Present: John Hackenberg, Robert Crosland, Gene Gallogly, Corey Barber.

Mr. Hackenberg called the meeting to order at 5:01 pm.
I. Approval of Agenda
Mr. Crosland moved to approve the agenda. Mr. Gallogly seconded the motion.
All in favor.
II. Approval of Minutes
The Commission deferred approval of February minutes.
III. Correspondence
Mr. Rutherford reviewed the correspondence with the Commission.
a. Vested Rights extension for 108 Carr Street pool and pool house. – Staff
Update – 108 Carr Street COA
Mr. Crosland moved for approval of the vested rights extension for 108 Carr
Street. Mr. Gallogaly seconded the motioned. All in favor.
IV. General Public Comment
There being no comments, Mr. Hackenberg continued with the agenda.
V. Consent Motions
Mr. Gallogly moved to consent the following items:
➢ 114 Pitt Street – Historic 5938 – (TMS 532-01-00-087) Applicant is seeking
after-the-fact approval Final Review for a rear patio.

➢ 127 Chicco Lane – (TMS 532-05-00-036) Applicant is seeking Final Review
for revisions to a previously approved dock.
Mr. Crosland seconded the motion. All in favor.
VI. Business
a. 903 Royall Avenue – Survey 6289 – (TMS 532-13-00-061) Applicant is
seeking after-the fact Final Review for site improvements.
Mr. Rutherford reviewed staff comments with the Commission
(attachment 1).
Mr. Daniel Pilsworth, homeowner, reviewed the application with the
Commission.
Mr. Ving James, 908 Royall Avenue, shared with the Commission the erosion
issues and in support of the applicant.
Mr. Crosland moved for the applicant to work with staff to find an
acceptable solution to rectify the issue. Mr. Hackenberg seconded the motion.
All in favor.
b. 312 Venning Street – Historic 6184/6184.01/Survey 6184.02 – (TMS 532-
01-00-109) Applicant is seeking Final Review for a pool replacement and
additions to accessory structure.
Mr. Rutherford reviewed staff comments with the Commission
(attachment 1).
Mr. Matt Hammnet, 312 Royal, reviewed the application with the Commission.
Mr. Gallogly moved for approval of the request as it follows the design
guidelines with the condition that the applicant works with staff on materials
etc. Robert Crosland seconded the motion. All in favor.
c. 114 Pitt Street – Historic 5938 – (TMS 532-01-00-087) Applicant is
seeking after-the-fact approval Final Review for a rear patio.
d. 127 Chicco Lane – (TMS 532-05-00-036) Applicant is seeking Final
Review for revisions to a previously approved dock.

These items were approved through a consent motion.
e. 975 Pitt Street – Survey 5889 – (TMS 532-13-00-033) Applicant is seeking
Preliminary Comment for new construction.
Mr. Rutherford reviewed staff comments with the Commission
(attachment 1).
Ms. Nicole Vieth, architect, reviewed the application with the Commission.
Ms. Linda Balzac, 422 Hobcaw Drive, discussed the guidelines are in place to
keep consistency within the historic district, but suggested that because of the
proximity of the home, approval should be considered.
There being no more comments, Mr. Hackenberg continued with the agenda.
f. 957 Pitt Street – Survey 5891/5891.01 – (TMS 532-13-00-031) Applicant
is seeking Preliminary Comment for demolition and new construction.
Ms. Dolan reviewed staff comments with the Commission (Attachment 1).
Mr. Phil Clark, Clark Design Group, reviewed the application with the
Commission.
Mr. Crosland moved for approval of the demolition in accordance with
items b and d of the demolition guidelines. Mr. Gallogly seconded the motion.
All in favor.
g. 234 Middle Street – Survey 6011 – (TMS 532-09-00-025) Applicant is
seeking Preliminary Comment for demolition and new construction of a
home and accessory garage.
Mr. Rutherford reviewed staff comments with the Commission
(attachment 1).
Ms. Linda Balzac, 442 Hobcaw, reviewed the application with the Commission.

Mr. Lowell Gross, 833 Pitt St, expressed concern with stormwater
management as the proposed location is the lowest point of the lot. He asked
that there be a comprehensive plan to address drainage. He also expressed
concern with the proximity of the pool to the property line and asked that it
be moved farther from the property line.
Mr. Crosland moved for approval of the demolition based on items A and
D of demolition guidelines. Mr. Gallogly seconded the motion. All in favor.
h. 968 Pitt Street – Survey 5977 – (TMS 532-13-00-035) Applicant is seeking
Final Review for site improvements.
Mr. Rutherford reviewed staff comments with the Commission
(attachment 1).
Mr. Evan Stevens, architect, reviewed the application for site improvements
and addressing drainage.
Mr. Crosland moved to approve the fence with either design type,
horizontal or vertical and approve rest of design as proposed, Mr. Barber
seconded the motion. All in favor.
VII. Staff Approvals – None
a. Continued discussion and possible adoption on paint color in the Old
Village Historic District.- PROPOSED GUIDELINES
Mr. Rutherford reviewed with the Commission items that were discussed
at last month’s meeting.
Ms. Carol Tinkey, 208 Venning Street, shared her concerns with the
Commission on paint choice colors, as well as concern over the use of certain
colors on the home.
Mr. Walt Gross, 338 Pitt Street, asked if stain can be used in place of paint.
Ms. Linda Balzac, 442 Hobcaw, suggested that certain opaque stains should be
considered.

The Commission discussed how the paint colors are enforced.
The Commission agreed to defer this issue to the next meeting.
VIII. Discussion on membership for seats on the HDPC.
Mr. Rutherford reviewed a request from a Council member to consider changes
to the qualifications for the member seats by designating that two seats would be
at-large and not required to live within the historic district.
Ms. Carol Tinkey, 208 Venning Street, suggested that designated alternates should
be considered. The alternate would only be required to attend in the event there
is an issue regarding meeting quorum requirements or if a seat became vacant. She
stated that she is not in favor of having at-large seats for the Commission.
The Commission agreed to not move forward with at-large seats.
IX. Commission training
Ms. Julia Copeland, Town Attorney, addressed the Commission on the logistics
as public members of this public body.
There being no further business, the meeting adjourned at 7:30pm.
