TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION DECEMBER 12, 2022 MINUTES Staff Report Present: Gene Gallogly, Louisa Montgomery, Robert Crosland, Anne Shaw. Absent: Corey Barber (excused) Staff: Kristen Forbus, David Pagliarini, Lynnette Lynes Ms. Montgomery called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes November 12, 2022 Meeting Mr. Crosland moved for approval of the minutes. Mr. Gallogly seconded the motion. All in favor. III. Correspondence IV. General Public Comment There being no correspondence or comments, Ms. Montgomery continued with the agenda. V. Consent Motions Mr. Gallogly moved for consent approval of the following items: ➢ 110 Pitt Street- Survey 5937/ Historic (TMS# 532-01-00-088) Applicant is seeking Final Approval for addition, elevator, hardscaping, and accessory structure. ➢ 123 Pitt Street- Survey 5930/ Historic (TMS# 532-01-00-083) Applicant is seeking Final Approval for chair lift. ➢ 135 Hibben Street- Survey 6229/ Historic (TMS# 532-01-00-007) Applicant is seeing Final Approval for elevator. Ms. Shaw seconded the motion. All in favor. VI. Business- Staff Report a. 110 Pitt Street- Survey 5937/ Historic (TMS# 532-01-00-088) Applicant is seeking Final Approval for addition, elevator, hardscaping, and accessory structure. This item was approved by consent. b. 320 McCants Drive- Survey 6085/ Non-Historic (TMS# 532-05-00-204) Applicant is seeking Final Approval for pool and fencing Ms. Forbus reviewed staff comments with the Commission. Ms. Katie Duncan, designer, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Crosland moved for denial based on the pool not meeting guidelines as it is not located in an inconspicuous location. Mr. Gallogly seconded the motion. Mr. Crosland withdrew his motion. Mr. Gallogly withdrew his second. Mr. Crosland moved for deferral of the request. Ms. Montgomery seconded the motion. All in favor. Mr. Crosland moved for clarification from legal staff on how a front yard and side yard are determined as well as verification that the proposed height of the fence at the corner of Royall Ave and McCants Ave will not cause a site distance issue. Ms. Montgomery seconded the motion. All in favor. c. 305 McCants Drive - Survey 6083/ Historic (TMS# 532-09-00-079) Applicant is seeking Preliminary Comment for addition. Ms. Forbus reviewed staff comments with the Commission. Historic District Preservation Commission December 12, 2022 Page 3 of 4 Ms. Linda Balzac, architect reviewed the request with the Commission. The Commission provided comments for the applicant. d. 123 Pitt Street- Survey 5930/ Historic (TMS# 532-01-00-083) Applicant is seeking Final Approval for chair lift. e. 135 Hibben Street- Survey 6229/ Historic (TMS# 532-01-00-007) Applicant is seeing Final Approval for elevator. f. 103 Carr Street- Survey 6107/ Historic (TMS# 532-05-00-054) Applicant is seeking Final Approval for roof color change. These items were approved by consent. VII. Staff Approvals a. 420 Church Street- Survey 4250/ Non-Historic (TMS# 532-01-00-096) Replacement of siding to match existing. b. 915 Royall Avenue- Survey 5982/ Non-Historic (TMS# 532-13-00-062) Replacement of fence. c. 416 Church Street- Survey 6194/ Non-Historic (TMS# 532-01-00-097) Minor hardscaping. d. 206 Live Oak Drive- Survey 6235/ Historic (TMS# 517-15-00-031) Rebuild of fencing. e. 924 Pitt Street- Survey 6266/Non-Historic (TMS# 532-13-00-053) Alteration of previously approved pool. VIII. Discussion and Action of Changes to Design Guidelines Ms. Forbus reviewed the draft changes with the Commission. The Commission agreed that the definition of front and side yard should be changed. The Commission agreed that pools should not be seen from the right-of- way. Commission Training and Discussion of Procedure Mr. Pagliarini reviewed training and procedures with the Commission. X.
