TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION OCTOBER 14, 2024 MINUTES STAFF REPORT Present: David Creech, Chair, James Bakker, Meghan Gravitt, Corey Barber, Warren Player. Staff: Bryan Hankinson, James Ward, Lynnette Lynes Mr. Creech called the meeting to order at 5:00 pm. 1. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Bakker seconded the motion. All in favor. 2. Approval of Minutes Mr. Player moved for approval of the minutes. Mr. Bakker seconded the motion. All in favor. 3. General Public Comment 4. Correspondence There being no comments, Mr. Creech closed public comments. All correspondence was linked to the agenda. 5. Consent Motions Ms. Gravitt moved for consent approval of the following items: ➢ HDPC-023-2024, 123 PITT ST, Survey 5930/Historic, TMS# 5320100083. HDPC-015-2024, 302 HIBBEN ST, Survey 6215/Non-Historic, TMS# 5171500013. Applicant is seeking Preliminary Comment for the replacement of 9 windows W/ WBD OSB with anchors. Mr. Hankinson reviewed staff comments with the Commission. The applicant not being present, Mr. Creech continued to public comment. There being no comments, Mr. Creech closed public comment. B. HDPC-017-2024, 809 PITT ST, No Survey/Non-Historic, TMS# 5320900048. Applicant is seeking Final Review for a Pool equipment shed, yard tool and golf cart shed, and yard trellis. Mr. Hankinson reviewed staff comments with the Commission. Mr. Mac Jenkinson reviewed the request with the Commission. Mr. Jenkinson asked if additional information could be submitted to the Commission for consideration. Mr. Player moved for approval of submittal of additional information. Mr. Bakker seconded the motion. All in favor. Mr. Jenkinson submitted the information for the Commission to review. There being no comments, Mr. Creech closed public comment. Ms. Gravitt moved for approval with the with condition that shed additions and roof match the color of the existing ADU and for staff to confirm that it meets the BAR requirements. Mr. Barber seconded the motion. All in favor. C. HDPC-021-2024, 948 PITT ST, Survey 5975/Non-Historic, TMS# 5321300047. Applicant is seeking Final Review for conversion of existing carport into covered outdoor living space. Mr. Hankinson reviewed staff comments with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Player moved for approval. Mr. Bakker seconded the motion. All in favor. D. HDPC-022-2024, 427 CHURCH ST, Survey 6204/Non-Historic, TMS# 5320100071. Applicant is seeking Final Review for a new rear porch addition. Renovation of existing accessory structure, no footprint changes. Mr. Hankinson reviewed staff comments with the Commission. Ms. Linda Balzac reviewed the request with the Commission. She asked if additional information could be provided. Ms. Gravitt moved for approval to submit additional information. Mr. Barber seconded the motion. All in favor. Ms. Balzac reviewed the revised plans with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Barber moved for approval as submitted with the additional site plan and information. Ms. Gravitt seconded the motion. All in favor. E. HDPC-023-2024, 123 PITT ST, Survey 5930/Historic, TMS# 5320100083. Applicant is seeking Final Review for a new commercial sign. This item was approved by consent. F. HDPC-024-2024, 133 MARY ST, Survey 6258/Non-Historic, TMS# 5171500072. Applicant is seeking Final Review for a new pool and pool decking. Mr. Hankinson reviewed staff comments with the Commission. There being no comments, Mr. Creech closed public comment and moved to the Commission questions. Mr. Bakker moved for approval. Mr. Player seconded the motion. All in favor. G. HDPC-026-2024, 109 CENTER ST, Survey 6059/Non-Historic, TMS# 5321300001. Applicant is seeking Final Review for changes to a prior COA. Mr. Hankinson reviewed staff comments with the Commission. Ms. Melissa Voorhees, Ms. Cindy Klein, and Ms. Kate Campbell reviewed the request with the Commission. Mr. Henry West, 116 Center St, stated that they are opposed to the extension of the back porch at the outdoor kitchen. He suggested that the scale and size of the structure is closer to the street, over the setback, and “bulky”. He stated that they would like to have that portion removed as it was constructed after the last meeting. There being no further comments, Mr. Creech closed the public comment and moved to Commission questions. Mr. Player moved for denial of the decking and to remove the portion of the decking not approved by the Commission. Mr. Barber seconded the motion. Mr. Barber moved to amend the motion to include the findings that the deck addition impacts the streetscape, which is the reason for denial. Mr. Player seconded the motion. Mr. Barber moved to amend the motion for approval of the at-grade fence. Mr. Creech seconded the motion. All in favor. Mr. Creech called for a vote on the amendment to include the findings for denial of the decking. All in favor. HDPC-027-2024, 315 BENNETT ST, Survey 6130/Non-Historic, TMS# 5320100024. Applicant is seeking Final Review for the enclosing of an upper 2- story piazza. Mr. Hankinson reviewed staff comments with the Commission. Mr. Rob Crawford, representative for the owner, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comments and moved to Commission questions. Mr. Creech moved for approval with the condition that the side elevation match the rear to encompass the side fencing. Mr. Player seconded the motion. All in favor. I. HDPC-028-2024, 216 LIVE OAK DR, Survey 6232/Non-Historic, TMS# 5171500027. Applicant is seeking Final Review for changes to a prior approved COA. Mr. Hankinson reviewed staff comments with the Commission. Mr. Joel Adrian, architect, reviewed the request with the Commission. He asked to submit clarifications to the Commission. Mr. Player moved for approval to submit additional information on changes made. Mr. Creech seconded the motion. All in favor. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Player moved for approval. Mr. Bakker seconded the motion. All in favor. Applicant is seeking Preliminary Comment for a new pool and pool house. Mr. Hankinson reviewed staff comments with the Commission. Mr. Joel Adrian, architect, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. The Commission provided comments. K. HDPC-030-2024, 206 FERRY ST, Survey 6102 / Non-Historic, TMS# 5320500015. Applicant is seeking Final Review for the demolition of an existing primary structure and the construction of a new primary structure. Mr. Hankinson reviewed staff comments with the Commission. Mr. Joel Adrian, architect, and Mr. Brian Wells, owner, reviewed the request with the Commission. Mr. Adrian asked for approval to submit additional information. Mr. Player moved for approval to submit additional information. Ms. Gravitt seconded the motion. All in favor. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Barber moved for deferral for the applicant to submit additional information on all retaining walls including the elevation of the walls, and elevations of the house reflecting the true engineered grade of the property. Mr. Player seconded the motion. All in favor. 7. Staff Approvals A. 116 Bennett Street – Survey 6147/Historic, (TMS#5171500089) Applicant approved for the changing of previously approved pool equipment location. C. 133 Mary Street –Survey 6258/Non-Historic, (TMS#5171500072) Applicant approved for changes to rear stoop steps orientation. Mr. Hankinson reviewed staff approvals with the Commission. 8. Discussion and possible action of location restrictions on accessory structures and buildings within the OVHD ordinance. Mr. Hankinson reviewed this issue with the Commission. He stated that changes to the ordinances could be accomplished at a later date. The Commission discussed location of accessory structure and buildings within the historic district and if any changes should be considered. The Commission agreed that accessory structures should be set back from the primary structure and to have further discussion at a future meeting. 9. Final discussion of changes to HDPC Guidelines. Mr. Hankinson reviewed the draft changes with the Commission. The Commission agreed that the changes should come back for final approval. 10. Discussion of Items for Next Agenda The Commission agreed that no additional items should be included on next month’s agenda. There being no further business, the meeting adjourned at 9:16 pm.
