Present: Robert Crosland, Gene Gallogly, Louisa Montgomery.
Absent: Corey Barber.
Staff: Kathrine Miller, Joe Juan, Jane Yager-Baumrind
Ms. Miller called the meeting to order at 5:08 pm and stated that a chairman
would need to be elected.
Mr. Crosland moved for approval of Ms. Mongtomery as Chariman of the
meeting. Ms. Montgomery seconded the motion. All in favor.
I. Approval of Agenda
Ms. Montgomery moved for approval of the agenda. Mr. Gallogly seconded.
All in favor.
II. Approval of Minutes November 9, 2020 and November 17, 2020
Mr. Crosland moved to approve the minutes from November 19, 2020 and
November 17, 2020. Mr. Gallogly seconded the motion. All in favor.
III. Correspondence
Mr. Miller reviewed correspondence with the Commission.
IV. General Public Comment
There being no public comment, Ms. Montgomery continued with the agenda.
V. Consent Motions
Mr. Crosland moved for consent approval of the following items:

➢ 111 Hyer Street – Survey 6077.00 and 6077.01 - (TMS 532-09-00-059)
Applicant is seeking Final Review for a pool spa and fence.
➢ Royal Avenue and Edwards Park Drainage Basin– NO SURVEY –Applicant is
seeking Final Review for the Royall Avenue and Edwards Park Drainage
Improvement Projects.
➢ 235 Bennett Street – Survey/Historic 6136.00 – (TMS 532-01-00-013)
Applicant is seeking Final Review for alterations to home.
Mr. Gallogly seconded the motion. All in favor.
VI. Business - STAFF REPORT
a. 111 Hyer Street – Survey 6077.00 and 6077.01 - (TMS 532-09-00-059)
Applicant is seeking Final Review for a pool spa and fence.
b. Royal Avenue and Edwards Park Drainage Basin– NO SURVEY –Applicant
is seeking Final Review for the Royall Avenue and Edwards Park
Drainage Improvement Projects.
c. 235 Bennett Street – Survey/Historic 6136.00 – (TMS 532-01-00-013)
Applicant is seeking Final Review for alterations to home.
These items were approved by consent.
d. 957 Pitt Street – Survey 5891.00 and 5891.01 – (TMS 532-13-00-031)
Applicant is seeking Final Review for new structure, pool, and
demolition of the existing structure.
Ms. Miller reviewed the staff comments with the Commission (attachment
1).
Justin Ferrick and Kate Campbell, Beau Clowney Architects, reviewed the
application with the Commission.
There being no comments, Ms. Montgomery closed public comments.
Mr. Crosland moved for approval to grant a variance for a 17 foot height
first floor elevation with all existing designs and materials submitted with the
application and applicant will come back to the Board with hardscape design.
Mr. Gallogly seconded the motion. All in favor.

e. 218 Center Street – Survey 6049 – (TMS 532-09-00-088) Applicant is
seeking Final Review for alterations to home and new pool.
Ms. Miller reviewed staff comments with the Commission (attachment 1).
Ms. Amber Aument, architect, reviewed the request with the Commission.
Mr. Crosland moved for approval with compliance to the impervious
surface regulations for the driveway and the pool conforming to the required
six foot accessory structure setback. Ms. Montgomery seconded the motion.
All in favor.
VII. Staff Approvals
Ms. Miller reviewed staff approvals with the Commission as follows:
a. 105 Middle Street – Survey 6020 - (TMS 532-09-00-002) Fence alteration
from previously approved plan
b. 436 Church Street – Survey/Historic 6191 - (TMS 532-01-00-092) Replace
windows in kind, enclose 100 sf of deck on rear of property.
c. 135 Toomer Lane – No Survey (TMS 517-15-00-064) Redesign driveway.
d. 196 Bennett (Hibben) Street - Survey/Historic 6218 - (TMS 517-15-00-091)
Install brick walkway to/in right of way.
e. 133 Mary Street – Survey 6258 - (TMS 517-15-00-072) Changing hardscape
and extend fence.
VIII. Continue discussion regarding a Viewing Site and/or Historic Site near the
Hibben Street Ferry. Letter, History Sheet, Correspondence
Ms. Montgomery reviewed this item with the Commission.
The Commission agreed to continue discussion at the next meeting.
IX. Discussion regarding the Design Guidelines for Paint
The Commission discussed paint guidelines and if exterior colors approved for
use should be better specified.

The Commission suggested that the following colors should be considered for
approval as exterior colors:
➢ Charleston White ➢ Empire Green ➢ Oyster Shell
➢ Antique Pewter ➢ Smokehouse ➢ Pecan Shell
➢ Stucco Cream ➢ Quill ➢ Salt Marsh
Stone ➢ Aiken Ivory ➢ Tradd St Green
➢ Aunt Betty’s China ➢ Garden Fountain ➢ Elizabeth St Blue
➢ Confederate Flannel
The Commission agreed that the exterior paint colors would be approved at the next
meeting.
X. Discussion on Historic District expansion
Ms. Miller briefly reviewed this item with the Commission.
The Commission agreed to continue discussion at the next meeting with
recommendations for properties to be included in the historic district.
XI. Discussion of Items for Next Agenda
Mr. Crosland moved to discuss the following items at the next meeting:
➢ Continue discussion regarding a Viewing Site and/or Historic Site near the
Hibben Street Ferry
➢ Approval of exterior paint colors
➢ Expansion of the Historic District to include the AME Church
Ms. Montgomery seconded the motion. All in favor.
There being no further business, the meeting adjourned at 6:13pm.
