Present: Louisa Montgomery, Chair, Robert Crosland, Gene Gallogly, Corey
Barber, Anne Shaw.
Staff: Kate Miller, Aaron Bennett, Joe Juan, Lynnette Lynes
Ms. Montgomery called the meeting to order at 5:01 pm.
I. Approval of Agenda
Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the
motion. All in favor.
II. Approval of Minutes—September 13, 2021
III. Correspondence
Ms. Miller stated that additional correspondence was received regarding
following design guidelines for several addresses.
IV. General Public Comment
There being no comments, Ms. Montgomery continued with the agenda.
V. Consent Motions
There were no consent motions.
VI. Business - STAFF REPORT
a. 108 Beach Street – No Survey/Non-Historic - (TMS 517-15-00131)
Applicant is seeking Preliminary Comment for new construction and pool.
Ms. Miller reviewed staff comments with the Commission.
Ms. Daphne Wertz, representative for the applicant, reviewed the request
with the Commission.

Mr. Carl McCants reviewed the flood zones with the Commission.
The Commission provided comments for the applicant.
b. 108 Carr Street – Survey 6269/Non-Historic – (TMS 532-05-00057)
Applicant is seeking Preliminary Comment for new construction of three
accessory structures (ADU, Pool House and Pool).
Ms. Miller stated that the applicant has asked for a deferral.
Ms. Montgomery moved for a deferral as requested by the applicant. Ms.
Shaw seconded the motion. All in favor.
c. 214 Middle Street – Survey 6014/Non-Historic – (TMS 532-09-00239)
Applicant is seeking Final Review for partial demolition, alteration and
addition to home and new pool.
Ms. Miller reviewed staff comments with the Commission.
Ms. Linda Balzac, architect for the applicant, reviewed the request with the
Commission.
There being no comments, Ms. Montgomery closed public comment.
Mr. Crosland moved for approval with staff approving any outstanding
items. Mr. Gallogly seconded the motion. All in favor.
d. 304 Bank Street – Survey 6114/Historic – (TMS 532-05-00201) Applicant
is seeking Preliminary Comment for new accessory structures (ADU, guest
house, pool and outdoor grill).
Mr. Bennett reviewed staff comments with the Commission.
Ms. Balzac, architect for the applicant, reviewed the request with the
Commission.
There being no comments, Ms. Montgomery closed public comment.

The Commission provided comments to the applicants.
e. 918 Pitt Street – Survey 5971/Historic – (TMS 532-13-00055) Applicant is
seeking Preliminary Comment for addition and demolition of two
accessory structures.
Mr. Bennett reviewed staff comments with the Commission.
Mr. Phil Clarke, architect for the applicant, reviewed the request with the
Commission.
Mr. Nick Donahue, 131 Live Oak Dr, expressed concern that the grading of
the lot would cause a drainage issue.
There being no further comments, Ms. Montgomery closed public
comment.
The Commission provided comments to the applicant.
Ms. Montgomery left at this time (6:03 pm).
f. 924 Pitt Street – Survey 6266/ Non-Historic – (TMS 532-13-00053)
Applicant is seeking Final Review for conditionally approved plans.
Ms. Miller reviewed staff comments with the Commission.
Ms. Montgomery re-entered at this time (6:06 pm).
Mr. Clarke reviewed the request with the Commission.
There being no comments, Ms. Montgomery closed public comment.
Mr. Crosland moved for approval. Mr. Gallogly seconded the motion. All
in favor.

VII. Staff Approvals
Ms. Miller reviewed staff approvals with the Commission as follows:
a. 101 Middle Street – Survey 6019/ Non-Historic- (TMS 532-09-00001)
Replace existing bulkhead.
b. 300 Center Street- No Survey/Non-Historic-(TMS 532-09-00282)
Construction of accessory structure under 144 square feet.
c. 125 Pitt Street- Survey 5929/Historic (TMS 532-01-00084) Alteration to
previously approved equipment location.
VIII. Vote on Revised Design Guidelines
Ms. Montgomery moved for approval. Ms. Shaw seconded the motion. All in
favor.
IX. Discuss Proposed Revisions for Ordinance
Ms. Miller reviewed proposed ordinance changes with the Commission. She
stated that the draft changes will be sent to the Commission prior to the next
meeting.
X. Discussion of Items for Next Agenda
No additional items were requested for next month’s meeting.
There being no further business, the meeting adjourned at 6:32 pm.
