TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION SEPTEMBER 11, 2023 MINUTES STAFF REPORT Present: Robert Crosland, Chair, Gene Gallogly, John Hackenberg, Corey Barber, David Creech, Warren Player. Staff: Bryan Hankinson, Kate Miller, Joe Juan, James Ward, Lynnette Lynes Mr. Crosland called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes August 14, 2023 Mr. Gallogly moved for approval of the minutes. Mr. Barber seconded the motion. All in favor. III. General Public Comment Ms. Louisa Montgomery, 404 Church St, suggested that the new residents of the historic district should be given a copy of the guidelines that can be shared with their contractor. She suggested this would help to alleviate misunderstandings regarding work within the historic district and for any renovations. Ms. Janet Newham, 510 Pitt St, suggested that there are plans that have been approved that are not congruent with the historic district. She suggested that Ms. McIver, Ms. Susannah Smith-Myles, and Ms. Mary Julia Royall historical books should be available as a reference of the history of Mount Pleasant. She referenced the history of the Darby Building, Greenwich Village, and Royall Ave. Mr. Kenny Craft, 204 Spooner Lane, expressed concern with the historic architecture within the historic district and that there has been a deviation from classic historic architecture. He referenced the pork chop eave and that it was not widely used until 1925. He suggested that having a more resolved eave is a better Historic District Preservation Commission September 11, 2023 Page 2 of 6 representation of a historic eave. He suggested that these types of details should be closely reviewed. There being no further comments, Mr. Crosland continued with the agenda. IV. Correspondence V. Consent Motions There being no motions and all correspondence being linked to the agenda, Mr. Crosland continued with the agenda. VI. Business a. 409 Church Street – Survey 6201/Historic – (TMS#5320100068) Applicant is seeking preliminary comment for an addition to the primary structure and a screened porch. Mr. Hankinson reviewed staff comments with the Commission. Mr. Ross Ritchie reviewed the request with the Commission. There being no comments, Mr. Crosland moved to Commission questions. There being no comments, Mr. Crosland continued with the agenda. b. 109 Center Street – Survey 6059/Non-Historic – (TMS#5321300001) Applicant is seeking final approval for the demolition of the existing primary structure and the building of a new primary structure. Mr. Hankinson reviewed staff comments with the Commission. Mr. Evan Gonzalez and Ms. Kate Campbell, Beau Clowney Architects, reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comment and moved to Commission questions. Historic District Preservation Commission September 11, 2023 Page 3 of 6 Mr. Gonzalez and Ms. Campbell stated that the missing material information would be provided with the updated landscape plan prior to final plans being submitted for COA. Mr. Crosland moved for approval including all staff comments with the exception of parking be met, with staff approving changes prior to issuance of COA. Mr. Gallogly seconded the motion. All in favor. c. 135 Hibben Street – Survey 6229/Non-Historic – (TMS#5320100007) Applicant is seeking final approval for the modification of an existing accessory structure, replacement of existing rear fence, installation of new fencing, driveway gate, pool, and pool porch with fireplace. Mr. Hankinson reviewed staff comments with the Commission. Ms. Anna McAlister and Ms. Linda Balzac, representative for the applicant, reviewed the request with the Commission. There being no public comment, Mr. Crosland closed public comment and moved to Commission questions. Mr. Crosland moved for approval including all staff comments and staff to confirm corrections prior to issuance of COA. Mr. Creech seconded the motion. All in favor. d. 701 Pitt Street – Survey 5909/Non-Historic – (TMS#5320900038) Applicant is seeking preliminary comment for the demolition of the existing primary structure, and the construction of a new primary structure with detached garage and rear pool. Mr. Hankinson reviewed staff comments with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. Ms. Claudia McNab, 641 Pitt Street, suggested that the parapet was not in keeping with the historic district. The Commission provided comments. e. 448 Church Street – Survey 6190/Historic – (TMS#5320100091) Applicant is seeking preliminary comment for an addition to the primary structure, partial porch restoration, and new detached garage. Mr. Hankinson reviewed staff comments with the Commission. Ms. Linda Balzac, architect, and Ms. Jill Leahy, owner, reviewed the request with the Commission. Mr. Crosland moved for approval to submit additional materials. Mr. Gallogly seconded the motion. All in favor. Ms. Balzac and Ms. Leahy reviewed the additional information with the Commission. Mr. Dennis O’Neal, 308 Venning, commended the owner for their work on the proposed structure. He suggested that the home would not be a detriment to the neighborhood and stated that he is in favor of the proposal. He stated that there is concern with the garage but would leave that up to the Commission’s decision. Ms. Louisa Montgomery, 444 Church St, stated that although the proposed construction is over the lot coverage, it would be a nice addition to the neighborhood. Mr. Crosland closed public comment and moved to Commission questions. The Commission provided comments. Mr. Crosland moved for approval to submit additional information. Mr. Player seconded the motion. All in favor. VII. Staff Approvals a. 6 Pierates Cruze – Survey 6065/Non-Historic - (TMS#5320900011) Application approved for the removal, replacement, and painting of exterior windows, storm windows, and shutters. b. 507 Whilden Street – Survey 6169/Non-Historic – (TMS#5320100253) Application approved for the installation of an accessory shed structure. c. 833 Pitt Street – Survey 4219/Non-Historic – (TMS #5320900257) Applicant is seeking minor work approval for removal and replacement of all exterior windows, replacement of the front door, repainting of the shutters, trim, exterior of home, and changing of the front porch lights. VIII. Vote on HDPC Rules of Procedure Revisions Mr. Hankinson and Mr. Ward reviewed the changes to the meeting procedures with the Commission. Mr. Crosland moved for approval of meeting procedures #6 to read that there is no time limit for Commission questions and recommendations or staff/applicant responses. Mr. Barber seconded the motion. All in favor. IX. Discussion of shed roof requirements in HDPC Guidelines. The Commission discussed whether shed roofs should be allowed within the historic district. The Commission agreed that shed roofs should be allowed for porches and as an option for gabled dormers and directed staff to bring back draft language for inclusion in the guidelines. The Commission discussed the location of pools on corner lots and relative to the front of the home. The Commission asked staff to bring back draft language for consideration including pictorials on appropriate locations for pools on corner lots. XI.
