STAFF REPORT
Present: David Creech, Chair, James Bakker, Meghan Gravitt, Corey Barber,
Warren Player.
Staff: Bryan Hankinson, James Ward, Lynnette Lynes
Mr. Creech called the meeting to order at 5:00 pm.
1. Approval of Agenda
Mr. Bakker moved for approval of the agenda. Mr. Creech seconded the motion.
All in favor.
2. Approval of Minutes
Mr. Bakker moved for approval of the minutes. Mr. Player seconded the motion.
All in favor.
3. General Public Comment
4. Correspondence
There being no comments, Mr. Creech closed public comment. All correspondence
was linked to the agenda.
5. Consent Motions
Mr. Bakker moved for consent approval for the following item:
➢ HDPC-042-2024, 216 LIVE OAK DR, Survey Card 6232/ Non-Historic, TMS#
5171500027. Applicant is seeking Final Review for the construction of a new pool
and pool house.
Mr. Creech seconded the motion. All in favor.

A. HDPC-037-2024, 704 PITT ST, Survey Card 4222/ Non-Historic,
TMS#5320900077, Applicant is seeking Final Review for after the fact
approval of fencing.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Thomas Bowlin, owner, reviewed the request with the Commission.
There being no public comments, Mr. Creech closed public comment.
Mr. Player moved for denial of the fence as presented and to have the
applicant work with staff for the fence to come into compliance with the
guidelines. Mr. Creech seconded the motion. Motion passed on a 4 to 1 vote with
Mr. Creech, Mr. Bakker, Ms. Gravitt, and Mr. Player in favor; Mr. Barber opposed.
B. HDPC-039-2024, 208 MIDDLE ST, Survey Card 6015/ Non-Historic, TMS#
5320900028. Applicant is seeking Final Review for changes to previously
approved COA, and the construction of new fencing.
Mr. Hankinson reviewed staff comments with the Commission.
Ms. Gabby Lee, owner, reviewed the request with the Commission.
There being no comments, Mr. Creech closed public comment.
Mr. Creech moved for approval of the changes with staff to review for
compliance of the guidelines and come back to the Commission if needed. Mr.
Player seconded the motion. All in favor.
C. HDPC-042-2024, 216 LIVE OAK DR, Survey Card 6232/ Non-Historic, TMS#
5171500027. Applicant is seeking Final Review for the construction of a
new pool and pool house.
This item was approved by consent.

5171500056. Applicant is seeking Preliminary Comment for the
construction of a new pool house and shed.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Joel Adrian, architect, reviewed the request with the Commission.
There being no comments, Mr. Creech closed public comment.
The Commission provided comments.
E. HDPC-044-2024, 922 PITT ST, Survey Card 5972/ Historic, TMS#
5321300054. Applicant is seeking Preliminary Comment for the
construction of a 2nd story addition to a historic home.
Mr. Hankinson reviewed staff comments with the Commission.
Ms. Linda Balzac, architect, reviewed the request with the Commission.
There being no comments, Mr. Creech closed public comment.
The Commission provided comments.
F. HDPC-045-2024, 206 FERRY ST, Survey Card 6102/ Non-Historic, TMS#
5320500015. Applicant is seeking Final Review for the demolition of an
existing home and construction of a new home.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Joel Adrian, architect, and Mr. Brian Wells, owner, reviewed the request
with the Commission. He asked to submit updated site plan and drawings.
Mr. Player moved for approval to submit an updated site plan and drawings.
Ms. Gravitt seconded the motion. All in favor.

Mr. Adrian reviewed the drawings with the Commission.
There being no comments, Mr. Creech closed public comment.
Mr. Bakker moved for approval with staff to confirm compliance with the
stucco to show more relief and definition. Mr. Player seconded the motion.
Motion passed on a 3 to 1 vote with Mr. Bakker, Ms. Gravitt, and Mr. Player in
favor; Mr. Creech opposed and Mr. Barber abstaining.
G. HDPC-046-2024, 448 CHURCH ST, Survey Card 6190/ Historic, TMS#
5320100091. Applicant is seeking Final Review for changes to a previously
approved detached garage.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Joel Adrian, architect, reviewed the request with the Commission. He
asked to submit additional fence details for the Commission to review.
Ms. Gravitt moved for approval to submit additional fence details. Mr. Bakker
seconded the motion. All in favor.
There being no comments, Mr. Creech closed public comment.
Mr. Bakker moved for approval with the condition that the front elevation left
side windows are pushed together with shutters added on either side and
windows to be added to the left elevation as was previously approved including
staff comments regarding the pervious pavers. Mr. Barber seconded the motion.
All in favor with Mr. Creech abstaining.
7. Staff Approvals
A. 131 Hibben Street, Survey Card 4240/ Historic, TMS# 5320100005. Applicant
approved for the change of accessory structure porch column materials.
B. 427 Church Street, Survey Card 6204/Non-Historic , TMS#5320100071.
Applicant approved for the addition of rear windows.

8. Action on the adoption of the proposed HDPC Guideline changes.
Mr. Hankinson reviewed the changes with the Commission including some
changes from Legal. He stated that a final draft of the changes would be provided at
the next meeting.
9. Discussion of Items for Next Agenda
The Commission had no additional items for next month’s agenda.
There being no further business, the meeting adjourned at 7:26 pm.
