Staff: Kate Miller, Joe Juan, Lynnette Lynes Ms. Miller called the meeting to order at 5:0 4 pm. Ms. Miller reviewed the procedure with the public and stated that a temporary chair should be appointed. Mr. Gallogly moved for Ms. Montgomery as temporary chair. Mr. Crosland seconded the motion. All in favor. I. Approval of Agenda Mr. Gallogly moved for approval of the agenda. Mr. Crosland seconded the motion. All in favor. II. Approval of Minutes December 14, 2020 Mr. Crosland moved for approval of the minutes. Mr. Gallogly seconded the motion. All in favor. III. Correspondence Ms. Miller stated that all correspondence was distributed to the Commission and linked to the agenda. IV. General Public Comment Ms. Joanna Keegan, 206 Live Oak Drive, expressed concern with the addition of a fence at 204 Live Oak Drive. She suggested that the new fence is not warranted as the existing fence coordinates with the other fencing and is in character with the neighborhood. She asked that any fencing should be sensitive to protected trees  Historic District Preservation Commission January 11, 2021 Page 2 of 4 on the lot so these historic trees are not damaged. She suggested that the proposed fencing would potentially damage the historic trees on the lot and in the vicinity. Mr. Mark Keegan, 206 Live Oak Drive, agreed with Ms. Keegan that the current fence is in good condition. He suggested that the proposed fence is a wire fence and that during installation of the fence it would damage mature landscaping and protected trees. Mr. Chris Colman, 118 Pitt St, expressed concern with the approval of a dock permit for 101 Mary Street. He stated that he is opposed to the dock and is in the process of appealing this permit with OCRM. He asked that the Town rescind approval of the encroachment permit. He asked that the Commission support opposition to the construction of the dock. V. Consent Motions There being no consent motions, Ms. Montgomery continued with the agenda. VI. Business A. 237 Middle Street – Survey 6045/Non-Historic– (TMS # 532-09-00-022) Applicant is seeking Final Review for addition/alteration to previously approved plans. Ms. Miller reviewed staff comments with the Commission. Ms. James Selvitelli, architect, reviewed the request with the Commission. Ms. Sharon Shell, 241 Middle Street, expressed concern with the proposed 6 foot fence and suggested that it is not in keeping with the HDPC guidelines. She asked that the fence not be 6 foot tall. She also expressed concern with the variance for the accessory structure. Mr. Selvetelli stated that the variance for the accessory structure and the height of the fence was previously approved and is not being changed with this submittal. There being no further comment, Ms. Montgomery closed public comment.  Historic District Preservation Commission January 11, 2021 Page 3 of 4 Ms. Montgomery moved for approval with the condition that the previously approved fencing is verified by staff to meet the previous motion. Mr. Crosland seconded the motion. All in favor. VII. Staff Approvals Ms. Miller reviewed staff approvals as follows: A. 304 Morrison Street – Survey 6162.00/ Historic – (TMS # 532-01-00-054) Screen mechanical equipment in rear of house. B. 204 Live Oak Drive – Survey 6234.00/ Historic – (TMS # 517-15-00-029) Fence. VIII. Continue discussion regarding a Viewing Site and/or Historic Site near the Hibben Street Ferry. Letter, History Sheet, Correspondence Ms. Miller updated the Commission on any grant opportunities. She suggested that this project should be forwarded to the Historical Commission as a proposed project. The Commission agreed to forward the information to the Historical Commission for consideration. Mr. Colman thanked the Commission for consideration of this project. IX. Review, discuss and adopt amended Design Guidelines for Exterior Paint Colors Ms. Miller reviewed the proposed paint colors with the Commission. Mr. Colman thanked the Commission for this effort. He suggested that most of the colors on the historic paint listing are more appropriate for the Charleston historic district and not Mount Pleasant. He suggested that the paint color should be more reviewed on an individual basis. Ms. Montgomery moved for approval of the paint colors as presented. Mr. Gallogly seconded the motion. All in favor.  Historic District Preservation Commission January 11, 2021 Page 4 of 4 X. Discussion on Historic District expansion Ms. Miller reviewed this with the Commission. She suggested that a more complete list be proposed for any additional properties that should be included. She stated that she would work with SHPO in determining which properties should be included and would bring back to the Commission for a recommendation. Mr. Colman suggested that there are properties that could be designated historic and should be considered for inclusion into the historic district so that they are preserved. The Commission agreed that this be deferred to identify additional properties for a more comprehensive list. XI. Adoption of 2021 Rules of Procedure (Bylaws) Mr. Gallogly moved for approval. Mr. Crosland seconded the motion. All in favor. XII. Election of 2021 Chair and Vice-Chair Mr. Crosland moved to defer this item to the March meeting. Ms. Montgomery seconded the motion. All in favor. XIII. Discussion of Items for Next Agenda The Commission agreed to discuss the following items at the next meeting: ➢ Update on CLG on historic district expansion ➢ Approval of materials for Porches and Stoops ➢ Signage design guidelines and ordinance There being no further business, the meeting adjourned at 6:42 pm.
