TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION NOVEMBER 8, 2021 MINUTES Staff Report Present: Louisa Montgomery, Chair, Robert Crosland, Corey Barber, Anne Shaw. Absent: Gene Gallogly. Staff: Kate Miller, Aaron Bennett, Joe Juan, Lynnette Lynes Ms. Montgomery called the meeting to order at 5:01 pm. I. Approval of Agenda Mr. Crosland moved for approval of the agenda. Ms. Shaw seconded the motion. All in favor. II. Approval of Minutes October 11, 2021 Meeting Agenda Mr. Crosland moved for approval of the minutes. Ms. Shaw seconded the motion. All in favor. III. Correspondence All correspondence was linked to the agenda and distributed to the Commission. IV. General Public Comment Mr. Chris Colman, 118 Pitt St, spoke regarding the proposed noise ordinance and suggested that it is not stringent enough. He also expressed concern at 125 Pitt St and preservation of historical structures. He suggested that more care should be taken to preserve more materials. He also spoke regarding amendments to the ordinance and suggested that the non-conformity ordinance will have an impact on the historic district and should be reviewed. He suggested that the setbacks and conformity of historic property setbacks and should be previewed to prevent any discrepancies that would affect the OV. Historic District Preservation Commission November 8, 2021 Page 2 of 7 Mr. Mike Tinkey, 208 Venning St, spoke regarding the noise ordinance and that the changes are not strict enough. He suggested that more restrictions should be imposed and the decibel level allowed lowered. He also spoke regarding artificial turf that has been installed at 206 Bank Street and noted that the guidelines prohibit artificial turf in the front yard and suggested that this should be enforced and the artificial turf removed. There being no further comments, Ms. Montgomery continued with the agenda. V. Consent Motions Ms. Shaw moved for consent approval for the following items: ➢ 215 King Street – Survey 6118/ Non-Historic – (TMS 532-05-00-200) Applicant is seeking Final Review for demolition, new construction and pool. ➢ 975 Pitt Street – Survey 5889/ Non-Historic – (TMS 532-13-00-033) Applicant is seeking Final Review for alterations and changes to previously approved plans including exterior materials, windows, hardscaping, and fencing. Motion failed due to the lack of a second. Ms. Shaw moved for consent approval for the following item: ➢ 215 King Street – Survey 6118/ Non-Historic – (TMS 532-05-00-200) Applicant is seeking Final Review for demolition, new construction and pool. Mr. Crosland seconded the motion. All in favor. VI. Old Business a. 205 McCants Drive – (Deferred from October Meeting) Survey 6081 and .01/Non-Historic – (TMS 532-09-00-037) Applicant is seeking Final Review for demolition and new construction and new pool. Ms. Miller reviewed staff comments with the Commission. Mr. Tyler Smith reviewed the request with the Commission. Mr. Chris Colman, 118 Pitt St, suggested that the railing appeared to be cast iron and not aluminum. There being no further comments, Ms. Montgomery closed public comment. Business - STAFF REPORT a. 108 Beach Street – No Survey/Non-Historic - (TMS 517-15-00-131) Applicant is seeking Final Review for new construction and pool. Mr. Bennett reviewed staff comments with the Commission. Ms. Daphne Wertz reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Crosland moved for approval. Ms. Shaw seconded the motion. All in favor. b. 108 Carr Street – Survey 6269/Non-Historic – (TMS 532-05-00-057) Applicant is seeking Final Review for new construction of three accessory structures (ADU, Pool House and Pool). Mr. Bennett reviewed staff comments with the Commission. Ms. Julie O’Connor and Ms. Charlotte Zacharkiw reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Crosland moved for approval. Ms. Montgomery seconded the motion. Mr. Crosland moved to amend the motion to have paint color approved by staff. Ms. Montgomery seconded the amendment. All in favor. c. 123 Hibben Street – Survey 6227/ Historic – (TMS 532-01-00-004) Applicant is seeking Final Review for side addition. Mr. Bennett reviewed staff comments with the Commission. Historic District Preservation Commission November 8, 2021 Page 4 of 7 The applicant not being in attendance, the Commission continued Ms. Linda Balzac, 422 Hobcaw Drive, stated that she previously worked on the house renovating the interior. She stated that the request is reasonable and would not interfere with neighbors because there is an easement. Mr. Crosland moved for approval. Ms. Shaw seconded the motion. All in favor. d. 206 Bank Street – Survey 6111 and .01/Historic – (TMS 532-05-00-009) Applicant is seeking Final Review for garage alterations and pool equipment re-location. Ms. Miller reviewed staff comments with the Commission. Mr. Paul Kime reviewed the request with the Commission. Mr. Mike Tinkey, 208 Venning St, stated that where the stairs are located, there is artificial turf. He suggested that this should not be allowed and that impervious material should be considered. Ms. Millie Horton, 210 Bank St, expressed concern between what was approved compared to what has been constructed. She stated that the pool equipment was approved to be in a covered structure, but now is not and is within four inches of the property fence. She also expressed concern with the overall drainage and the pervious/impervious ratio. She expressed concern with drainage and that Bank Street has had drainage issues in the past. She expressed concern with the lot coverage and the amount of impervious surface being allowed. There being no further comments, Ms. Montgomery closed public comment. Ms. Netter stated that if preferred, they would be willing to have sod as opposed to the artificial turf in order to have the pool equipment and stairs. Mr. Crosland seconded the motion. All in favor. e. 213 King Street – Survey 6119/ Historic – (TMS 532-05-00-002) Applicant is seeking Final Review for partial demolition and addition. Ms. Miller reviewed staff comments with the Commission. Mr. Daniel Beck reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Crosland moved for approval as submitted. Ms. Montgomery seconded the motion. Motion passed on a 3 to 1 vote with Ms. Shaw, Ms. Montgomery, and Mr. Crosland in favor; Mr. Barber opposed. The Commission convened for a short break at 6:49 pm and reconvened at 6:58 pm. f. 215 King Street – Survey 6118/ Non-Historic – (TMS 532-05-00-200) Applicant is seeking Final Review for demolition, new construction and pool. This item was approved by consent. g. 304 Bank Street – Survey 6114 and .01/Historic and Non-Historic – (TMS 532-05-00-201) Applicant is seeking Final Review for demolition of accessory structures, new accessory structures (garage and pool), and addition. Mr. Bennett reviewed staff comments with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Ms. Shaw seconded the motion. All in favor. h. 436 Church Street – Survey 6191/Historic – (TMS 532-01-00092) Applicant is seeking Final Review for rear addition. Ms. Miller reviewed staff comments with the Commission. Ms. Balzac reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Crosland moved for approval as submitted. Ms. Shaw seconded the motion. All in favor. i. 605 Pitt Street (Previously 221 Queen) – Survey 6097/ Non-Historic – (TMS 532-05-00-029) Applicant is seeking Final Review for screened porch addition, new pool, change driveway to pervious. Ms. Miller reviewed staff comments with the Commission. Ms. Balzac reviewed the request with the Commission. Mr. Andy Sheely, 217 Queen St, asked that a vegetative fence be allowed between their property and not have the wood fence. There being no further comments, Ms. Montgomery closed public comment. Mr. Crosland moved for approval. Ms. Shaw seconded the motion. All in favor. j. 975 Pitt Street – Survey 5889/ Non-Historic – (TMS 532-13-00-033) Applicant is seeking Final Review for alterations and changes to Historic District Preservation Commission November 8, 2021 Page 7 of 7 previously approved plans including exterior materials, windows, hardscaping, and fencing. Ms. Miller reviewed staff comments with the Commission. Ms. Nicole Vieth reviewed the request with the Commission. Mr. Lee Richardson, owner, stated that they would like an IPE fence so that they do not have to stain or paint the fence. He stated that they would submit the fence details at a later date for approval. There being no comments, Ms. Montgomery closed public comment. Ms. Montgomery moved for approval with the fence to be determined and approved at a later time. Mr. Barber seconded the motion. All in favor. VIII. Staff Approvals There were no staff approvals for this month. IX. Discuss and Approve Proposed Revisions for Ordinance Ms. Miller reviewed the proposed changes with the Commission. Ms. Montgomery moved for approval of the proposed revisions to the ordinance as presented and discussed. Mr. Crosland seconded the motion. All in favor. X. Discussion of Items for Next Agenda The Commission agreed that the following items should be included on the agenda for next meeting: ➢ Discussion of window replacement ➢ Discussion of appropriate material for exterior handrails There being no further business, the meeting adjourned at 8:03 pm.
