HISTORICAL COMMISSION
FEBRUARY 16, 2023
MINUTES
Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox,
Pamela Gabriel, William Hine, Gibson Hopper.
Staff: Kate Miller, Lynnette Lynes
Ms. Sutherland called the meeting to order at 8:04 am.
I. Approval of Agenda
Ms. Gabriel moved for approval of the agenda. Ms. Cox seconded the motion.
All in favor.
II. Approval of January 5, 2023 Meeting Minutes
Mr. Hopper moved for approval of the minutes. Mr. Blalock seconded the
motion. All in favor.
III. Public Comment
Mr. Brett Bennett, 131 Hibben St, member of the SC American Revolution
Sesquicentennial Commission, spoke regarding commemoration of the 250-year
anniversary of Revolution. He stated that they are supporting the national
association committees and asked that the Commission consider sponsoring events
for the commemoration being held in June and July. He also suggested that the
Commission could consider holding events to commemorate the Revolution. He
stated that there are some grants available for programming.
There being no further comments, Ms. Sutherland continued with the agenda.
IV. Staff Update
Ms. Miller reviewed the staff update with the Commission.
V. Presentation and Action on Christ Church Lines text for Liberty Hill Farms
Ms. Beth Gantt reviewed the proposed text and location of the signage for the
Commission via telephone conference.

The Commission agreed to have the Historical Marker Committee work on any text
recommendations or changes and bring back to the Commission for approval.
VI. Discussion of recent ordinance change
Ms. Sutherland reviewed the ordinance change for markers and memorials that
expanded the Commission’s duties.
VII. Committee Action Items
A. Organization and Administration Committee
1. Update and Action on Budget
Ms. Theis reviewed the budget with the Commission.
2. Discussion and Vote on Proposed Marker Program
Ms. Theis reviewed the proposed marker program document with
the Commission.
Mr. Hopper moved to defer approval of the proposed marker
program procedures to next month. Mr. Blalock seconded the motion.
All in favor.
B. Historical Markers and Interpretation Committee
1. Discuss replacement Phillips Marker and vote on future markers
Ms. Gabriel reviewed the text with the Commission.
The Commission agreed to defer to receive input from the Phillips
Community.
Ms. Cox moved for approval of the Phillips marker text to be
completed for this fiscal year. Ms. Theis seconded the motion. All in
favor.

2. Intern report
Ms. Miller reviewed the intern report with the Commission.
C. Special Collection and Research Committee
Mr. Hopper stated he has no additional information.
D. Tourism and Community Outreach Committee
Mr. Blalock stated that a final report from Mr. Bostic should be completed
and presented at the next meeting. He reminded the Commission that the
Blessing of the Fleet Festival will be held in April.
Mr. Blalock suggested that switching to QR codes as opposed to using the NFC
codes might be more beneficial and asked if a report on the usage of the NFC
codes could be provided at the next meeting.
Mr. Blalock left at this time (9:17 am).
E. Marketing Committee
Ms. Cox updated the Commission on the Instagram postings and the Quick
Fact Friday postings.
Ms. Miller stated that the statistics for January significantly increased and
attributed the increase to the quality and quantity of postings.
F. Black History Month Committee
1. Update and Action on Black History Month events
Mr. Hine updated the Commission on the events scheduled for Black
History Month.
Mr. Hine moved for approval of the budget for the Black History
Month series up to $4,000. Ms. Theis seconded the motion. All in favor.

VIII. Discussion of Next Month’s Agenda Items
The Commission agreed that the following items should be included on next
month’s agenda:
➢ Review and action on Christ Church Line text for Liberty Farms
➢ Further discussion on SC 250 commemoration of the American Revolution
➢ Update and action on Budget
➢ Report from Battleground Trust
➢ Blessing of the Fleet
➢ Discussion and action on Addition of QR codes to signage versus NFC codes
➢ Further discussion of ordinance change regarding the Commission’s
responsibilities
➢ Discussion and possible action on plaque to commemorate Thomasena
Stokes-Marshall
➢ Discussion and possible action on Phillips Community marker
➢ Intern report
➢ Black History Month report
There being no further business, the meeting adjourned at 9:27 am.
