TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION MARCH 9, 2023 MINUTES Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox, Pamela Gabriel, William Hine, Gibson Hopper. Staff: Kate Miller, Lynnette Lynes Ms. Sutherland called the meeting to order at 8:03 am. I. Approval of Agenda Ms. Cox moved for approval of the agenda. Ms. Theis seconded the motion. All in favor. II. Approval of February 16, 2023 Meeting Minutes Ms. Cox moved for approval of the minutes. Mr. Hopper seconded the motion. All in favor. III. Public Comment There being no comments, Ms. Sutherland continued with the agenda. IV. Staff Update Ms. Miller reviewed the staff update with the Commission. V. Presentation and Action on Christ Church Lines text for Liberty Hill Farms Ms. Miller stated that there is no update and should be deferred to next month. The Commission agreed to defer this to next month. VI. Discuss Recent Ordinance Change Ms. Miller reviewed the new ordinance on monuments and memorials with the Commission. Historical Commission March 9, 2023 Page 2 of 4 The Commission asked for a flow chart outlining the approval process for next month’s meeting. VII. Discuss SC 250 Presentation Ms. Miller reviewed the information with the Commission. The Commission received this as information. VIII. Committee Action Items A. Organization and Administration Committee Ms. Theis reviewed the budget with the Commission. She suggested that name badges be ordered for the Commission members. The Commission agreed that name badges should be ordered. 1. Discussion and Action on Proposed Marker Program Ms. Theis reviewed the proposed marker program information with the Commission. Ms. Cox moved for deferral of the marker program changes to the next meeting. Ms. Theis seconded the motion. All in favor. B. Historical Markers and Interpretation Committee Ms. Gabriel reviewed the markers with the Commission. Ms. Theis stated that she would reach out to her contacts regarding the I’On marker. 1. Discuss proposed Phillips Marker Text Ms. Gabriel reviewed the draft text with the Commission. The Commission agreed to defer to the next meeting in order to add text on historic designation. Historical Commission March 9, 2023 Page 3 of 4 C. Special Collection and Research Committee There being no update, Ms. Sutherland continued with the agenda. D. Tourism and Community Outreach Committee 1. Discuss French/Spanish Invasion update Mr. Blalock updated the Commission on the project and stated that a final document should be soon completed by Mr. Bostic. 2. Discussion and Action on Blessing of the Fleet Mr. Blalock stated that he will not be able to attend the event and asked if other Commission members could help manning the tent. Mr. Blalock moved for approval of up to $150 for expenditures for the Blessing of the Fleet event. Mr. Hopper seconded the motion. All in favor. 3. Discuss QR codes versus NFC labels for historical markers Mr. Blalock discussed using QR codes rather than the NFC labels. He suggested that using QR codes rather than the NFC labels might be more user friendly. The Commission agreed that this should be considered and further discussed at next month’s meeting. E. Marketing Committee Ms. Cox stated that the focus of this month QFF topics has been on Women’s history. F. Black History Month Committee Mr. Hine recapped the Black History month events with the Commission. Historical Commission March 9, 2023 Page 4 of 4 IX. Discussion of Next Month’s Agenda Items The Commission agreed to discuss the following items at next month’s meeting. ➢ Discuss oral history consultant ➢ Presentation and Action on Christ Church Lines text for Liberty Hill Farms ➢ Further discussion on the new ordinance for monuments and memorials ➢ Discuss SC 250 Presentation ➢ Action on use of Remaining Budget ➢ Action on Proposed Marker Program information ➢ Discuss proposed Phillips Marker Text ➢ Discuss French/Spanish Invasion update ➢ Discuss QR codes versus NFC labels for historical markers ➢ Discussion and possible action for Blessing of the Fleet There being no further business, the meeting adjourned at 9:10 am.
