TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION JUNE 13, 2022 MINUTES STAFF REPORT Present: Louisa Montgomery, Chair; Robert Crosland, Anne Shaw, Gene Gallogly, Corey Barber (arrived at 5:20 pm) Staff: Kate Miller, Jake Carter, Kristin Forbus, Joe Juan, Jane Yager-Baumrind Ms. Montgomery called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Crosland moved to approve the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes May 9, 2022, Meeting Ms. Montgomery moved to defer the minutes. Mr. Crosland seconded the motion. All in favor. III. Correspondence All correspondence is hyperlinked on the agenda. IV. General Public Comment Mr. Jeff Kirkland, 817 Pitt Street, asked on who to contact when a neighbor has an issue with work being done. Ms. Montgomery suggested that any concerns or issues with property in the historic district can be reported to the PLAN Department. She stated that those issues not under the purview of the PLAN Department will be forwarded to the appropriate department. Ms. Miller concurred and stated that the PLAN Department and the Building Inspections Office work closely together on any issues within the historic district. He also expressed concern with drainage in the Pitt Street area. With there being no further public comment, Ms. Montgomery continued with the agenda. V. Consent Motions Ms. Montgomery moved for approval by consent the following items: ➢ 237 Middle St- No Survey/ Non-Historic (TMS#532-09-00-022) Applicant is seeking Final approval for alteration to accessory structure on previously approved plans. ➢ 827 Pitt St- Survey 5897/ Historic (TMS#532-09-00-052) Applicant is seeking Final Approval for fencing. ➢ 826 Pitt St- Survey 5964/ Historic (TMS#532-09-00-064) Applicant is seeking Final Approval for alteration to previously approved plans. Historic District Preservation Commission June 13, 2022 Page 2 of 4 ➢ 108 Carr St- Survey 6269/ Non-Historic (TMS#532-05-00-057) Applicant is seeking Final Approval for alterations to previously approved plans. ➢ 926 Pitt St- Survey 5973/ Historic (TMS#532-13-00-051) Applicant is seeking Final Approval for demolition and alterations to previously approved plans. ➢ 934 Richter Way- Survey 6044/Non-Historic (TMS# 532-13-00-049) Applicant is seeking Final Approval for alteration of previously approved plans. Mr. Gallogly seconded the motion. All in favor. VI. Business - A. 237 Middle St- No Survey/ Non-Historic (TMS#532-09-00-022) Applicant is seeking Final approval for alteration to accessory structure on previously approved plans. This item was approved by consent. Mr. Barber arrived at this time (5:20pm). B. 124 Mary St- Survey 6253/ Historic (TMS#517-15-00-075) Applicant is seeking Final Approval for window replacement. Ms. Miller reviewed staff comments with the Commission. Mr. Chris Harris, Mr. Josh Sprinkle reviewed the request with the Commission. Ms. Linda Balzac, 422 Hobcaw Drive, reviewed the state law on hurricane windows with the Commission. There being no further comments, Ms. Montgomery closed public comment. Mr. Crosland moved to approve the windows as presented to the Commission. Ms. Montgomery seconded the motion. Motion passed on a 4 to 1 vote with Ms. Montgomery, Ms. Shaw, Mr. Gallogly, and Mr. Crosland in favor; Mr. Barber opposed. C. 827 Pitt St- Survey 5897/ Historic (TMS#532-09-00-052) Applicant is seeking Final Approval for fencing. This item was approved through a consent motion. D. 101 Middle St- Survey 6019/ Non-Historic (TMS#532-09-00-001) Applicant is seeking Preliminary Comment for hardscaping and alterations to previously approved plans. Mr. Carter reviewed staff comments with the Commission. Mr. Steve D’Amato, Remark Studio reviewed the request with the Commission. Mr. Crosland reminded the applicant that aluminum is not an allowed material for fences and referred to the approved materials list in the Design Guidelines. E. 826 Pitt St- Survey 5964/ Historic (TMS#532-09-00-064) Applicant is seeking Final Approval for alteration to previously approved plans. F. 108 Carr St- Survey 6269/ Non-Historic (TMS#532-05-00-057) Applicant is seeking Final Approval for alterations to previously approved plans. G. 926 Pitt St- Survey 5973/ Historic (TMS#532-13-00-051) Applicant is seeking Final Approval for demolition and alterations to previously approved plans. H. 934 Richter Way- Survey 6044/Non-Historic (TMS# 532-13-00-049) Applicant is seeking Final Approval for alteration of previously approved plans. These items were approved through a consent motion. I. Vacant Lot- No Survey/ Non-Historic (TMS#532-09-00-251) Applicant is seeking Final Approval for new construction for principle and accessory structures. Ms. Forbus reviewed staff comments with the Commission. Mr. Phil Clark, Clark Design Group, reviewed the request with the Commission. There being no comments, Ms. Montgomery moved to the Commission questions. Mr. Barber moved to approve with the condition that all materials are reviewed by staff and fall within the design guidelines. Ms. Shaw seconded the motion. All in favor. J. 214 Middle St- Survey 6014/ Non-Historic (TMS#532-09-00-239) Applicant is seeking Final Approval for alteration to previously approved plans. Ms. Miller reviewed staff comments with the Commission. Ms. Linda Balzac reviewed the request with the Commission. Mr. Crosland moved to approve as presented with the condition to better center the dormers over the bottom windows and the two-over-two windows updated to meet the Design Guidelines and approved by staff. Ms. Montgomery seconded the motion. All in favor. Historic District Preservation Commission June 13, 2022 Page 4 of 4 K. 140 Hibben St- Survey 6219/ Historic (TMS#517-15-00-092) Applicant is seeking Final Approval for alteration, addition, partial demolition, and hardscaping. Ms. Miller reviewed staff comments with the Commission. Mr. Losse Knight, LFK Architect, reviewed the request with the Commission. Mr. Ravi Veeraswamy shared with the Commission the safety concern with the tree as a larger than six-foot limb has recently fallen. There being no comments, Ms. Montgomery moved to Commission questions. Mr. Crosland moved to approve the application as presented. Mr. Gallogly seconded. All in favor. VII. Staff Approvals Ms. Miller reviewed staff approvals with the Commission: a. 108 Beach St- No Survey/Non-Historic (TMS#517-15-00-131) Change of hardscaping on previously approved plans. b. 975 Pitt St- No Survey/ Non-Historic (TMS#532-13-00-033) Change of front door on previously approved plans. c. VIII. Discussion of Changes to Design Guidelines Ms. Miller and the Commission discussed changes to the design guidelines. IX. Discussion of Items for Next Agenda Ms. Montgomery moved to have discussion and action for changes to the Design Guidelines added to next month’s meeting. Mr. Crosland seconded the motion.
