TOWN OF MOUNT PLEASANT, SOUTH CAROLINA SPECIAL HISTORICAL COMMISSION MAY 16, 2024 MINUTES Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox, William Hine. Staff: Kate Miller, Jane Yager-Baumrind Ms. Sutherland called the meeting to order at 8:01am. I. Approval of Agenda Ms. Cox moved for approval of the agenda. Mr. Blalock seconded. All in favor. II. Approval of Minutes – April 11, 2024 Ms. Cox moved for approval of the minutes. Mr. Blalock seconded. All in favor. III. Public Comment There being no comments, Ms. Sutherland continued with the agenda. IV. History Room Intern Update and Action 1. Discussion and Action on Policy and Procedure Manual and the deaccession and disposal of archive items Ms. Miller reviewed the intern update with the Commission. Ms. Theis moved to approve $70 to purchase items needed for the History Room. Ms. Cox seconded the motion. All in favor. Ms. Cox moved to defer discussion on Action and Policy Procedure Manual until July 2024 Meeting. Mr. Blalock seconded the motion. All in favor. V. Staff Update Ms. Miller reviewed the update with the Commission. Special Historical Commission May 16, 2024 Page 2 of 3 The Commission agreed to add the cultural resource study and grant to the July meeting agenda for further discussion and possible action. VI. Committee Action Items A. Organization and Administration Committee 1. Update and possible action on Budget Ms. Miller reviewed the budget with the Commission. B. Historical Markers and Interpretation Committee 1. Discussion and possible action on 4 Mile School Marker Ms. Miller reviewed the draft text and maps showing the different locations of the school with the Commission. She stated that the text would be revised indicating the different locations and be brought back to the Commission for review and approval. 2. Discussion and possible action on Memorial Tree Request for Gibson Hopper Ms. Miller reviewed options for a memorial for Mr. Hopper with the Commission. Ms. Cox moved for approval of up to $550 for a 20 gallon live oak tree to be planted in honor of Mr. Hopper at Waterfront Park and a plaque to be placed on a bench. Ms. Theis seconded the motion. All in favor. C. Special Collection and Research Committee Report—No update D. Marketing, Tourism and Community Outreach Committee 1. Discussion on SC250—no update 2. Discussion on Blessing of the Fleet Mr. Balock provided an update on the event and stated that it was a great opportunity to showcase the Commission. E. Black History Month Committee—No update VII. Discussion of Next Month’s Agenda Items Special Historical Commission May 16, 2024 Page 3 of 3 The Commission agreed that the following items should be discussed at the July meeting: ➢ Discussion and possible action on Cultural Resource Study ➢ Discussion of FY2025 Budget ➢ Review of achievements for FY2024 ➢ Discussion and possible action on 4 Mile School Marker ➢ Update on historical markers ➢ Discussion and possible action on Commission Committee assignments ➢ Discussion on SC250 ➢ Discussion and possible action on Policy and Procedure Manual ➢ Discussion and possible action on deaccession of archive items.
