HISTORICAL COMMISSION
MAY 11, 2023
MINUTES
Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox,
Pamela Gabriel, William Hine, Gibson Hopper.
Staff: Kate Miller, Lynnette Lynes
Ms. Sutherland called the meeting to order at 8:08 am.
I. Approval of Agenda
Ms. Cox moved for approval of the agenda. Mr. Hopper seconded the motion.
All in favor.
II. Approval of April 13, 2023 Meeting Minutes
Ms. Cox moved for approval of the minutes. Ms. Theis seconded the motion. All
in favor.
III. Public Comment
There being no comments, Ms. Sutherland continued with the agenda.
IV. Staff Update
Ms. Miller reviewed the staff update with the Commission.
V. Presentation and Action on Christ Church Lines text for Liberty Hill Farms,
Sign 1 and 2
Ms. Cox moved for deferral. Mr. Blalock seconded the motion. All in favor.
VI. Discuss Recent Ordinance Change
Ms. Miller reviewed the new memorial program approval process with the
Commission and stated that a draft flow chart would be sent to the Commission for
review.

VII. Committee Action Items
A. Organization and Administration Committee
1. Discussion and Action on Proposed Marker Program
Ms. Theis reviewed the marker program document with the
Commission. She stated that this would be an informational, internal
procedural document for the Commission to utilize. She stated that the
changes would be made and brought back next month.
Ms. Theis moved for deferral to the next meeting to make changes
and corrections. Ms. Cox seconded the motion. All in favor.
2. Update and action on budget
Ms. Theis reviewed the available fiscal year funds with the
Commission.
B. Historical Markers and Interpretation Committee
Ms. Gabriel reviewed the staff report with the Commission.
1. Discussion and action on proposed Phillips Marker Text
Ms. Gabriel updated the Commission on the proposed marker text.
Mr. Hine moved for approval of the Phillips Marker text with the
understanding that changes would be made for inclusion of the historic
designation. Mr. Blalock seconded the motion. All in favor.
2. Discussion and Action on prioritizing historically Black schools in
Mount Pleasant for future historical markers
Ms. Miller stated that Ms. Jeanette Lee has requested future
markers for historic Black schools.
Ms. Cox moved for approval of completing markers for historic Black
schools, with these markers having priority. Mr. Blalock seconded the
motion. All in favor.

C. Special Collection and Research Committee
1. Discussion and action oral history program
Mr. Hopper updated the Commission on candidates for oral
histories.
Mr. Hopper moved for approval to reach out to the four candidates
for oral histories. Ms. Cox seconded the motion. All in favor.
2. Discussion and action on proposed internship for History Room
Ms. Miller updated the Commission on work that still needs to be
completed for the History Room and the possibility of hiring an intern
for the new fiscal year.
Mr. Hopper moved for approval of an intern position for the History
Room. Ms. Gabriel seconded the motion. All in favor.
D. Tourism and Community Outreach Committee
1. Discuss French/Spanish Invasion update—No Update
2. Discussion and action on QR codes versus NFC labels for historical
markers
Mr. Blalock asked for deferral in order to bring back cost estimates
for installation of QR codes to replace the NFC labels.
Mr. Blalock moved for deferral. Ms. Cox seconded the motion. All in
favor.
E. Marketing Committee
Ms. Cox updated the Commission on the Instagram account. She stated
that she continues the postings for Instagram and Quick Fact Fridays.
F. Black History Month Committee—No update

VIII. Discussion and action on meeting in June
The Commission discussed cancellation of the June meeting.
Mr. Hopper moved to reschedule the June 8th meeting to June 22nd. Ms. Theis
seconded the motion. All in favor.
IX. Discussion of Next Month’s Agenda Items
Ms. Cox moved for approval of the following items to be included on next
month’s agenda:
➢ Presentation and Action on Christ Church Lines text for Liberty Hill Farms,
Sign 1 and 2
➢ Discussion and Action on Proposed Marker Program
➢ Discussion on FY2024 budget
➢ Discussion and possible action on cleaning of Historical markers
➢ Discussion and possible action on Phillips Community historical marker for
Rutledge family
➢ Discussion of Phillips Community tomb identification
➢ Discussion and action oral history program
➢ Discussion and action on proposed internship for History Room
➢ Discuss French/Spanish Invasion update—No Update
➢ Discussion and action on QR codes versus NFC labels for historical markers
➢ Discussion and action on Black school historical markers
➢ Tour of Phillips community
Ms. Theis seconded the motion. All in favor.
There being no further business, the meeting adjourned at 9:30 am.
