SPECIAL HISTORICAL COMMISSION
AUGUST 15, 2024
MINUTES
Present: Deborah Sutherland, Chair, Courtney Theis, Danielle Cox, William Hine,
Janon German.
Absent: Brian Blalock, Walter Brown, III.
Staff: Kate Miller, Lynnette Lynes
Ms. Sutherland called the meeting to order at 8:05 am.
I. Approval of Agenda
Ms. Cox moved for approval of the agenda. Ms. Theis seconded the motion. All
in favor.
II. Approval of Minutes – July 11, 2024
Ms. Cox moved for approval of the minutes. Ms. Theis seconded the motion. All
in favor.
III. Public Comment
There being no comments, Ms. Sutherland continued with the agenda.
IV. History Room Intern Report
1. Discussion and Action History Room Deaccession
Ms. Miller reviewed this item with the Commission.
Ms. Thies moved for approval to remove duplicate items from history room
and determine a small subset of items for disposal to be reviewed by the
Commission. Ms. German seconded the motion. All in favor.
2. History Room Budget items
Ms. Miller reviewed the item with the Commission.

Ms. German moved for approval of the minute book preservation and
humidity thermostat tracker for the history room as presented. Ms. Cox
seconded the motion. All in favor.
V. Staff Update
Ms. Miller provided an update for the Commission.
VI. Committee Action Items
1. Discussion and Possible Action on Committees
Ms. Sutherland stated that she would send out information on the
Committees to the Commission.
A. Organization and Administration Committee
1. Discuss accomplishments
Ms. Theis reviewed the accomplishments from the previous fiscal year
with the Commission.
2. Update and action on Budget
Ms. Miller reviewed the budget items for the current fiscal year with
the Commission.
Ms. Cox moved to defer action on the budget to the next meeting. Ms.
German seconded the motion. All in favor.
3. Meeting Schedule discussion and action
Ms. Sutherland stated that she would not be in attendance at the
September meeting and wanted to ensure there would be a quorum.
The Commission indicated they would attend the next meeting, so a
quorum would be present.

B. Historical Markers and Interpretation Committee
1. Discussion and possible action on 4 Mile School Marker
Ms. Theis reviewed the findings from the consultant on the text for
the marker. The Commission made changes to the text.
Ms. Theis moved for approval of the text pending review by the
consultant and neighborhood representative. Mr. Hine seconded the
motion. All in favor.
C. Special Collection and Research Committee Report
1. Oral History Discussion and possible action
Ms. German reviewed possible residents to interview. She stated that
she would contact the individuals to schedule interviews.
2. Cultural resource survey discussion and possible action
Ms. Miller updated the Commission on the survey.
D. Marketing, Tourism and Community Outreach Committee
1. Discussion on SC250
Ms. Miller reviewed some possible events with the Commission.
E. Black History Month Committee
Mr. Hine stated that he is starting to formalize events for Black History
Month.
VII. Discussion of Next Month’s Agenda Items
The Commission agreed to include the following items on next month’s agenda:
➢ Oral History Discussion and possible action
➢ Update and action on Budget
➢ Discussion and possible action on 4 Mile School Marker
➢ Cultural resource survey discussion and possible action
➢ Discussion on SC250
