Staff Report
Present: Robert Crosland, Vice-chair, Gene Gallogly, Anne Shaw, Corey Barber.
Staff: Kate Miller, Kara Browder, James Ward, Lynnette Lynes
Mr. Crosland called the meeting to order at 5:00 pm.
I. Approval of Agenda
Mr. Gallogly moved for approval of the agenda. Mr. Crosland seconded the
motion. All in favor.
II. Approval of Minutes January 9, 2023 Meeting
Ms. Shaw moved for approval of the minutes. Mr. Gallogly seconded the
motion. All in favor.
III. Correspondence
All correspondence received was hyperlinked and distributed to the Commission.
IV. General Public Comment
There being no comments, Mr. Crosland continued with the agenda.
V. Consent Motions
Ms. Shaw moved for consent approval of the following items:
➢ 200 Hibben Street - Survey 6217 / Historic (TMS# 5171500088) Applicant
is seeking Final Approval for demolition of a shed, new accessory structure
(pool), fencing, and hardscaping.
➢ 415 Church Street - Survey 6202/ Historic (TMS# 5320100069) Applicant
is seeking Final Approval for new replacement windows.
➢ 922 Pitt Street - Survey 5972/ Historic (TMS# 5321300054) Applicant is
seeking Final Approval for fencing and hardscaping.

These items were approved by consent.
c. 223 Pitt Street –Survey 5923 / Historic (TMS# 5320100038) Applicant is
seeing Final Approval for hardscaping, parking pad, and driveway apron.
Ms. Miller reviewed staff comments with the Commission.
Mr. Keb Ballard, designer, reviewed the request with the Commission.
Ms. Linda Balzac, 422 Hobcaw Dr, stated that when she worked on
renovations for this home, the owner desired to remove the additional
concrete. She suggested that it would soften the landscape and would be an
improvement to the home.
Mr. Crosland closed public comment and moved to deliberation.
Mr. Crosland moved for denial based on the plans not meeting Sidewalks,
Driveways, and Streets #4 and #10. Mr. Barber seconded the motion. All in
favor.

d. 922 Pitt Street - Survey 5972/ Historic (TMS# 5321300054) Applicant is
seeking Final Approval for fencing and hardscaping.
This item was approved by consent.
e. Vacant Lot (Lot 25-A on Royall Ave) – No Survey / Non-Historic (TMS#
5320900251) Applicant is seeing Final Approval for new construction,
accessory structure, and pool.
Ms. Miller reviewed staff comments with the Commission.
Ms. Liz Stanton, architect, reviewed the request with the Commission.
There being no comments, Mr. Crosland moved to Commission questions.
Mr. Crosland closed public comment.
Mr. Gallogly moved for approval with condition that windows will be 2/2
as stated in the presentation. Mr. Crosland seconded the motion. All in favor.
f. 506 Pitt Street –Survey 5945/ Non-Historic (TMS# 5320500046)
Applicant is seeking Final Approval for partial demolition and
addition/renovation.
This item was approved by consent.
g. 208 Middle Street - Survey 6015/ Non-Historic (TMS# 5320900028)
Applicant is seeking Final Approval for full demolition with new
construction of a primary and accessory structure and pool.
Ms. Miller reviewed staff comments with the Commission.
Ms. Liz Stanton, architect, reviewed the request with the Commission.

Ms. Miller reviewed staff comments with the Commission.
Mr. Mark Regalbuto, architect reviewed the request with the Commission.
There being no public comment, Mr. Crosland moved to Commission
questions.
Mr. Crosland closed public comment.
Mr. Crosland moved for approval with the condition that it meets the
design guidelines. Mr. Barber seconded the motion. All in favor.
j. 117 Hyer Street – Survey 6076/ Non-Historic (TMS # 5320900060)
Applicant is seeking Final Approval for partial demolition, an
addition/renovation, and hardscaping.
This item was approved by consent.
k. 317 Bennett Street – Survey 6129/ Historic (TMS # 5320100025)
Applicant is seeking Final Approval for an addition.
Ms. Miller reviewed staff comments with the Commission.

Mr. William Taylor, 309 Bennett, stated that he has spoken with the
owners regarding privacy and the possibility of being able to overlook their
property. He stated that the owners have agreed to keep the shutters closed
for the windows facing their property. He also asked that the magnolia tree
be preserved as it provides shade and additional screening.
Mr. Crosland closed public comment.
Mr. Gallogly moved for approval with the condition that the cable railings
are eliminated and replaced with railing that conforms with the guidelines,
windows existing in historic portion to be true divided light, the porch addition
on the harbor side is approved, the pervious driveway material to be approved
by staff, windows on non-historic portion to be single divided light, house will
be located eight feet from the property line instead of seven feet, and approval
of the false window as presented. Mr. Barber seconded the motion. All in
favor.

VIII. Discussion and Action of Changes to Design Guidelines
Ms. Miller reviewed the changes with the Commission.
The Commission reviewed additional changes to the guidelines.
Mr. Crosland moved for approval of the proposed changes subject to legal
review. Mr. Gallogly seconded the motion. All in favor.

IX. Action on Chair and Vice Chair elections
the Commission voted Mr. Crosland as chair and Mr. Gallogly as vice-chair by
secret ballot.
X. Discussion of Items for Next Agenda
The Commission agreed to add the following items to the agenda for the next
meeting:
➢ Update on upgrading Town-owned fences.
➢ Discussion on adherence of guidelines and enforcement in relation to
approval of COA
There being no further business, the meeting adjourned at 7:15 pm.
