TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION MAY 8, 2023 MINUTES STAFF REPORT Present: Robert Crosland, Chair, Gene Gallogly, Corey Barber. Absent: John Hackenberg (excused) Staff: Kate Miller, Kara Browder, James Ward, Lynnette Lynes Mr. Crosland called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Barber moved for approval of the agenda. Ms. Gallogly seconded the motion. All in favor. II. Approval of Minutes Mr. Gallogly moved for approval of the minutes. Mr. Barber seconded the motion. All in favor. III. Public Comment IV. General Correspondence V. Consent Motions There being no comments, correspondence, or consent motions, Mr. Crosland continued with the agenda. VI. Business - A. 517 Royall Avenue – Survey 5996 / Non-Historic (TMS# 5320500070) Preliminary Review for addition of covered front porch and rear screened porch. Ms. Browder reviewed the request with the Commission. Mr. Tyler Smyth, architect, reviewed the request with the Commission. The Commission provided comments for the applicant. B. 109 Center Street – Survey 6059 and 6059.01/ Non-Historic (TMS# 5321300001) Preliminary Review for demolition, new construction, accessory structure and pool. Ms. Miller reviewed staff comments with the Commission. Ms. Kate Campbell, Beau Clowney Architects, reviewed the request with the Commission. Mr. Crosland moved to approve submission of additional information from the applicant. Mr. Gallogly seconded the motion. All in favor. Mr. Henry West, 116 Center St, expressed concern with encroachment of the setbacks. He suggested hat the restriction of the setbacks is what helps maintain the character of the neighborhood. He expressed concern with the massing of the proposed structures. He expressed concern with the view corridors being changed along the harbor with the proposed structures. He suggested that the openness of the areas along the harbor and streets should be preserved. Mr. Dave King, Center Street, expressed concern with a wall being built as part of the proposed development. He suggested that this would be out of character of the neighborhood. Mr. Warren Player, 10 Pierates Cruz, suggested that the subdivision is being done to subvert the guidelines and requirements. He suggested that the structure facing Middle Street is essentially a garage. He suggested that there are several setback encroachments that would be needed for the proposed structures. He suggested that the design should be reconsidered. Historic District Preservation Commission May 8, 2023 Page 3 of 5 Mr. Jim Calhoun, 106 Center St, expressed concern with the parking on the side of the proposed structure on future parcel A, and that the massing of the structure is not in character. He suggested that the parking should be reconfigured so that it i Mr. Mac Jenkinson, 809 Pitt Street, suggested that the proposed structures are in character of the neighborhood. He suggested that the home should not be closer to the harbor. He suggested that this is one of the larger lots in the historic district. There being no further comments, Mr. Crosland continued to Commission questions. Ms. Campbell and Mr. Peter Arduini provided a 3 minute applicant response regarding this project. Ms. Miller provided a 3 minute staff response. Mr. Crosland closed public comment and moved to Commission comments. The Commission provided comments for the applicant. C. 121 Live Oak Drive – Survey 6245 / Historic (TMS# 5171500060) Preliminary Review for demolition, renovation, and addition. Ms. Miller reviewed staff comments with the Commission. Ms. Kate Campbell, architect, reviewed the request with the Commission. There being no public comment, Mr. Crosland continued to Commission questions. Mr. Crosland closed public comment and moved to Commission comments. The Commission provided comments for the applicant. D. 226 Middle Street – No Survey / Non-Historic (TMS# 5320900026) Final Review for addition, fencing, and driveway Ms. Miller reviewed staff comments with the Commission. Mr. Crosland closed public comment and moved to Commission questions. Mr. Smith and Ms. Polk provided a 3 minute response to the Commission. Mr. Crosland closed comments and moved to deliberation. Mr. Crosland moved for approval. Mr. Gallogly seconded the motion. All in favor. E. 245 Bennett Street – Survey 6136 / Historic and 6136.01/ Non-Historic (TMS# 5320100016) Final Review for relocation of pool, modification of exterior stair, and construction of pavilion Ms. Browder reviewed staff comments with the Commission. Mr. Ryan Smith, architect, reviewed the request with the Commission. Mr. Crosland moved to approve submission of additional information from the applicant. Mr. Gallogly seconded the motion. All in favor. There being no comments, Mr. Crosland closed public comment. Mr. Smith provided a 3 minute response and Ms. Miller provided a 3 minute response for the Commission. There being no more comments, Mr. Crosland moved to deliberation. Mr. Crosland moved for approval. Mr. Gallogly seconded the motion. All in favor. VII. F. 948 Pitt Street – Survey 5975 / Non-Historic (TMS# 5321300047) Artificial turf in the rear yard. G. 931 Pitt Street – Survey 6282 / Non-Historic (TMS# 5321300027) Hardscaping. H. 313 King Street – Survey 6116 and 6116.01 / Non- Historic (TMS# 5320500199) Roof replacement with the same material. VIII. Update on Enforcement Ms. Miller stated that staff continues to work with Building Inspections on final inspections and addressing any deviations or violations. She stated that staff now requires pictures of completion of minor work. IX. Update on Design Guidelines Mr. Ward stated that there are a few minor changes that need to be made to the Design Guidelines and that the revised Design Guidelines will be able to be implemented next month. X. Discussion of Items for Next Agenda The Commission agreed that there should be discussion on front of house and front yard setbacks.
