TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION SEPTEMBER 9, 2024 MINUTES STAFF REPORT Present: David Creech, Chair, James Bakker, Meghan Gravitt, Warren Player. Absent: Corey Barber. Staff: Bryan Hankinson, James Ward, Lynnette Lynes Mr. Creech called the meeting to order at 5:00 pm. 1. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Bakker seconded the motion. All in favor. 2. Approval of Minutes Mr. Player moved for approval of the minutes. Mr. Bakker seconded the motion. All in favor. 3. General Public Comment Ms. Barbara Smith, 410 Royall Ave, spoke regarding the proposal to expand the historic district. She stated that there are a number of residents that are opposed to the expansion as evidenced by signing a petition in opposition. She asked that the expansion should not be considered and that it is an unwise use of taxpayer funds. She asked that the reason for wanting the expansion should be provided to her and the public. Additionally, she would like to see a copy of the letter to Town Council requesting the expansion and historic district survey. Mr. Chuck Olmstead, 520 Royall Ave, expressed concern with changing the boundaries of the historic district. He stated that he is opposed to the expansion and does not see a need for the historic district to be expanded. Mr. Daniel Brownstein, 1391 Downsbury Drive, thanked the Commission for their service. Correspondence All correspondence was linked to the agenda. 5. Consent Motions Mr. Bakker moved for approval by consent for the following items: ➢ HDPC-007-2024, 100 FRIEND ST, Survey Card 4226 / Non-Historic, TMS# 5320500042. Applicant is seeking Final Review for the installation of stucco foundation, stucco siding, new doors, and new front window. ➢ HDPC-006-2024, 217 BENNETT ST, Survey Card 6140 / Historic, TMS# 5320100009. Applicant is seeking Final Review for a new accessory structure in the rear of the property. ➢ HDPC-008-2024, 625 ROYALL AV I, No Survey Card, TMS# 5320900083. Applicant is seeking Final Review for the installation of an educational sign at Lake Ben Tatum. ➢ HDPC-010-2024, 507 WHILDEN ST, Survey Card 6169 / Non-Historic, TMS# 5320100253. Applicant is seeking Final Review for a side porch infill and second floor/roof modifications. Ms. Gravitt seconded the motion. All in favor. 6. Business A. 241 Middle Street – Survey 6025/Historic – (TMS 5320900019) Applicant is seeking Final Review for installation of new window replacements. Mr. Hankinson reviewed staff comments with the Commission. Ms. Cheryl Shoun, owner, and Mr. Craig Fine, builder reviewed the request with the Commission. There being no comments, Mr. Creech closed the public comment. Mr. Bakker moved for approval of the vinyl window replacement with the cut sheet to be submitted to staff for approval. Applicant is seeking Final Review for the installation of stucco foundation, stucco siding, new doors, and new front window. C. HDPC-006-2024, 217 BENNETT ST, Survey Card 6140 / Historic, TMS# 5320100009. Applicant is seeking Final Review for a new accessory structure in the rear of the property. These items were approved by consent. D. HDPC-009-2024, 201 BANK ST, Survey Card 6109 / Non-Historic, TMS# 5320500011. Applicant is seeking Final Review for changes to a previously approved COA, including addition, renovations, and a new pool. Mr. Hankinson reviewed staff comments with the Commission. Ms. Kate Campbell, architect, asked to provide additional information for the Commission. Mr. Bakker moved for approval of additional information being submitted. Mr. Player seconded the motion. All in favor. Ms. Campbell reviewed the request with the Commission. There being no comments, Mr. Creech closed public comments. Mr. Bakker moved for approval. Mr. Player seconded the motion. All in favor. E. HDPC-008-2024, 625 ROYALL AV I, No Survey Card, TMS# 5320900083. Applicant is seeking Final Review for the installation of an educational sign at Lake Ben Tatum. F. HDPC-010-2024, 507 WHILDEN ST, Survey Card 6169 / Non-Historic, TMS# 5320100253. Applicant is seeking Final Review for a side porch infill and second floor/roof modifications. Applicant is seeking Preliminary Comment on the demolition of an existing primary structure and the construction of a new primary structure. Mr. Hankinson reviewed staff comments with the Commission. Mr. Joel Adrian, architect, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment. The Commission offered comments on the project. H. HDPC-012-2024, 124 MARY ST A, No Survey Card / Non-Historic, TMS# 5171500138. Applicant is seeking Preliminary Comment for a new primary structure with partial demolition of existing garage. Mr. Hankinson reviewed staff comments with the Commission. Ms. Kate Campbell, architect, reviewed the request with the Commission. Mr. and Mrs. Jim Kuyk, 149 Live Oak Drive, expressed concern with runoff from the roof and stated that the eaves currently encroach over the property line. He expressed concern with the garage being on their side of the property. Mr. Player moved for approval of submittal of pictures. Mr. Bakker seconded the motion. All in favor. There being no further comments, Mr. Creech closed public comments. The Commission offered comments on the project. 7. Staff Approvals A. 100 Friend Street – Survey 6103/Non-Historic – (TMS5320500042) Applicant is approved for the installation of a new roof. B. 611 Pitt Street – Survey 5913/Non-Historic – (TMS5320500209) Applicant is approved for the installation of a new roof, siding repair, and paint. D. 340 Middle Street – Survey 6004/Non-Historic – (TMS5321300014) Applicant is approved for window replacements. 8. Discussion of Proposed Changes to HDPC Guidelines Mr. Hankinson reviewed the changes with the Commission. The Commission agreed to schedule a special meeting to review the proposed changes. 9. Action Vote on OVHD Survey Recommendation Letter Mr. Hankinson reviewed the draft letter with the Commission. Mr. Creech moved for approval of sending a letter to Town Council recommending an updated survey be conducted. Motion failed due to the lack of a second. Mr. Bakker moved for approval of sending a letter to Town Council recommending an updated survey be conducted to include on the properties currently in the historic district. Mr. Player seconded the motion. Motion passed on a 3 to 1 vote with Mr. Bakker, Ms. Gravitt, and Mr. Player in favor; Mr. Creech opposed. 10. Discussion of Items for Next Agenda The Commission agreed to hold a special meeting to discuss the definition of half story and the current restriction of 1 ½ story along with the draft guidelines.
