STAFF REPORT
Present: David Creech, Chair, James Bakker, Meghan Gravitt, Corey Barber,
Warren Player.
Staff: Bryan Hankinson, James Ward, Lynnette Lynes
Mr. Creech called the meeting to order at 5:00 pm.
I. Approval of Agenda
Mr. Player moved for approval of the agenda. Mr. Bakker seconded the motion.
All in favor.
II. Approval of Minutes
Mr. Bakker moved for approval of the minutes. Mr. Creech seconded the
motion. All in favor.
III. General Public Comment
IV. Correspondence
There being no public comment or correspondence, Mr. Creech continued with the
agenda.
V. Consent Motions
Mr. Creech moved for consent approval of the following items:
➢ 140 Hibben Street – Survey 6219/Historic – (TMS5171500092) Applicant
is seeking Final Review for changes to previously approved paint colors.
➢ 218 Center Street – Survey 6049/Non-Historic – (TMS5320900088)
Applicant is seeking Final Review for boxing out existing columns and
installation of new privacy shutter siding.
➢ 305 McCants Street – Survey 6083/Non-Historic – (TMS5320500205)
Applicant is seeking Final Review for changes to foundation lattice
designs.
Mr. Player seconded the motion. All in favor.

VI. Business
A. 140 Hibben Street – Survey 6219/Historic – (TMS5171500092) Applicant
is seeking Final Review for changes to previously approved paint colors.
B. 218 Center Street – Survey 6049/Non-Historic – (TMS5320900088)
Applicant is seeking Final Review for boxing out existing columns and
installation of new privacy shutter siding.
These items were approved by consent.
C. 211 Haddrell Street – Survey 6262/Non-Historic – (TMS5171500048)
Applicant is seeking Final Review for demolition of existing non-historic
primary structure and new construction of primary structure.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Tim Winter, owner, and Mr. Stephen Donato, landscape architect,
reviewed the request with the Commission.
Mr. Bakker moved for approval of submittal of the landscape plans. Ms.
Gravitt seconded the motion. All in favor.
Mr. Donato reviewed the pool encroachment into the setback with the
Commission.
There being no comments, Mr. Creech closed public comment.
Mr. Creech asked for staff and applicant rebuttals. Staff and the applicant
provided their rebuttals.
Mr. Creech re-opened comments for Commission questions.
Mr. Player moved for approval for submittal of photos of the front porch
railings for the Commission to review. Mr. Bakker seconded the motion. All in
favor.
Mr. Donato provided the photos for the Commission.
Mr. Creech closed Commission questions and moved to deliberation.

Mr. Creech moved for approval of the encroachment in the rear for the pool
deck with the condition of a letter from neighbor stating no objection. Mr.
Player seconded the motion. All in favor with Mr. Barber abstaining.
Mr. Barber moved for deferral of the request to provide additional
information on the handrail details and materials, clarification of parking
details showing that it meets the parking requirements and is located outside
the setbacks, clarification on HVAC screening, verification of the roof pitch and
eave detail. Mr. Player seconded the motion. All in favor.
D. 305 McCants Street – Survey 6083/Non-Historic – (TMS5320500205)
Applicant is seeking Final Review for changes to foundation lattice
designs.
This item was approved by consent.
E. 206 Ferry Street – Survey 6102/Non-Historic – (TMS5320500015)
Applicant is seeking Preliminary Comment for the demolition of existing
non-historic primary structure and new construction of primary
structure.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Joel Adrian reviewed the request with the Commission.
There being no comments, Mr. Creech closed public comment.
The Commission provided comments.
VII. Staff Approvals
Mr. Hankinson reviewed staff approvals with the Commission as follows:
A. 313 QUEEN STREET – Survey 6096/Non-Historic - (TMS5320500061)
Applicant is approved for the installation of new picket fencing and picket
gates.
B. 809 Pitt Street – Survey 5901/Non-Historic - (TMS5320900048) Applicant
is approved for the installation of a new driveway.

VIII. Discussion of the Process of Expanding the Old Village Historic District
Mr. Hankinson and Mr. Ward reviewed the current powers and duties regarding
the expansion of the historic district with the Commission.
The Commission discussed whether a new survey is needed and if additional
areas outside of the current district should be included in the survey to determine
any properties of historic significance that should possibly be included in the
historic district.
Mr. Creech moved to direct staff to draft a letter requesting a historic survey be
completed for the existing historic district, Royall Avenue and Whilden Street to
determine historic properties and possible expansion of the historic district
boundaries. Ms. Gravitt seconded the motion.
Mr. Creech moved to amend the motion to include a survey of Simmons Street
in addition to the previously mentioned streets. Mr. Barber seconded the motion.
All in favor.
Mr. Creech called for a vote on the motion as amended. All in favor.
IX. Discussion of Items for Next Agenda
The Commission agreed to add Discussion of Amendments to the Guidelines for the
next agenda.
There being no further business, the meeting adjourned at 6:54 pm.
