STAFF REPORT
Present: Louisa Montgomery, Chair, Gene Gallogly, Anne Shaw, Corey Barber,
Robert Crosland.
Staff: Kate Miller, Lynnette Lynes
Ms. Montgomery called the meeting to order at 5:04 pm.
1. Approval of Agenda
Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the
motion. All in favor.
2. Approval of Minutes March 8, 2021 Meeting
Mr. Crosland moved for approval of the minutes. Mr. Gallogly seconded the
motion. All in favor.
3. Correspondence
All correspondence was forwarded to the Commission and included on the agenda.
4. General Public Comment
There being no comments, Ms. Montgomery continued with the agenda.
5. Consent Motions
Mr. Crosland moved for consent approval for the following items:
➢ 223 Bennett Street – Survey 6139/Historic– (TMS 532-01-00-010) Applicant
is seeking Final Review for paint color change.
➢ 107 Middle Street – Survey 6021/Non-Historic– (TMS 532-09-00-003)
Applicant is seeking Final Review for replacement windows and new exterior
stairs.
➢ 100 Haddrell Street – Survey 6265/Non-Historic– (TMS# 517-15-00-043)
Applicant is seeking Final Review alteration to home.

Ms. Miller reviewed staff comments with the Commission.
Ms. Katie Duncan reviewed the request with the Commission.
Mr. Crosland moved for approval as presented. Mr. Gallogly seconded the
motion. All in favor.
F. 100 Haddrell Street – Survey 6265/Non-Historic– (TMS# 517-15-00-043)
Applicant is seeking Final Review alteration to home.
This item was approved by consent.
G. 926 Pitt Street – Survey 5973/Historic– (TMS# 532-13-00-051) Applicant is
seeking Final Review for relocation, addition/alteration and partial
demolition of home and new construction of accessory structure.
H. 924/928 Pitt Street – Survey 6266/Non-Historic– (TMS# 532-13-00-053)
Applicant is seeking Final Review for demolition and new construction of
home.
These items were approved for deferral as requested by the applicant.
I. 4 Williams Street – Survey 6029.00 and 6029.01/Non-Historic– (TMS# 532-
13-00-038) Applicant is seeking Final Review for demolition and new
construction of home.
Ms. Miller reviewed staff comments with the Commission.
Ms. Heather Wilson reviewed the request with the Commission.
Mr. Crosland moved for approval with the plan submitted at the meeting
with setbacks conforming. Ms. Shaw seconded the motion. All in favor.
The Commission convened for a short break at 6:32 pm and reconvened at 6:40
pm.

Commission.

Applicant is seeking Final Review for demolition and new construction of
home.
Ms. Miller reviewed staff comments with the Commission.
Ms. Wilson reviewed the request with the Commission.
Mr. Crosland moved for approval. Ms. Montgomery seconded the motion.

8. Discuss Design Guidelines and enforcement
Ms. Miller stated that the department has been restructured and would include
more emphasis on livability and enforcement. She suggested that as this aspect of
the division grows, enforcement will be discussed. She reviewed proposed changes
to the guidelines with the Commission.
9. Discussion of Items for Next Agenda
The Commission agreed that the following item should be on next month’s agenda:
➢ Options regarding Fencing and paint colors
