TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION SEPTEMBER 12, 2022 MINUTES STAFF REPORT Present: Louisa Montgomery, Chair, Gene Gallogly, Robert Crosland, Anne Shaw, Corey Barber. Staff: Kristen Forbus, Liz Boyles, Aaron Bennett, Lynnette Lynes Ms. Montgomery called the meeting to order at 5:05 pm. I. Approval of Agenda Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes August 8, 2022 Meeting Mr. Crosland moved for approval of the minutes. Ms. Shaw seconded the motion. All in favor. III. Correspondence All correspondence was linked to the agenda. IV. General Public Comment Ms. Charlene Grice, 834 Pitt St, stated that she has comment on a preliminary item and asked when it would be appropriate to speak. Ms. Forbus and Ms. Montgomery answered that there would be opportunity for public comment when the item was discussed. V. Consent Motions Mr. Crosland moved for consent approval of the following items: ➢ 310 Bank Street – Survey 6113 and 6113.01/ Historic (TMS 532-05-00- 049) Applicant is seeking final review for partial demolition, addition, relocation for shed, and hardscaping. ➢ 120 Mary Street – Survey 6254/ Historic (TMS 517-15-00-076) Applicant is seeking final review for home alteration/renovation. Historical District Preservation Commission September 12, 2022 Page 2 of 5 ➢ 108 Live Oak Drive – Survey 6241/ Non-Historic (TMS 517-15-00-056) Applicant is seeking final review for accessory structure and hardscaping (pool and decking). Mr. Gallogly seconded the motion. All in favor. VI. Business - A. 102 Mary Street - Survey 6255/ Non-Historic (TMS 517-15-00-066) Applicant is seeking final review for alteration to previously approved plans for artificial turf. Ms. Forbus reviewed staff comments with the Commission. Ms. Jennifer Strauss reviewed the request with the Commission. Mr. Mike Tinkey, 208 Venning St, spoke regarding 102 Mary Street, and asked that the request be denied as the guidelines prohibit artificial turf on frontage and concrete pavers. He suggested that other requests for turf were denied at 131 Live Oak and 201 Bank, and 959 Pitt. He suggested that there are other appropriate pervious materials that could be used. He asked that the request be denied so there is not a precedent set for future requests. There being no further comments, Ms. Montgomery closed public comment and moved to Commission questions. Ms. Montgomery moved for approval as it is technically the rear of house. Ms. Shaw seconded the motion. Motion failed on a 2 to 3 vote with Ms. Shaw and Ms. Montgomery in favor; Mr. Barber, Mr. Gallogly, and Mr. Crosland opposed. Ms. Montgomery clarified that the request is denied due to failure of the motion for approval. B. 713 Royall Ave – Survey 5989/ Non-Historic (TMS 532-09-00-091) Applicant is seeking preliminary comment for demolition, new construction of primary and accessory structures, new pool, fence, and hardscaping. Ms. Forbus reviewed staff comments with the Commission. Historical District Preservation Commission September 12, 2022 Page 3 of 5 Mr. Phil Clark reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment and moved to Commission questions and comments. The Commission provided comments on the project. C. 202 Bennett Street – Survey 6148/ Historic (TMS 532-01-00-066) Applicant is final review for demolition, accessory structure, hardscaping and fencing. Ms. Forbus reviewed staff comments with the Commission. Ms. Elizabeth Pope, landscape architect, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment and moved to Commission questions. Mr. Crosland moved for approval. Ms. Shaw seconded the motion. All in favor. D. 101 Mary Street - Survey 6256/ Non-Historic (TMS 517-15-00-067) Applicant is seeking final review for partial demolition, addition, renovation, and hardscaping. Ms. Forbus reviewed staff comments with the Commission. Ms. Nicole Vieth, architect, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment and moved to Commission questions. Mr. Crosland moved for approval as presented. Mr. Gallogly seconded the motion. All in favor. Historical District Preservation Commission September 12, 2022 Page 4 of 5 E. 111 Hyer Street – Survey 6077/ Non-Historic (TMS 532-09-00-059) Applicant is seeking preliminary comment for demolition, new construction, hardscaping, accessory structure, and pool. Ms. Forbus reviewed staff comments with the Commission. Mr. Damien Busillo, architect, reviewed the request with the Commission. Ms. Charlene Grice, 834 Pitt St, expressed concern with the survey and that the property line might not be correctly located. She suggested that this should be resolved prior to the construction approved. There being no further comments, Ms. Montgomery closed public comment and moved to Commission questions and comments. The Commission offered comments on the project. F. 310 Bank Street – Survey 6113 and 6113.01/ Historic (TMS 532-05-00- 049) Applicant is seeking final review for partial demolition, addition, relocation for shed, and hardscaping. G. 120 Mary Street – Survey 6254/ Historic (TMS 517-15-00-076) Applicant is seeking final review for home alteration/renovation. H. 108 Live Oak Drive – Survey 6241/ Non-Historic (TMS 517-15-00-056) Applicant is seeking final review for accessory structure and hardscaping (pool and decking). These items were approved by consent. VII. Staff Approvals Ms. Forbus reviewed staff approvals with the Commission as follows: A. 305 Pitt Street – Survey 5921 and 5921.01/ Historic (TMS 532-05-00-005) Repaint house to match existing. Discussion and Action of Changes to Design Guidelines Mr. Crosland reviewed his suggested changes with the Commission. Mr. Crosland left at this time (7:09 pm). The Commission discussed what other changes to the guidelines should be considered. The Commission agreed to defer this issue to next month. IX.
