TOWN OF MOUNT PLEASANT, SOUTH CAROLINA SPECIAL HISTORIC DISTRICT PRESERVATION COMMISSION JULY 7, 2020 MINUTES Streaming Link: https://youtu.be/xk_apDDz_0M Attachment 1--STAFF REPORT Present: John Hackenberg, Robert Crosland, Gene Gallogly, Corey Barber. Staff: Austin Rutherford, Lynnette Lynes Mr. Rutherford called the meeting to order at 5:00 pm and reviewed the procedures with the public. He asked the Commission to elect a chair for the meeting. Mr. Gallogly moved to appoint Mr. Crosland as temporary chair. Mr. Hackenberg seconded the motion. All in favor. I. Approval of Agenda Mr. Hackenberg moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes February 10, 2020 and March 9, 2020 Mr. Crosland moved for approval of the minutes. Mr. Hackenberg seconded the motion. All in favor. III. Correspondence Mr. Rutherford stated that 829 Pitt St and 129 Live Oak have asked for a deferral. IV. General Public Comment There being no comments, Mr. Crosland continued with the agenda. V. Consent Motions Mr. Hackenberg moved for consent approval for the following items: Special Historic District Preservation Commission July 7, 2020 Page 2 of 8 ➢ 134 Live Oak Drive – Historic 6237 – (TMS 517-15-00-051) Applicant is seeking Final Review for a new metal roof. ➢ 436 Church Street – Historic 6191 – (TMS 532-01-00-092) Applicant is seeking Final Review for foundation louvers, porch railing, and stair repairs. ➢ 741 Pitt Street – Historic 5904/Survey 5904.01 – (TMS 532-09-00-044) Applicant is seeking Final Review for hardscaping alterations. ➢ 103 Venning Street – (TMS 532-01-00-021) Applicant is seeking Final Review for revisions to previously approved plans. Mr. Crosland seconded the motion. All in favor. VI. Business a. 134 Live Oak Drive – Historic 6237 – (TMS 517-15-00-051) Applicant is seeking Final Review for a new metal roof. b. 436 Church Street – Historic 6191 – (TMS 532-01-00-092) Applicant is seeking Final Review for foundation louvers, porch railing, and stair repairs. These items were approved by consent. c. 627 Pitt Street – Survey 4225 – (TMS 532-05-00-031) Applicant is seeking Final Review for hardscaping alterations and a rear stair. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Katie Duncan reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comments. Mr. Gallogly moved for approval of the request. Mr. Crosland seconded the motion. All in favor with Mr. Hackenberg abstaining. d. 741 Pitt Street – Historic 5904/Survey 5904.01 – (TMS 532-09-00-044) Applicant is seeking Final Review for hardscaping alterations. This was approved by consent. Special Historic District Preservation Commission July 7, 2020 Page 3 of 8 e. 105 Middle Street – Survey 6020 – (TMS 532-09-00-002) Applicant is seeking Final Review for site harbor-side renovations, site alterations, and a pool. Correspondence. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Cindy Cline and David Thompson reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comment. Mr. Barber moved for approval of the request with the condition that a post-built survey be conducted to ensure impervious surface coverage compliance and staff approval for the placement of the stairs, with denial of the stair encroachment due to the lack of a precedent as per §156.313(E)(4) and staff approval of the placement of the stairs within the setback. Mr. Crosland seconded the motion. All in favor. f. 237 Middle Street – (TMS 532-09-00-022) Applicant is seeking Final Review for alterations to previously approved plans on the harbor-side fascia and for a new accessory garage. Correspondence . Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Emily Wyatt, Mr. Sam Lisi, and Mr. Chris Brooker reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comment. Mr. Crosland moved for approval for the garage given there is a precedent for accessory structures with adjoining lots in accordance with §156.212(E)(4) and approval of the fencing with spacing between slats. Mr. Barber seconded the motion. All in favor. Special Historic District Preservation Commission July 7, 2020 Page 4 of 8 g. 202 McCants Street – Survey 6087 – (TMS 532-05-00-039) Applicant is seeking Final Review for hardscaping improvements. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Katie Duncan and Ms. Heather Wilson reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comment. Mr. Gallogly moved for approval with the condition that a post-built survey be conducted to ensure impervious surface is in compliance and denial of the on-street parking space. Mr. Crosland seconded the motion. All in favor. h. 103 Venning Street – (TMS 532-01-00-021) Applicant is seeking Final Review for revisions to previously approved plans. This item was approved by consent. i. 204 Live Oak Drive – Historic 6234/Survey 6234.01 – (TMS 517-15-00- 029) Applicant is seeking Final Review for site improvements and new shutters. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Alison Dailey reviewed the request with the Commission. Ms. Linda Balzac concurred with Ms. Dailey’s comments that the items proposed are needed for safety. There being no further comments, Mr. Crosland closed public comment. Mr. Hackenberg moved for approval as it meets the design guidelines with staff approval of the railing. Mr. Crosland seconded the motion. Special Historic District Preservation Commission July 7, 2020 Page 5 of 8 Mr. Crosland moved to amend the motion to add the condition that the railing match the stairs and risers are no more than four. Motion fails due to lack of a second. Mr. Crosland called for a vote on the original motion. Motion passed on a 3 to 1 vote with Mr. Gallogly, Mr. Hackenberg and Mr. Crosland in favor; Mr. Barber opposed. The Commission convened for a short break at 7:00 pm and reconvened at 7:10 pm. j. 724 Pitt Street – Survey 5955 – (TMS 532-09-00-260) Applicant is seeking Final Review for new construction. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Stephanie Shuster reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comment. Mr. Crosland moved for approval as it meets the guidelines and requested encroachments meet the requirements listed in the yard requirements. Mr. Gallogly seconded the motion. All in favor with Mr. Hackenberg abstaining. k. 208 McCormick Street – (TMS 532-09-00-263) Applicant is seeking Final Review for new construction, pool, and garage. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Mr. Brian Maiden reviewed the request with the Commission. Ms. Balzac stated that she worked with Mr. Maiden on the project. She stated that the requested front setback is in keeping with the streetscape. There being no further comments, Mr. Crosland closed public comment. Special Historic District Preservation Commission July 7, 2020 Page 6 of 8 Mr. Gallogly moved for approval as it meets the design guidelines and front setback encroachment has required precedent with approval conditional on a post-built survey to verify impervious surface requirements. Mr. Crosland seconded the motion. All in favor. l. 129 Live Oak Drive – (TMS 517-15-00-062) Applicant is seeking Final Review for a trash can enclosure. Correspondence . This item was deferred. m. 231 Bennett Street – Historic 6137 – (TMS 532-01-00-012) Applicant is seeking Preliminary Comment for home rehabilitation, additions, accessory shed, and site improvements. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Mr. Ross Ritchie and Mr. Steve Middour reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comment. The Commission provided preliminary comments for the applicant. n. 829 Pitt Street – (TMS 532-09-00-252) Applicant is seeking Final Review for a new home and accessory pool. Correspondence. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Heather Wilson reviewed the request with the Commission. Mr. Jeff Kirkland, 817 Pitt St, expressed concern with the drainage. He stated that his workshop is adjacent to the proposed pool and expressed concern that because this is the lowest point of the property, there would be additional drainage. He suggested that there should be some type of catch Special Historic District Preservation Commission July 7, 2020 Page 7 of 8 basin in this area. He asked that approval for the pool be deferred until the drainage for the lot can be determined. Mr. Lowell Grove, 833 Pitt St, expressed concern with the live oak that is adjacent to his lot that would impact this property as well. He expressed concern that the home might encroach into the protection zone. He agreed with Mr. Kirkland that all drainage approvals should be completed before approval of any additional comments. Ms. Balzac expressed concern with tree protection and drainage issues and suggested that a very structured system should be in place and adhered to preserve the tree and mitigate any drainage. Mr. Maiden stated that tree removal and site plan had to be approved before he could submit to the Commission and asked if this process changed. There being no further comments, Mr. Crosland closed public comment. Mr. Barber moved for approval with the condition that the size of the porch be reconsidered. Point of order noted that the motion is not valid as it is in direct opposition to the design guidelines. Mr. Crosland moved for approval with the condition that the fence is approved at staff level. Mr. Hackenberg seconded the motion. Motion failed on a 2 to 2 vote with Mr. Hackenberg and Mr. Crosland in favor; Mr. Barber and Mr. Gallogly opposed. Mr. Barber moved for approval as it meets the guidelines with staff approval of fencing and additional front porch footage as presented by the applicant at the meeting. Mr. Crosland seconded the motion. Motion passed on a 3 to 1 vote with Mr. Barber, Mr. Hackenberg, and Mr. Crosland in favor; Mr. Gallogly opposed. VII. Staff Approvals Mr. Rutherford reviewed staff approvals with the Commission as follows: Special Historic District Preservation Commission July 7, 2020 Page 8 of 8 a. 615 Pitt Street – Survey 5912 (TMS 532-05-00-030) Window and siding replacement b. 436 Church Street – Historic 6191 - (TMS 532-01-00-092) New windows and doors on Non-Historic portion of home. c. 921 Pitt Street – Survey 5894/5894.01 - (TMS 532-13-00-025) New roof. d. 11 Pierates Cruz – Survey 6071 - (TMS 532-09-00-017) New roof. e. 627 Pitt Street – Survey 4225 - (TMS 532-05-00-031) New door, rear stoop, and walkways. f. 510 Pitt Street – Survey 4231 – (TMS 532-05-00-045) New door design for previously approved accessory garage. g. 107 Carr Street – (TMS 532-05-00-051) Revised walkways. VIII. Review, discussion, and possible adoption of revised Design Guidelines for paint and allowing more items for Staff Approval through Minor Work applications. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Mr. Maiden stated that he supports more items being approved at staff level. He expressed concern with limiting paint colors to Charleston historic colors and suggested that other historic colors such as those allowed within Sullivan’s Island should be considered. He suggested that the requirement for a building permit for accessory structures should be reviewed so that more accessory structures must be scrutinized. Ms. Balzac agreed that more items should be allowed staff level approval. There being no further comments, Mr. Crosland closed public comment. Mr. Barber moved for approval of the revised guidelines as presented. Mr. Crosland seconded the motion. All in favor. There being no further business, the meeting adjourned at 9:01 pm.
