TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION OCTOBER 13, 2022 MINUTES Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox, William Hine, Gibson Hopper, Pam Gabriel (entered at 8:30 am) Staff: Kate Miller, Aaron Bennett Ms. Sutherland called the meeting to order at 8:06 AM I. Approval of Agenda Ms. Cox moved for approval of the agenda. Mr. Blalock seconded the motion. All in favor. II. Approval of August 11, 2022 Minutes Ms. Cox moved for approval of the minutes. Mr. Blalock seconded the motion. All in favor. III. Public Comment No public comment Being no comments, Ms. Sutherland closed public comment. IV. Staff Update- Ms. Miller provided the staff update. V. Committee Action Items A. Organization and Administration Committee 1. Approve Budget Ms. Theis reviewed the budget with the Commission. Ms. Cox moved for approval of budget with an amendment to budget $400 for Historic Marker Committee transcription fees instead of $90. Mr. Hopper seconded the motion. All in favor. 2. Discussion and Action on Procedures and Code of Conduct Ms. Theis discussed code of conduct Ms. Theis moved to adopt procedures and Code of Conduct. Mr. Blalock seconded the motion. All in favor. B. Historical Markers and Interpretation Committee 1. Update and Action on the Grace Bridge and signage Ms. Miller updated the commission on Grace Bridge and signage  Historical Commission October 13, 2022 Page 2 of 3 Mr. Hopper moved to approve up to $1,000 to test for lead. Mr. Hine seconded the motion. All in favor. Ms. Gabriel entered at this time (8:30 am). Mr. Hopper moved to amend the text on the Grace Bridge sign. Ms. Gabriel seconded the motion. All in favor. Ms. Cox moved to approve the design as presented. Ms. Theis seconded the motion. All in favor. 2. Discussion and Action on Jennie Moore School text (Commission proposed text) Ms. Miller reviewed Jennie Moore Text The Commission discussed the text, and no action was taken. 3. Discussion and Action on historical marker correction Ms. Gabriel reviewed work, research, and proposed corrections No action taken. Commission agreed to defer until the Phillips Community has been added to the National Register. C. Special Collection and Research Committee Mr. Hopper updated the Commission on possible oral history interviews, history room displays and inventories, and the archival storage project. 1. Discussion and Action on intern for History Room Ms. Miller updated the Commission on the possibility of an intern for the History Room. Ms. Gabriel moved to accept scope of work and contact Human Resources. Motion failed due to lack of second. Ms. Cox moves to accept proposed scope of work and defer it to Human Resources. Ms. Theis seconded the motion. All in favor. 2. Discussion and Action on municipal archives Mr. Hopper provided updates on municipal archives. D. Tourism and Community Outreach Committee 1. Update on French and Spanish Invasion Project Mr. Blalock provided an update for the Commission.  Historical Commission October 13, 2022 Page 3 of 3 E. Marketing Committee No update F. Black History Month Committee 1. Discussion and possible action on Black History Month Events Mr. Hine provided an update about preparation and proposals for Black History Month events. Ms. Gabriel moved to approve tentative Black History Month events. Ms. Theis seconded the motion. All in favor. G. Discussion of Next Month’s Agenda Items The Commission discussed items for the next month agenda as follows: • Discussion and Action on Light Parade • Discussion and action on intern for history room • Discussion and action on Black History Month events Ms. Cox moved to approve next month’s agenda.
