TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION MAY 10, 2021 MINUTES STAFF REPORT Present: Louisa Montgomery, Chair, Gene Gallogly, Corey Barber, Robert Crosland. Absent: Anne Shaw. Staff: Kate Miller, Joe Juan, Lynnette Lynes Ms. Montgomery called the meeting to order at 5:03 pm. 1. Approval of Agenda Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. 2. Approval of Minutes Mr. Crosland moved for approval of the minutes. Mr. Gallogly seconded the motion. All in favor. 3. Correspondence Ms. Miller stated that all correspondence was received and linked with the agenda. 4. Public Comment There being no comments, Ms. Montgomery continued with the agenda. 5. Consent Motion Mr. Gallogly moved for consent approval of the following item: ➢ 101 Middle Street – Survey 6019/Non-Historic– (TMS 532-09-00-001) Applicant is seeking Final Review for addition/alteration to home. Ms. Montgomery seconded the motion. Historic District Preservation Commission May 10, 2021 Page 2 of 6 Mr. Chris Colman, 118 Pitt Street, stated that the Middle Street right-of-way is a matter of concern and asked that this be considered and that the approval should be conditioned so that the non-conformity is addressed. Ms. Miller noted that the request does not include any changes to the right-of-way. Ms. Montgomery called for a vote on the motion. All in favor. 6. Business A. 11 Pierates Cruze – Survey 6071/Non-Historic– (TMS 532-09-00-017) Applicant is seeking Final Review for alteration/addition to home and new construction for two accessory structures Ms. Miller reviewed staff comments with the Commission. Ms. Balzac reviewed the request with the Commission. Warren Player, 10 Pierates Cruze, stated that he is opposed to the accessory 2-car garage and asked that it be denied. He suggested that as the guidelines state, accessory structures should not be located in the front yard. He suggested that the size is not in keeping with the neighborhood, and is not in keeping with the massing and height. Mr. John Utes, 4 Pierates Cruze, suggested that the request is not in keeping with the neighborhood. He suggested that the existing paint color is also not appropriate with the neighborhood. He suggested that a 2-car garage is not appropriate in the front yard. There being no further comments, Ms. Montgomery closed public comment. Mr. Crosland moved for denial of the two accessory buildings, with approval of the changes to the stoop, doors, and windows. Mr. Barber seconded the motion. All in favor. This item was approved by consent. C. 102 Mary Street – Survey 6255/Non-Historic – (TMS 517-15-00-066) Applicant is seeking Preliminary Comment for new construction for an accessory structure. Ms. Miller and Mr. Juan reviewed staff comment with the Commission. Ms. Heather Wilson, architect, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. The Commission provided comments for the applicant. D. 205 Queen Street – Survey 6099/Historic – (TMS 532-05-00-026) Applicant is seeking Final Review for addition/alteration to home. Ms. Miller reviewed staff comments with the Commission. Mr. Ben Danmeyer reviewed the request with the Commission. There being no public comment, Ms. Montgomery closed public comment. Mr. Crosland moved for approval. Mr. Gallogly seconded the motion. All in favor. E. 307 Morrison Street – Survey 4235/Historic – (TMS 532-01-00-047) Applicant is seeking Final Review for hardscaping. Ms. Miller reviewed staff comments with the Commission. Ms. Katie Duncan reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Gallogly seconded the motion. Motion passed on a 3 to 1 vote, with Mr. Gallogly, Ms. Montgomery, and Mr. Crosland in favor; Mr. Barber opposed. F. 319 Venning Street – Survey 6186/ Historic and Survey 6186.01/NonHistoric – (TMS 532-01-00-111) Applicant is seeking Preliminary Comment for additions/alterations to the home. Ms. Miller reviewed staff comments with the Commission. Ms. Patty Wilburn reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. The Commission provided comments. G. 926 Pitt Street – Survey 5973/Historic– (TMS# 532-13-00-051) Applicant is seeking Final Review for relocation, addition/alteration and partial demolition of home and new construction of accessory structure. Ms. Miller reviewed staff comments with the Commission. Mr. Phil Clarke reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Barber moved for approval of the proposed house at the elevation as presented, with garage to be brought back to the Commission as it does not meet setbacks. Mr. Gallogly seconded the motion. Motion failed on a 2 to 2 vote with Mr. Barber and Mr. Crosland in favor; Mr. Gallogly and Ms. Montgomery opposed. Ms. Montgomery moved for approval as presented with dormers changed from a shed roof to a gable roof. Mr. Crosland seconded the motion. Ms. Montgomery moved to amend the motion to reduce the base floor elevation to 13 feet. Mr. Gallogly seconded the motion. Historic District Preservation Commission May 10, 2021 Page 5 of 6 Mr. Barber moved to amend the motion to bring the garage back to the Commission showing a precedence for the reduced setbacks. Motion failed due to the lack of a second. Ms. Montgomery called for a vote on the amendment for the reduction of base floor elevation. All in favor. Ms. Montgomery called for a vote on the amended motion. Motion passed on a 3 to 1 vote with Mr. Gallogly, Ms. Montgomery, and Mr. Crosland in favor; Mr. Barber opposed. H. 924/928 Pitt Street – Survey 6266/Non-Historic– (TMS# 532-13-00-053) Applicant is seeking Final Review for demolition and new construction of home. Ms. Miller reviewed staff comments with the Commission. Mr. Clarke reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. The Commission convened for a short break at 7:19 pm and reconvened at 7:26 pm. Mr. Barber moved for approval with the condition that the house is lowered six inches as recommended by the applicant and that it meets the R-2 setbacks as recommended by staff. Ms. Montgomery seconded the motion. All in favor. 7. Staff Approvals Ms. Miller stated that the following items received staff approval: A. 118 Middle Street – Survey 6278/Non-Historic - (TMS 532-09-00-249) Erosion control. B. 206 Bank Street – Survey 6111 and 6111.01/Historic – (TMS 532-05-00-009) Replacement windows and siding, repair portion of brick wall, reconstruct stairs for accessory structure, and additional hardscaping. C. 221 Queen Street – Survey 6097/Non-Historic – (TMS 532-05-00-029) Additional fencing. G. 416 Church Street – Survey 6194/Non-Historic – (TMS 532-01-00-097) Remove existing style fence, replace with wood fencing. H. 615 Pitt Street – Survey 5912/Non-Historic – (TMS 532 05 00 030) Replace roofing. I. 402 Patjens Lane – Survey 6212/Non-Historic – (TMS 532-01-00-244) Extension of Vested Rights 8. Discuss Design Guidelines Ms. Miller reviewed the draft changes with the Commission. She stated that the changes would be included on next month’s agenda for a possible vote. 9.
