STAFF REPORT
Present: David Creech, Chair, James Bakker, Meghan Gravitt, Corey Barber,
Warren Player.
Staff: Bryan Hankinson, James Ward, Lynnette Lynes
Mr. Creech called the meeting to order at 5:00 pm.
I. Approval of Agenda
Mr. Player moved for approval of the agenda. Mr. Bakker seconded the motion.
All in favor.
II. Approval of Minutes
Mr. Bakker moved for approval of the minutes. Mr. Player seconded the motion.
All in favor.
III. General Public Comment
Ms. Barbara Smith, 410 Royall Ave, spoke regarding expansion of the historic
district. She stated that she has a petition in opposition of the expansion of the
historic district. She expressed concern that the expansion would not be a benefit
for the properties that may be included. She also expressed concern with Town
funding being used for a survey of the additional properties.
Ms. Sara Mitchell, 313 Middle St, stated that she has a petition in opposition of
the expansion of the historic district. She suggested that the restrictions of the
historic district would negatively impact those properties that could be included in
the expansion. She stated that many of the residents do not want the expansion
of the historic district. She suggested that Town funds should not be used for
conducting a survey. She also expressed concern with no notification of the survey.
Ms. Jerry Eddings, 127 Rose Lane, stated that she is also concerned with the
cost of a survey for expansion of the historic district and also what the benefits

would be for additional properties being placed in the historic district. She
suggested that there is not a compelling reason for expansion of the historic
district.
Mr. Mike Tinkey, 208 Venning, suggested that the historic survey is an
important tool in identifying those properties that could be historic. He suggested
that this would provide the information, but not necessarily mean that the
expansion would take place. He stated that it could mean the creation of a separate
historic district with different guidelines.
Mr. Ronald German, 411 Bank St, stated that her family has lived in the Town
for generations. He suggested that before any changes are made, there should be
ample notification of what would be proposed. He expressed concern that if the
historic district is expanded, it would be stricter requirements for improvements.
He expressed concern with gentrification and that larger homes are being built in
place of existing smaller homes.
There being no further comments, Mr. Creech closed public comments.
IV. Correspondence
There being no correspondence, Mr. Creech continued with the agenda.
V. Consent Motions
Mr. Player moved for consent approval for the following items:
➢ 140 Hibben Street – Survey 6219/Historic – (TMS 5171500092) Applicant is
seeking Final Review for changes of previously approved rear deck railing
materials from iron to Ipe wood.
➢ 133 Mary Street – Survey 6258/Non-Historic – (TMS 5171500072) Applicant
is seeking Final Review for changes to a previously approved COA.
Mr. Bakker seconded the motion. All in favor.
VI. Business - STAFF REPORT
a. 211 Haddrell Street – Survey 6262/Non-Historic – (TMS 5171500048)
Applicant is seeking Final Review for the demolition of an existing
primary structure and the construction of a new primary structure.

Mr. Tim Winter, owner, reviewed the request with the Commission.
There being no comments, Mr. Creech closed public comment.
Ms. Gravitt moved for approval with the condition that the garage
dimension is noted on the plans and approval of the setback. Mr. Player
seconded the motion. All in favor.
Mr. Barber moved to clarify that the setback encroachment should not be
more than three feet. Mr. Creech seconded the motion. All in favor.
b. 123 Hibben Street – Survey 6227/Historic – (TMS 5320100004) Applicant
is seeking Final Review for the installation of a new brick front porch
pad.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Brent Lindley, contractor, reviewed the request with the Commission.
There being no comments, Mr. Creech closed public comment.
Mr. Player moved for approval. Motion failed due to the lack of a second.
Mr. Player moved for approval as submitted. Ms. Gravitt seconded the
motion. Motion passed on a 3 to 1 vote with Mr. Bakker, Ms. Gravitt, and Mr.
Player in favor; Mr. Creech opposed; and Mr. Barber abstaining.

Mr. Hankinson stated that the applicant has requested a deferral.
Mr. Creech moved to approve deferral as requested by the applicant. Mr.
Player seconded the motion. All in favor.
e. 109 Center Street – Survey 6059/Non-Historic – (TMS 5321300001)
Applicant is seeking Final Review for the demolition of an existing
primary structure and construction of a new primary structure.
Mr. Hankinson reviewed staff comments with the Commission.
Ms. Melissa Voorhees and , Ms. Kate Campbell, with Beau Clowney
Architects, and Ms. Cindy Klein, landscape architect, reviewed the request
with the Commission.
Mr. Creech moved for approval to submit additional information on the
landscape design. Mr. Player seconded the motion. All in favor.
Ms. Klein distributed a copy of the landscape design for the Commission.
Mr. Hank West, 116 Center St, expressed concern with the changes to the
Center Street elevation as it would impact the streetscape. He stated that
concessions were made to the wall going to the pool house as well as
elimination of a chimney on the pool house. He suggested that now there are
changes proposed to increase the size of the wall and they are opposed to it.
There being no comments, Mr. Creech closed public comment.
Mr. Creech re-opened public comment. Following questions, Mr. Creech
closed public comment.
Mr. Player moved for approval of changes made on sheet A.2.1 as proposed
and revised on 7/12. Mr. Creech seconded the motion. All in favor.

Mr. Bakker moved for approval of changes on sheet A.2.2 as proposed and
revised 7/12 excluding the changes to the grilling area. Mr. Player seconded
the motion. All in favor.
Mr. Creech moved for approval of changes made on sheet A.2.3 with the
exception of the clouded areas on the left elevation, pool area, and excluding
the changes to the grilling area. Mr. Barber seconded the motion. All in favor.
Mr. Creech moved for approval of the changes on sheet A.2.4. Mr. Player
seconded the motion. All in favor.
Mr. Bakker moved for approval of the changes made on sheet A.2.5 with
mahogany doors and louvers and more detail for the cedar shakes as indicated
on previous sheets. Mr. Player seconded the motion. All in favor.
Mr. Barber moved for approval of the hardscaping with exception of the
fencing with the fencing to be submitted to the Commission for approval. Mr.
Player seconded the motion. Motion passed on a 4 to 1 vote with Mr. Barber,
Mr. Creech, Mr. Bakker and Mr. Player in favor; Ms. Gravitt opposed.
f. 133 Mary Street – Survey 6258/Non-Historic – (TMS 5171500072)
Applicant is seeking Preliminary Comment for the construction of a new
pool and pool decking.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Garret Mattes reviewed the request with the Commission.
There being no comments, Mr. Creech closed public comment.
The Commission provided comments.

Applicant is seeking Final Review for changes to a previously approved
COA.

Mr. Hankinson reviewed staff comments with the Commission.
Mr. Joel Adrian reviewed the request with the Commission.
There being no comments, Mr. Creech closed public comment.
The Commission provided comments.

Applicant is seeking Preliminary Comment for the infill of a porch and
roof modifications.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Ryan Smith, Beau Clowney Architects, reviewed the request with the
Commission.
There being no comments, Mr. Creech closed public comments.
The Commission provided comments.

Application approved for the changes to fencing.

approved for the installation of a new generator.

VIII. Discussion of Proposed Changes to HDPC Guidelines
Mr. Hankinson reviewed the proposed changes with the Commission. He asked
for any additional changes be provided prior to the next meeting for final
discussion.
IX. Discussion of Items for Next Agenda
The Commission agreed that the following items should be included on the next
agenda:
➢ Letter requesting historic survey be conducted for existing inventory and
additional properties.
➢ Final discussion of proposed changes to HDPC Guidelines
There being no further business, the meeting adjourned at 8:15 pm.
