TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION JUNE 10, 2024 MINUTES STAFF REPORT Present: David Creech, Chair, James Bakker, Meghan Gravitt, Corey Barber, Warren Player. Staff: Bryan Hankinson, Lynnette Lynes Mr. Creech called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Bakker seconded the motion. All in favor. II. Approval of Minutes Mr. Bakker moved for approval of the minutes. Mr. Player seconded the motion. All in favor. III. General Public Comment Ms. Barbara Smith, 410 Royall Ave, spoke regarding the expansion of the Old Village Historic District. She stated that currently her property is not in the HD and is opposed to her property to be included in the historic district as it would limit the flexibility of the property and limit the opportunity for her descendants to live in Mount Pleasant. There being no further comments, Mr. Creech continued with the agenda. IV. Correspondence V. Consent Motions There being no correspondence or consent motions, Mr. Creech continued with the agenda. Business - a. 111 Hyer Street – Survey 6077/Non-Historic – (TMS5320900059) Applicant is seeking Final Review for alterations to a prior approved pool and pool deck. Mr. Hankinson reviewed staff comments with the Commission. There being no comments, Mr. Creech closed public comment. Ms. Skyler Dewyea and Carolyn Campbell with Atkinson Pools reviewed the request with the Commission. Mr. Creech moved for conditional approval with confirmation of setbacks by staff and do not exceed the already approved COA and if it does, a letter is provided from the neighbors. Mr. Player seconded the motion. All in favor. b. 107 Pitt Street – Survey 5933/Non-Historic – (TMS5320100258) Applicant is seeking Final Review for alterations to an existing commercial business, signage, and rear deck patio. Mr. Hankinson reviewed staff comments with the Commission. Mr. David Collins, representative for the owner, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment. Mr. Player moved for approval. Mr. Creech seconded the motion. All in favor. c. 103 Hibben Street – Survey 6224/Non-Historic – (TMS5320100001) Applicant is seeking Final Review for additions and renovations to an existing primary structure. Mr. Hankinson reviewed staff comments with the Commission. Mr. Ross Ritchie, Loyal Architects, reviewed the request with the Commission. Mr. Creech asked for rebuttal from the applicant and staff. Mr. Player moved for approval. Mr. Creech seconded the motion. All in favor. d. 308 McCormick Street – Survey 6078/Non-Historic – (TMS5320900246) Applicant is seeking Final Review for a new porch, garage, shed, and pool. Mr. Hankinson reviewed staff comments with the Commission. Mr. Ross Ritchie, Loyal Architects, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Creech asked for rebuttal from staff and applicant. Mr. Player moved for approval. Mr. Bakker seconded the motion. All in favor. e. 216 Live Oak Drive – Survey 6232/Non-Historic – (TMS5171500027) Applicant is seeking Final Review for the demolition of an existing porch and installation of a new porch. Mr. Hankinson reviewed staff comments with the Commission. Mr. Joel Adrian, Coastal Creek Design, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. All in favor. Mr. Creech asked for staff and applicant response. Mr. Bakker moved for approval of the request with the revised site plan showing removal of the fireplace. Mr. Barber seconded the motion. All in favor. VII. Staff Approvals a. 202 McCants Street – Survey 6087/Non-Historic - (TMS5320500039) Application approved for the replacement of a driveway. b. 934 Richter Way – Survey 6044/Non-Historic - (TMS5321300049) Application approved for the installation of an HVAC unit and stand. VIII. Discussion of proposed changes to HDPC Guidelines. Mr. Hankinson reviewed the proposed changes to the guidelines with the Commission. The Commission provided comments on the proposed changes. IX. Discussion of process for expanding Old Village Historic District. Mr. Player moved for deferral to the next meeting. Mr. Creech seconded the motion. All in favor. X.
