TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION OCTOBER 11, 2021 MINUTES Staff Report Present: Louisa Montgomery, Chair, Corey Barber, Anne Shaw. Absent: Robert Crosland, Gene Gallogly. Ms. Montgomery called the meeting to order at 5:01 pm. I. Approval of Agenda Mr. Barber moved for approval of the agenda. Ms. Shaw seconded the motion. All in favor. II. Approval of Minutes September 13, 2021 and September 20, 2021 Mr. Barber moved for approval of the minutes. Ms. Shaw seconded the motion. All in favor. III. Correspondence Ms. Miller stated that no correspondence was received. IV. General Public Comment Mr. Chris Colman, 118 Pitt St, asked that the Commission consider recommending changes to the ordinances. He suggested that there are quality of life issues affecting the Old Village Historic District, particularly the noise from the Post House. He suggested that the non-conformity ordinance should be reviewed and changed, particularly with the building on lot lines and setbacks. He suggested that this should be reviewed and changes made. There being no further comments, Ms. Montgomery continued with the agenda. V. Consent Motions Mr. Barber moved for consent approval for the following item: Historic District Preservation Commission October 11, 2021 Page 2 of 4 ➢ 102 Mary Street – Survey 6255/Non-Historic – (TMS 517-15-00-066) Applicant is seeking Final Review for alterations to previously approved plans. Ms. Shaw seconded the motion. All in favor. VI. Business - STAFF REPORT a. 4 William Street –Survey 6029 and .01/Non-Historic - (TMS 532-13-00- 038) Applicant is seeking Final Review for alterations to previously approved plans. Ms. Miller reviewed staff comments with the Commission. Ms. Heather Wilson, architect for the applicant, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Barber moved for approval of the request on the condition that the firt floor elevation meets the flood regulations (flood elevation +2 feet) and the pool meeting the six foot setback for accessory structures. Ms. Shaw seconded the motion. All in favor. b. 102 Mary Street – Survey 6255/Non-Historic – (TMS 517-15-00-066) Applicant is seeking Final Review for alterations to previously approved plans. This item was approved by a consent motion. c. 130 Middle Street – Survey 6016/Non-Historic – (TMS 532-09-00-033) Applicant is seeking Final Review for partial demolition and addition. This item was removed by staff as it did not meet the ordinance requirements. d. 205 McCants Drive – Survey 6081/.01/Non-Historic – (TMS 532-09-00- 037) Applicant is seeking Final Review for demolition and new construction. Ms. Miller reviewed staff comments with the Commission. There being no comments, Ms. Montgomery closed public comment. Ms. Montgomery moved for approval with the condition that the handrail material be brought back for approval, the pool meeting the six foot setback for accessory structures, and lowering the first floor to meet flood regulations (flood elevation +2 feet). Ms. Shaw seconded the motion. Ms. Montgomery withdrew her motion. Ms. Shaw withdrew her second. Mr. Barber moved for deferral for the handrail material to be brought back to the Commission and confirmation of the BAR for the garage. Ms. Montgomery seconded the motion. All in favor. e. 907 Royall Avenue – Survey 5984/Non-Historic – (TMS 532-13-00-125) Applicant is seeking Final Review for partial demolition, addition, and new pool. Ms. Miller reviewed staff comments with the Commission. Mr. Kenneth Wyland, architect, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Barber moved for approval as presented. Ms. Montgomery seconded the motion. Mr. Barber moved to amend the motion to include the requirement for an as-built. Ms. Montgomery seconded the motion. All in favor. Ms. Montgomery called for a vote on the amended motion. Motion unanimously failed. Mr. Barber moved for approval. Ms. Shaw seconded the motion. All in favor. Staff Approvals a. 10 Pierates Cruze – Survey 6072/ Historic- (TMS 532-09-00-001) Replace existing driveway in kind. b. 123 Pitt Street- 5930/Historic-(TMS 532-01-00-083) Relocate equipment. c. 211 Bennett Street- Survey 6141/Non-Historic (TMS 532-01-00-260) Addition of <144 square foot open deck in rear. d. 227 Haddrell Street – Survey 6260/Non-Historic – (TMS 517-15-00-050) Reroof with same/similar color and material. e. 237 Middle Street - No Survey/Non-Historic – (TMS 532-09-00-022)– Change windows on side elevation. f. 975 Pitt Street – Survey 5889/Non-Historic – (TMS 532-13-00-033) Replace bulkhead. VIII. Discuss Proposed Revisions for Ordinance Ms. Miller reviewed the proposed ordinance revisions with the Commission. The Commission agreed that the proposed changes should be considered. They also agreed that any other changes should be forwarded to staff for inclusion. IX. Discussion of Items for Next Agenda No additional items were presented to be included on next month’s agenda.
