TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION JULY 10, 2023 MINUTES STAFF REPORT Present: Robert Crosland, Chair, Gene Gallogly, Corey Barber. Staff: Kate Miller, Bryan Hankinson, James Ward, Lynnette Lynes Mr. Crosland called the meeting to order at 5:02 pm. I. Approval of Agenda Mr. Barber moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes Mr. Crosland moved for approval of the minutes. Mr. Gallogly seconded the motion. All in favor. III. Public Comment IV. General Correspondence There being no public comment, Mr. Crosland continued with the agenda. Mr. Crosland noted that all correspondence has been posted on the agenda. V. Consent Motions There being no consent motions, Mr. Crosland continued with the agenda. VI. Business A. 131 Middle Street - Survey 6024 / Historic (TMS # 5320900005) Preliminary review for addition, repair, and alteration of Alhambra Hall. Ms. Miller reviewed staff comments with the Commission. Historical District Preservation Commission July 10, 2023 Page 2 of 5 Mr. Frankie Pettit, project manager, Mr. Gary Freeman, architect, Ms. Jenny Cornany, Mr. Daniel Campbell, Engineer, and Mr. Andy Weiss, Public Services Director, reviewed the request with the Commission. There being no comments, Mr. Crosland moved to Commission questions. Mr. Mac Jenkinson, 809 Pitt St, expressed concern with the revised parking. He suggested that there is not sufficient parking for the events that are scheduled for the building. He suggested that there should be shuttle service from an off-site parking area for these events. There being no further comments, Mr. Crosland closed public comment. The Commission offered comments for the applicant. B. 517 Royal Avenue - Survey 5996 / Non-Historic (TMS # 5320500070) Final review for front covered porch and rear screened porch additions, with request for setback relief. Mr. Hankinson reviewed staff comments with the Commission. Mr. Tyler Smith, architect, reviewed the request with the Commission. There being no comments, Mr. Crosland moved to Commission questions. Mr. Crosland moved to accept letters from the neighbors as additional information. Mr. Gallogly seconded the motion. All in favor. There being no comments, Mr. Crosland closed public comment. Mr. Barber moved for approval with the condition the applicant specified the amount of fill to be placed on the site and coordinates with staff to ensure the fill requirement is met. Mr. Gallogly seconded the motion. All in favor. Mr. Barber moved to add the condition that the pervious guidelines are met as recommended by staff. Mr. Gallogly seconded the motion. All in favor. Ms. Miller reviewed staff comments with the Commission. Mr. Trey Shephard, owner, reviewed the request with the Commission. There being no comments, Mr. Crosland moved to Commission questions. Mr. Crosland closed public comment. Mr. Crosland moved for approval with the applicant to work with staff on compliance issues regarding coverage ratios and resubmission of driveway to staff for approval. Mr. Gallogly seconded the motion. All in favor. D. 109 Center Street - Survey 6059 / Non-Historic (TMS # 5321300001) Preliminary review for demolition and new construction of principal dwelling, pavilions, and golf cart garage. Mr. Hankinson reviewed staff comments with the Commission. Mr. Evan Gonzalez and Ms. Kate Campbell reviewed the request with the Commission. Mr. Crosland moved for approval to submit additional information. Mr. Gallogly seconded the motion. All in favor. Mr. Crosland moved for approval to allow Mr. Jenkinson to submit additional letters from neighbors. Mr. Gallogly seconded the motion. All in favor. Mr. Mac Jenkinson, 809 Pitt St, read the letters from Mr. and Ms. Rink, Mr. and Ms. Jim Calhoun, Mr. and Ms. Hank West and Mr. Leonard Fulghum for the record. Mr. Crosland closed public comment. The Commission provided comments. Historical District Preservation Commission July 10, 2023 Page 4 of 5 E. 133 Mary Street - Survey 6258 / Non-Historic (TMS # 5171500072) Preliminary review of existing front porch renovation, side two-story addition, side bay window / dormer, and rear accessory building. Demolition of existing carport and shed. Mr. Hankinson reviewed staff comments with the Commission. Ms. Balzac, architect reviewed the request with the Commission. There being no comments, Mr. Crosland moved to Commission questions. Mr. Crosland closed public comment. The Commission provided comments. F. 701 Pitt Street - Survey 5909 / Non-Historic (TMS # 5320900038) Preliminary review for demolition of existing non-historic principal dwelling, and new construction of principal dwelling, garage, pool, and deck. This item was removed by staff due to plans not meeting Town ordinances. VII. Staff Level Approvals A. 108 Carr Street – Survey 6269 / Non-Historic (TMS # 5320500057) Paint color change. B. 500 Pitt Street – Survey 6272 / Non-Historic (TMS # 5320500047) Roof replacement. C. 206 Hibben Street – Survey 6216 / Historic (TMS # 5171500087) Repainting of home and shutters. D. 226 Middle Street – No Survey/ Non-Historic (TMS # 5320900026) Change previously approved rear fence from a living fence to wood privacy fence. E. 814 Pitt Street – Survey 5962/Non-Historic (TMS # 5320900066) Change driveway and apron material and remove and replace fence with new painted wood fence. Historical District Preservation Commission July 10, 2023 Page 5 of 5 VIII. Discuss possibility to determine building line/front yard setbacks and discuss screened front porches. Ms. Miller reviewed the current ordinance and design guidelines with the Commission as it pertains to front yard setbacks. The Commission discussed providing clarification to the guidelines regarding how setbacks are applied and in determining setbacks. The Commission discussed screened porches and if they are appropriate for the front façade. The Commission agreed that screened porches were appropriate. IX. Discuss and possibly amend Rules of Procedure regarding closing public comment. Mr. Crosland moved for approval to move item H of the meeting procedures to item E and other remaining meeting procedures accordingly renumbered. Mr. Barber seconded the motion. All in favor. X. Discussion of Items for Next Agenda The Commission agreed the following items should be included on the next agenda: ➢ Discussion and possible amendment to preliminary comment procedures ➢ Discussion and action on the proposed changes to the guidelines on setbacks and screened porches There being no further business, the meeting adjourned at 7:35 pm.
