TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION DECEMBER 9, 2019 MINUTES Attachment 1 - STAFF REPORT Present: Louisa Montgomery, Vice-chair, John Hackenberg, Gene Gallogly Absent: Leigh Rowe Staff: Austin Rutherford, Kate Dolan, David Pagliarini, Joe Juan, Jane Yager- Baumrind Ms. Montgomery called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Gallogly moved for approval of the agenda. Mr. Hackenberg seconded the motion. All in favor. II. Approval of Minutes November 11, 2019 Mr. Hackenberg moved for approval the minutes. Mr. Gallogly seconded the motion. All in favor. III. Correspondence Mr. Rutherford stated the Commission has received all correspondence. Mr. Rutherford noted that an updated submittal checklist will become effective February 2020. IV. Public Comment There being no public comment, Ms. Montgomery continued with the agenda V. Consent Motions Ms. Montgomery moved for consent approval of the follow items: Historic District Preservation Commission December 9, 2019 Page 2 of 5 ➢ 131 Middle Street – Survey 6024 (TMS 532-09-00-005) Applicant is seeking Final Review for the repairs to the columns on the street-side of Alhambra Hall. ➢ 322 Middle Street – Survey 6007 -(TMS 532-13-00-016) Applicant is seeking Final Review for front porch revisions. ➢ 734 Pitt Street – Historic 5957 - (TMS 532-09-00-071) Applicant is seeking Final Review for fence revisions and a new whirlpool. Mr. Gallogly seconded the motion. All in favor. VI. Appeal to the Commission of Specific Interpretations and Decisions of the Zoning Official Pursuant to Section 156.433(I)(1). (Item continued at the August 12, 2019, September 9, 2019, October 14, 2019 , and November 11, 2019 meetings) – REQUEST FOR CONTINUANCE David Pagliarini, Corporate Counsel, reviewed the appeal process with the Commission. Mr. Christopher Colman, 118 Pitt Street, reviewed the request with the Commission. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Montgomery moved to convene into executive session for legal advice. Mr. Gallogly seconded the motion. All in favor. The Commission convened into executive session at 5:30 pm and reconvened at 5:37 pm. No decisions were made while in executive session. Ms. Montgomery moved to deny the appeal and uphold the decision of the Zoning Official based on the findings that the decision is supported by Town ordinances and an onsite inspection. Mr. Gallogly seconded the motion. All in favor. VII. Business A. 131 Middle Street – Survey 6024 – (TMS 532-09-00-005) Applicant is seeking Final Review for the repairs to the columns on the street-side of Alhambra Hall. Historic District Preservation Commission December 9, 2019 Page 3 of 5 B. 322 Middle Street – Survey 6007 – (TMS 532-13-00-016) Applicant is seeking Final Review for front porch revisions. The Commission approved these items through a consent motion. C. 128 Chicco Lane – (TMS 532-05-00-032) Applicant is seeking Final Review for a new home. Ms. Dolan reviewed staff comments with the Commission (attachment 1). Ms. Heather Wilson, representative for the homeowner, reviewed the application with the Commission. Ms. Joann Cook, 631 Pitt St, expressed concern that property owner is asking for special consideration regarding floor height in a flood zone and suggested that the request should not be approved. Ms. Kate Campbell, Beau Clowney Architects, suggested that the rule was established to keep the homes lower in height, preserve the streetscape, and to prevent homes being artificially built higher than adjacent homes in order to have a better view of the harbor. Ms. Linda Balzac suggested that the request should be granted in order to better waterproof the floor system. Mr. Gallogly moved for approval the request including the allowance of the base floor to be at flood plus two, the two feet of fill and an as-built survey is completed to ensure that the construction does not exceed the 40% impervious lot coverage. Ms. Montgomery seconded the motion. All in favor. D. 237 Middle Street – (TMS 532-09-00-022) Applicant is seeking Final Review for a pool and a new bulkhead. Ms. Dolan reviewed staff comments with the Commission (attachment 1). Mr. Chris Brooker, owner, reviewed the application with the Commission. Historic District Preservation Commission December 9, 2019 Page 4 of 5 Ms. Linda Balzac, architect for the Calhoun’s at 106 Center, wanted to confirm that the fill for 237 Middle Street would not affect 106 Center and asked to have the pool at 237 Middle moved an additional eight away from the property line a total of fourteen feet. Ms. Ann Calhoun, 106 Center Street, expressed concern with the impact the construction might have on the historic oak tree. Ms. Montgomery moved for approval with staff recommendations of the additional fill and bulkhead to be level with the neighbor’s yard, the pool to be moved two additional feet from property line with the condition that it does not interfere with the historic tree protection zone. Mr. Gallogly seconded the motion. All in favor. E. 107 Carr Street – (TMS 532-05-00-051) Applicant is seeking Final Review for after-the-fact revisions resulting from a staff site inspection. Correspondence Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Kate Campbell, Beau Clowney Architects, reviewed the request with the Commission. Mr. Wes Whittle, Eastec Property, reviewed flood plus one guideline and the impact it is having on the construction of this home and the required materials. Mr. Matt O’Neil, owner, thanked the Commission for their time and stated that they have been working with staff to build the best possible home for the neighborhood. Ms. Montgomery moved for approval of the alterations as presented. Mr. Gallogly seconded the motion. All in favor. F. 734 Pitt Street – Historic 5957 – (TMS 532-09-00-071) Applicant is seeking Final Review for fence revisions and a new whirlpool. The Commission approved this item through a consent motion.
