SPECIAL HISTORICAL COMMISSION
FEBRUARY 14, 2022
MINUTES
Present: Deborah Sutherland, Chair, Brian Blalock, Danielle Cox,
Pamela Gabriel, William Hine, Gibson Hopper.
Absent: Courtney Theis.
Staff: Kate Miller, Aaron Bennett, Jane Yager-Baumrind
Ms. Sutherland called the meeting called to order 10:08am
I. Approval of Agenda
Ms. Cox moved for approval of the agenda. Mr. Blalock seconded the motion.
All in favor.
II. Approval of Minutes – January 13, 2022
Ms. Cox moved for approval of the minutes. Mr. Blalock seconded the motion.
All in favor.
III. Public Comment
There being no comments, Ms. Sutherland continued with the agenda.
IV. Staff Update
Ms. Miller reviewed the staff update with the Commission.
V. Chairman and vice-chairman elections
Mr. Blalock moved for approval of Ms. Sutherland as Chair and Ms. Theis as
Vice-Chair. Mr. Hine seconded the motion. All in favor.
VI. Adoption of Rules of Procedure (Bylaws)
The Commission reviewed the changes to the rules of procedure.
Ms. Cox moved for approval of the rules of procedure. Mr. Blalock seconded
the motion. All in favor.
VII. Discussion and Action on Scanlonville project
Ms. Miller reviewed this item with the Commission.
Ms. Sutherland moved for approval of funds up to $4,000 for excavation of
the Scanlonville historic mile marker. Mr. Blalock seconded the motion. All in
favor.

VIII. Committee Action Items
A. Organization and Administration Committee
1. Budget Update
Ms. Miller reviewed the budget update with the Commission.
B. Historical Markers and Interpretation Committee
1. Update and Action on the Grace Bridge and signage
Ms. Gabriel updated the Commission on this agenda item.
2. Discuss Jennie Moore School text
Ms. Gabriel updated the Commission on this agenda item.
3. Discuss Cresco Award
The Commission discussed this award.
The Commission agreed to discuss whether the Cresco Award should be
awarded this fiscal year.
C. Special Collection and Research Committee
Mr. Hopper reviewed this item with the Commission. He stated that
there are some oral histories scheduled in the next couple of weeks.
Ms. Gabriel suggested that items donated that are displayed in the history
room should be insured. Ms. Miller stated that she would look into this and
report back to the Commission.
D. Tourism and Community Outreach Committee
1. Discuss Blessing of the Fleet
Mr. Blalock reviewed this item with the Commission and stated that
the Commission will have a tent at the event.
E. Marketing Committee
Ms. Cox reviewed this agenda item with the Commission.
F. Black History Month Committee
1. Discuss Black History Month
Mr. Hine reviewed this item with the Commission.
IX. Discussion of Next Month’s Agenda Items
The Commission agreed that the following items should be included on next
month’s agenda:
