Staff Report
Present: Robert Crosland, Chair, Gene Gallogly, John Hackenberg
Absent: Corey Barber.
Staff: Kate Miller, Kara Browder, James Ward, Bryan Hankinson, John Farrell,
Lynnette Lynes
Mr. Crosland called the meeting to order at 5:02 pm.
I. Approval of Agenda
Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the
motion. All in favor.
II. Approval of Minutes March 13, 2023 Meeting
Mr. Gallogly moved for approval of the minutes. Mr. Crosland seconded the
motion. All in favor.
III. Correspondence
IV. General Public Comment
There being no correspondence or public comment, Mr. Crosland continued with
the agenda.
V. Consent Motions
Mr. Crosland moved for consent approval of the following items:
➢ 310 Bennett Street – Survey 6155 / Historic (TMS# 5320100059) Final
Approval for replacement and repair of porch and foundation elements.
➢ 753 Pitt Street – Survey 5902 / Historic (TMS# 5320900046) Final Approval of
driveway installation.
➢ 713 Royall Avenue – Survey 5989 / Non-Historic (TMS# 5320900091) Final
Approval for alteration to previously approved plans to change to arched
doorways.
Mr. Gallogly seconded the motion. All in favor.

VI. Business
A. 223 Pitt Street – Survey 5923 / Historic (TMS# 5320100038) Final
Approval for partial demolition, hardscaping, and parking pad.
Mr. Keb Ballard, architect, reviewed the request with the Commission.
Ms. Linda Balzac, 422 Hobcaw Drive, suggested that according to the
ordinance, the proposed parking would be on the side yard and that the
amount of concrete is being reduced. She suggested that the reduction of
concrete would make it look softer and would be less obtrusive.
Mr. Ballard suggested that the parking is on the side or rear yard.
There being no comments, Mr. Crosland closed public comment.
Mr. Crosland moved for approval as submitted. Mr. Gallogly seconded the
motion. All in favor.
B. 310 Bennett Street – Survey 6155 / Historic (TMS# 5320100059) Final
Approval for replacement and repair of porch and foundation elements
This item was approved by consent.
C. 448 Church Street – Survey 6190 / Historic (TMS# 5320100091)
Preliminary Approval for partial demolition, addition and new accessory
structure.
Ms. Browder and Ms. Miller reviewed staff comments with the
Commission.
Ms. Linda Balzac, architect, reviewed the request with the Commission.
The Commission provided comments on the project.

Final Approval for alteration to previously approved plans to change to
arched doorways.
This item was approved by consent.
E. 826 Pitt Street – Survey 5964 / Non-Historic (TMS# 5320900064) Final
Approval for alteration to previously approved plans for material
change for foundation and chimneys.
Ms. Miller reviewed staff comments with the Commission.
Mr. Darrell Smith reviewed the request with the Commission.
There being no comments, Mr. Crosland moved to Commission questions.
Mr. Crosland closed public comment.
Mr. Gallogly moved for approval. Mr. Crosland seconded the motion. All
in favor.
F. 713 Royall Avenue – Survey 5989 / Non-Historic (TMS# 5320900091)
Final Approval for alteration to previously approved plans to change to
arched doorways.
This item was approved by consent.
VII. Staff Level Approvals
A. 320 Bennett Street – Survey 6156 / Non-Historic (TMS# 5320100240)
Fencing.
B. 125 Pitt Street – Survey 5929 / Historic (TMS# 5320100084) Rear
elevation change.
VIII. Discuss enforcement/collaboration with Building Services
Ms. Miller reviewed the procedural changes for final approvals with the
Commission. She stated that a separate final inspection will be completed by PLAN
staff in addition to the Building Inspections final approval.

IX. Discussion of Items for Next Agenda
The Commission agreed to add the following items to next month’s agenda:
➢ Update on enforcement and collaboration with Building Services.
➢ Update on Legal Review of Design Guidelines
There being no further business, the meeting adjourned at 5:52 pm.
