINA OLD VILLAGE HISTORIC DISTRICT COMMISSION SEPTEMBER 9, 2019 MINUTES Green arrows are hyperlinks to the recording Attachment 1 - Staff Report Present: Leigh Rowe, Chair, Louisa Montgomery, John Hackenberg, Gene Gallogly. Staff: Austin Rutherford, Joe Juan, Jane Yager-Baumrind I. Approval of Agenda Ms. Montgomery moved to approve the agenda. Mr. Gallogly second the motion. All in favor. II. Approval of Minutes July 22, 2019 Special Meeting August 12, 2019 Ms. Montgomery moved to approve the July 22, 2019 and August 12, 2019. Mr. Hackenberg second the motion. All in favor. III. Correspondence Mr. Rutherford stated the Commission received all correspondence. IV. General Public Comment There being no comments, Ms. Rowe continued with the agenda. V. Consent Motions Ms. Rowe moved for consent approval of the following item: ➢ 101 Pitt Street – Historic 5934 – (TMS 532-01-00-079) Applicant is seeking Final Review for revisions to non-Historic additions. Ms. Montgomery second the motion. All in favor. Old Village Historic District Commission September 9, 2019 Page 2 of 4 VI. Appeal to the Commission of Specific Interpretations and Decisions of the Zoning Official Pursuant to Section 156.433(I)(1). (Item continued at the August 12, 2019 meeting) Mr. Gallogly moved to approve the continuance. Mr. Hackenberg second the motion. All in favor VII. Old Business A. 304 Morrison Street – Historic 6164/Survey 6164.01 – (TMS 532-01-00-054) Applicant is seeking Final review for a side setback encroachment for a HVAC system. (Item deferred at July 8, 2019 meeting, Continued at the August 12, 2019 meeting) – Old Correspondence, Video Correspondence, This item was withdrawn by the applicant VIII. New Business A. 916 Pitt Street – Survey 6284/6284.01 – (TMS 532-13-00-056) Applicant is seeking Preliminary Comment for the demolition of an existing accessory structure and to replace it with a new accessory dwelling unit (ADU) and a pool. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Montgomery moved for preliminary approval with the exception of the location of the HVAC stand. Mr. Gallogly second the motion. All in favor. B. 975 Pitt Street – Survey 5889 – (TMS 532-13-00-033) Applicant is seeking Final Review to perform a demolition of the existing single-family home. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Montgomery moved to approve demolition of 975 Pitt Street, due to the fact that the property cannot be rehabilitated and brought into FEMA compliance without extensive expense. Mr. Gallogly second the motion. All in favor. Old Village Historic District Commission September 9, 2019 Page 3 of 4 C. 128 Chicco Lane – (TMS 532-05-00-032) Applicant is seeking Final Review for a new single-family home. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Joann Cook, 631 Pitt Street, expressed opposition with the proposed front setbacks for the home. She suggested that the home should be more in line with the streetscape. Ms. Bess Lee, owner, stated that she has worked with staff in order to preserve the trees on the lot. She stated that because of the trees on the lot, the front setback was the only place where some deviations could be considered. Ms. Rowe moved to deny the application as presented due to the setback encroachments. Mr. Hackenberg second the motion. Motion passed on a 3 to 1 vote with Ms. Rowe, Mr. Gallogly and Mr. Hackenberg in favor; Ms. Montgomery opposed. D. 728 Pitt Street – Historic 5956 – (TMS 532-09-00-072) Applicant is seeking Final Review for After-the-Fact revisions to a Historic single-family home. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Mr. Hackenberg moved for approval the after-the-fact changes as presented. Ms. Montgomery second the motion. All in favor. E. 101 Pitt Street – Historic 5934 – (TMS 532-01-00-079) Applicant is seeking Final Review for revisions to non-Historic additions. This item was approved through a consent motion. Old Village Historic District Commission September 9, 2019 Page 4 of 4 F. 440 Whilden Street – Historic 6176/6176.01/Survey 6176.02 – (TMS 532- 00-120, 532-01-00-279) Applicant is seeking Final Review for revisions to the church grounds and retaining a portion of church addition previously approved for demolition. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Rowe moved to approve the application as submitted with the eight- foot fence since it is for safety issue and not a residential site. Ms. Montgomery second the motion. All in favor. The Commission convened for a short break at 6:38 pm and reconvened at 6:43 pm. G. 753 Pitt Street – Historic 5902 – (TMS 532-09-00-046) Applicant is seeking Final Review for new windows to a Historic home. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Montgomery moved to approve the proposed window replacement and deviation from the guidelines as the replacement. Mr. Gallogly second the motion. All in favor. H. 716 Pitt Street – Survey 5953 – (TMS 532-09-00-073) Applicant is seeking Preliminary Comment for the demolition and replacement of a single- family home with a detached garage and pool. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Louisa Montgomery moved to approve the preliminary application as presented. Mr. Gallogly second the motion.
