TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION JANUARY 9, 2023 MINUTES Staff Report Present: Robert Crosland, Vice-chair, Gene Gallogly, Anne Shaw, Corey Barber. Absent: Louisa Montgomery Staff: Kate Miller, Kara Browder, James Ward, Jane Yager-Baumrind Mr. Crosland called the meeting to order at 5pm. Mr. Barber moved for approval for Mr. Crosland to chair the meeting. Mr. Gallogly seconded the motion. All in favor. I. Approval of Agenda Ms. Shaw moved to approve the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes December 12, 2022 Meeting Mr. Gallogly moved for approval of the minutes. Mr. Barber seconded the motion. All in favor. III. Correspondence All correspondence was linked to the agenda. IV. General Public Comment There being no comments, Mr. Crosland continued with the agenda. V. Consent Motions Mr. Barber moved for consent approval of the following item: ➢ 111 Live Oak Drive - Survey 6244/ Historic (TMS# 5171500058) Ms. Shaw seconded the motion. All in favor. Business- A. 320 McCants Drive - Survey 6085/ Non-Historic (TMS# 5320500204) Applicant is seeking Final Approval for pool and fencing. Deferred from previous meeting Ms. Miller reviewed the request with the Commission. Ms. Katie Duncan, Landscape Architect, reviewed the request with the Commission. Ms. Shannon Lofton, owner, stated that they would like to provide a safe place for their children to play. Mr. Andrew Lofton, owner, stated that their children’s safety while playing is their main concern and would like to have an enclosed space for them to play. He stated that the adjoining neighbors submitted letters in favor Mr. Brian Pazdziorny, 3695 Shutesbury Street, stated that he works for Aquatica Pools and helped with the design of the pool. He stated that the pool is designed low to the ground and will not be seen from the street. There being no other public comments, Mr. Crosland moved to Commission questions. Ms. Miller offered as rebuttal that the guidelines states that ideally the pool should be in the rear yard, with the Commission having purview over setbacks. Ms. Duncan suggested that with approval of the garage, the orientation of the property has been determined. She suggested that a detached garage would not normally be allowed in the front yard with a six foot setback. The Commission moved to comments and deliberation of the request. Mr. Barber moved for approval of the fence based on Fences and Walls #8, and denial of the pool based on Decks and Pools #4 that states that the streetscape should not be negatively impacted. Mr. Crosland seconded the Historic District Preservation Commission January 9, 2023 Page 3 of 7 motion. Motion passed on a 3 to 1 vote with Mr. Barber, Mr. Gallogly and Mr. Crosland in favor; Ms. Shaw opposed. B. 111 Live Oak Drive - Survey 6244/ Historic (TMS# 5171500058) Applicant is seeking Final Approval for siding and window replacement. This item was approved by consent. C. 208 Middle Street - Survey 6015/ Non-Historic (TMS# 5320900028) Applicant is seeking Preliminary Comment for full demolition with new construction of a primary and accessory structure and pool. Ms. Miller reviewed staff comments with the Commission. Ms. Liz Stanton reviewed the request with the Commission. Mr. Warren Player, 10 Pierates Cruz, stated that he has reviewed the plans and walked the site. He stated that proposed orientation aligns with the house a few houses down. He suggested that the proposed design would be an improvement to the neighborhood. Ms. Alice Ann Richter, 214 Middle Street, suggested that the apartment is an eyesore and should be removed. She suggested that an arborist report should be submitted prior to allowing removal of the trees. She expressed concern with drainage and that it could affect her property. She suggested that the house seems forward from other homes on the street and would be incongruous with the streetscape. Mr. Todd Beals, 202 Middle Street, expressed concern with the shared easement and shared driveway and how this will affect access. He also expressed concern with drainage and ensuring that there is no runoff to surrounding properties. Joseph Serato, 214 Middle Street, expressed concern with the drainage, particularly the close proximity of the proposed house to the property line and their home. Ms. Stefany Beals, 202 Middle Street, discussed whether there will be a fence located due to the easement. She stated that their irrigation system Historic District Preservation Commission January 9, 2023 Page 4 of 7 controls the irrigation for 208 Middle Street. She expressed concern with tree removal and asked that as many trees be preserved as possible. There being no further comments, Mr. Crosland moved to Commission questions. Mr. Daniel Lee, owner, reviewed the tree removal with the Commission and stated that those proposed for removal are in severe decline. He stated that per the stormwater guidelines, they must contain the drainage on their site. He suggested that the placement of the home is the best position for the site and not “overcrowding” the neighbors. Mr. Crosland closed public comment and provided comments on the project. D. Vacant Lot (Lot 25-A) – No Survey / Non-Historic, Royall Avenue (TMS# 5320900251) Applicant is seeing Final Approval for new construction, accessory structure, and pool. Ms. Miller reviewed staff comments with the Commission. Ms. Liz Stanton reviewed the application with the Commission. There being no comments, Mr. Crosland moved to questions. Mr. Phil Clarke suggested that the parking could be moved to the left-hand side and if amenable the request approved with that contingency. He suggested that the site plan could possibly be adjusted to better accommodate the parking more to the rear. The Commission discussed if this could be done and that a site plan showing the exact location of the parking would be needed. Mr. Crosland suggested that an updated site plan would be needed in order to see the exact location of the driveway. Ms. Miller stated that based on the discussion, the current request could be denied in order for the applicant to restudy and change the site plan for resubmittal. The changes to the site plan would probably constitute a Historic District Preservation Commission January 9, 2023 Page 5 of 7 substantial change and therefore the one year waiting period after a denial could be waived. Ms. Shaw moved for denial as the parking does not conform to the guidelines. Mr. Crosland seconded the motion. All in favor. E. 734 Pitt Street - Survey 5957/ Historic (TMS# 5320900071) Applicant is seeking Final Approval for an addition, fencing, and hardscaping. Ms. Miller reviewed staff comments with the Commission. Ms. Jaclyn Curtis, architect, reviewed the request with the Commission. There being no comments, Mr. Crosland moved to Commission questions. Ms. Curtis asked to have Commission approval on the condition that the fence is adjusted to meet the guidelines with final approval by staff. Mr. Crosland closed public comment. Mr. Crosland moved for conditional approval with the applicant to adjust the fence to meet the guidelines and final approval by staff. Mr. Barber seconded the motion. All in favor. F. 117 Hyer Street – Survey 6076 / Non-Historic (TMS # 5320900060) Applicant is seeking Preliminary Comment for partial demolition, addition, and hardscaping. Kate reviewed staff comments with the Commission. Mr. Collin Cook reviewed the request with the Commission. There being no comments, Mr. Crosland moved to Commission questions. Mr. Cook stated that he appreciates the points brought up by the Commission and will take them into consideration when moving forward with this project. The Commission provided comments. G. 926 Pitt Street – No Survey / Non-Historic (TMS# 5321300051) Applicant is seeking Preliminary Comment for driveway replacement and hardscaping. Ms. Miller reviewed staff comments with the Commission. She stated that applicant notified staff that they would not in attendance. She recommended that the Commission provides comments on the project. There being no comments, Mr. Crosland closed public comment. VII. Staff Approvals A. 11 Pierates Cruz - Survey 6071/ Non-Historic (TMS# 5320900017) Alterations to previously approved plans. B. 109 Friend Street - Survey 4230/ Non-Historic (TMS# 5320500068) Alteration to previously approved plans. C. 124 Mary Street - Survey 6253/ Historic (TMS# 5171500075) Roof replacement. VIII. Discussion and Action of Changes to Design Guidelines Ms. Miller reviewed proposed changes with the Commission. She asked that any additional changes be forwarded to staff to be incorporated in the draft for the next meeting. IX. Action on Chair and Vice Chair elections Mr. Gallogly moved for deferral. Mr. Crosland seconded the motion. All in favor. X. Action on 2023 Rules of Procedure Mr. Barber moved for approval of the Rules of Procedure. Ms. Shaw seconded the motion. All in favor.
