TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION MEETING NOTICE JULY 13, 2023 MINUTES Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, William Hine, Gibson Hopper. Absent: Danielle Cox (excused), Pamela Gabriel. Staff: Kate Miller, Lynnette Lynes Ms. Sutherland called the meeting to order at 8:06 am. I. Approval of Agenda Mr. Hopper moved for approval of the agenda. Mr. Blalock seconded the motion. All in favor. II. Approval of June 22, 2023 Meeting Minutes Mr. Hopper moved for approval of the minutes. Ms. Theis seconded the motion. All in favor. III. Public Comment There being no comments, Ms. Sutherland closed public comment and continued with the agenda IV. Staff Update Ms. Miller reviewed the staff update with the Commission. V. Presentation and Action on Christ Church Lines text for Liberty Hill Farms, Sign 1 and 2 Ms. Miller reviewed the draft signs with the Commission. Ms. Theis moved for approval of Sign 1, Christ Church Line, with the following changes or corrections: ➢ Addition of “[enslaved people]” in Lee quote ➢ Addition of dates and photography credit information for all images  Historical Commission July 13, 2023 Page 2 of 4 ➢ Justify all text. Mr. Hopper seconded the motion. All in favor. The Commission reviewed the draft text for Sign 2, Wingood and provided recommendations. The Commission agreed that the sign should be revised and brought back to the Commission. VI. Presentation on Darby Building by Danny Crooks Ms. Miller stated that Mr. Crooks was not able to attend the meeting due to a conflict. She reviewed his report with the Commission. The Commission received this as information. VII. Committee Action Items A. Organization and Administration Committee 1. Update and action on budget Ms. Theis reviewed the new fiscal year budget with the Commission. She suggested that committee organization could be discussed at the next meeting, if desired. B. Historical Markers and Interpretation Committee 1. Discussion on potential Rutledge family tomb identification and park in the Phillip’s Community Mr. Hine suggested that the Phillip’s Community would like to renovate the tomb and have received a $25,000 Greenbelt grant for purchase of the property. He stated that the community is also coordinating with Clemson University on additional renovation of the tomb. He stated that he should have more information for the September meeting. C. Special Collection and Research Committee 1. Continued discussion on oral histories Mr. Hopper stated that he has three individuals committed to complete oral histories, and he is in the process of scheduling those interviews.  Historical Commission July 13, 2023 Page 3 of 4 D. Tourism and Community Outreach Committee 1. Discuss French/Spanish Invasion update Mr. Blalock stated that the locations have been sent to Mr. Doug Bostick and Mr. Bostick is working on the signage. 2. Discussion and action on QR codes versus NFC labels for historical markers Mr. Blalock stated that he has a quote from a sign company to install metal QR codes for the first 18 signs. Mr. Blalock moved for approval of installation of the QR code signs for the military tour historical markers not to exceed $450. Mr. Hopper seconded the motion. All in favor. 3. Update on SC250 events Mr. Blalock stated that he is meeting with Mr. Brett Bennett today for an update on SC250 events. E. Marketing Committee Ms. Miller stated that it is time to start advertising for the Cresco Award and suggested that the notifications could be “boosted” on Twitter and Facebook. She suggested that the applications should be received by October 1st for consideration. The Commission discussed how to increase the number of applications received. F. Black History Month Committee—No Report VIII. Discussion of Next Month’s Agenda Items The Commission agreed to include the following items on next month’s agenda: ➢ Presentation and Action on Wingood/Hamlin and Seaside Plantation sign for Liberty Hill Farms  Historical Commission July 13, 2023 Page 4 of 4 ➢ Discussion of Committee assignments ➢ Review of Accomplishments for FY2023 ➢ Discussion and possible action on Phillip’s Community tomb renovation project ➢ Continued discussion on oral histories ➢ Update on S250 ➢ Discussion and possible action on French/Spanish Invasion project ➢ Discussion of Cresco Award ➢ Black history month The Commission agreed to cancel the August meeting and all items would be placed on the September agenda.
