TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION JANUARY 5, 2023 MINUTES Present: Deborah Sutherland, Chair, Courtney Theis, Danielle Cox, Pamela Gabriel, William Hine. Absent: Brian Blalock, Gibson Hopper. Staff: Peter Stone, Lynnette Lynes Ms. Sutherland called the meeting to order at 8:03 am. I. Approval of Agenda Ms. Cox moved for approval of the agenda. Ms. Theis seconded the motion. All in favor. II. Approval of December 8, 2022 Minutes Ms. Gabriel moved for approval of the minutes. Ms. Theis seconded the motion. All in favor. III. Public Comment There being no comments, Ms. Sutherland continued with the agenda. IV. Staff Update Mr. Stone provided an update for the Commission. V. Presentation and Action on Christ Church Lines text for Liberty Hill Farms This item was deferred by the applicant. VI. Committee Action Items A. Organization and Administration Committee 1. Update and Action on Budget Ms. Theis reviewed the budget with the Commission. Historical Commission January 5, 2023 Page 2 of 3 Ms. Cox moved for approval of the Black History Month events budget for up to $3,550. Ms. Gabriel seconded the motion. All in favor. 2. Discuss and Vote on Commission Directory Ms. Theis and Ms. Cox stated that the directory is completed. Ms. Cox moved to add the directory to the website. Ms. Theis seconded the motion. All in favor. 3. Discussion and Vote on Proposed Marker Program Ms. Theis updated the Commission on the historic marker program procedures. The Commission agreed to defer this to the next meeting. B. Historical Markers and Interpretation Committee Ms. Gabriel updated the Commission on work of the historical markers. The Commission agreed to defer this to the next meeting for further discussion on whether to have an interpretive sign for the Phillips Community in addition to the historical marker. C. Special Collection and Research Committee The Commission agreed to defer this to the next meeting. D. Tourism and Community Outreach Committee This item was deferred to the next meeting. E. Marketing Committee Ms. Cox stated that there was no update. The Commission asked for a report on the QFF statistics for the next meeting. Historical Commission January 5, 2023 Page 3 of 3 F. Black History Month Committee 1. Update and Action on Black History Month events Mr. Hine updated the Commission on the BHM events. He stated that they are working on additional advertising through public service announcements and other organizations such as the Convention and Visitors Bureau. VII. Action on Chair and Vice Chair elections The Commission voted for Debbie Sutherland as chair and Courtney Theis as vice-chair by secret ballot. VIII. Action on 2023 Rules of Procedure (Bylaws) The Commission reviewed the rules of procedure. Ms. Cox moved for approval of the rules of procedure. Ms. Theis seconded the motion. All in favor. IX. Discussion of Next Month’s Agenda Items The Commission agreed that the following issues should be included on next month’s agenda: ➢ Vote on Phillips Community historical marker ➢ Christ Church Line marker ➢ Historical marker procedures ➢ Report on QFF statistics ➢ Black History Month ➢ Discussion of new memorial procedures ➢ Budget ➢ Report from intern There being no further business, the meeting adjourned at 8:39 am.
