TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION OCTOBER 10, 2022 MINUTES Staff Report Present: Louisa Montgomery, Chair, Anne Shaw, Corey Barber. Absent: Gene Gallogly, Robert Crosland. Staff: Kristen Forbus, Liz Boyles, Lynnette Lynes, Aaron Bennett Ms. Montgomery called meeting to order at 5:03 pm. I. Approval of Agenda Mr. Barber moved for approval of the agenda. Ms. Shaw seconded the motion. All in favor. II. Approval of Minutes September 12, 2022 Meeting Ms. Shaw moved for approval of the minutes. Mr. Barber seconded the motion. All in favor. III. Correspondence No correspondence was received. IV. General Public Comment Being no public comment, Ms. Montgomery continued with the agenda. V. Consent Motions Ms. Shaw moved for consent approval for the following items: ➢ 302 Bank Street- Survey 6270/ Non-Historic (TMS# 532-05-00-203) Applicant is seeking final approval for hardscaping. ➢ 108 Carr Street- Survey 6269/Non-Historic (TMS# 532-05-00-057) Applicant is seeking final approval for alterations to rear of primary structure and alteration to previously approved plans. Mr. Barber seconded the motion. All in favor. VI. Business A. 302 Bank Street- Survey 6270/ Non-Historic (TMS# 532-05-00-203) Applicant is seeking final approval for hardscaping. This item was approved by a consent motion. B. 103 Carr Street- Survey 6107/Historic (TMS# 532-05-00-054) Applicant is seeking preliminary comment for change in roof color. Ms. Forbus reviewed staff comments with the Commission. Being no public comment, Ms. Montgomery closed public comment The Commission provided comments. C. 108 Carr Street- Survey 6269/Non-Historic (TMS# 532-05-00-057) Applicant is seeking final approval for alterations to rear of primary structure and alteration to previously approved plans. D. 926 Pitt Street- Survey 5973/Non-Historic (TMS# 532-13-00-051) Applicant is seeking final approval for alterations to previously approved plans (front porch roof pitch). These items were approved by a consent motion. E. 111 Live Oak Drive- Survey 6244/Historic (TMS# 517-15-00-058) Applicant is seeking final approval for demolition and construction of pool and decking. This item was removed by staff as it was an incomplete submittal. Historic District Preservation Commission October 10, 2022 Page 3 of 4 F. 111 Hyer Street- Survey 6077/Non-Historic (TMS# 532-09-00-059) Applicant is seeking final approval for demolition and construction of primary structure along with construction of pool and garage. This item was removed by staff due to noncompliance. G. 975 Pitt Street- Survey 5889/Non-Historic (TMS# 532-13-00-033) Applicant is seeking final approval for fencing and hardscaping. Ms. Forbus reviewed staff comments with the Commission. Mr. Steven Dematto and Mr. Lee Richardson reviewed the request with the Commission. Mr. Richard Fitzgerald, owner of Schweers Lane, expressed concern that the fence is not in keeping with the character of the Historic District because of the proposed height and appears to encroach into Schweers Lane. He stated that Schweers Lane is a private drive and provides access to several homes. There being no further comment, Ms. Montgomery closed public comment. Mr. Barber moved for approval of the request based on the condition that paving does not extend past the property line or that they receive proper approvals to build pavers outside property line and that fence is not taller than 42 inches when measuring from the inside of the property. Ms. Montgomery seconded the motion. All in favor. VII. Staff Approvals A. 222 Center Street- Survey 6050/Non-Historic (TMS# 532-09-00-055) Replacement of existing fence. B. 109 Friend Street- Survey 4230/ Non-Historic (TMS# 532-05-00-068) Alteration to previously approved plans (paint and lighting). VIII. Discussion and Action of Changes to Design Guidelines Ms. Montgomery moved to defer discussion of the Design Guidelines changes to the next meeting. Ms. Shaw seconded the motion. All in favor. Discussion of Items for Next Agenda The Commission discussed items for discussion at the next meeting: ➢ Changes to design guidelines regarding approved materials and paint color ➢ Have staff determine what measures can be taken to ensure compliance when a certificate of occupancy is not required There being no further business, the meeting adjourned at 5:57 pm.
